4 * Students are accepted to higher education programs such as painting, music, physical education, etc. which require special talent and skills, with the Special Talent Examination System. Foreign national students applying to programs accepting students with Special Talent Examination (Table-3) must score 40 and higher in UÜYÖS or YÖS examinations administered by other state universities orsubmit an examinationscorewhich is acceptedbyouruniversitysenate. Special Talent Examination application and examination dates will be announced by the relevant units, and candidates applying to placement quotas must submit their applications to the relevant units. Placements to programs in departments accepting students with special talent examination will be carried out by commissions formed by the relevant units. Results will be announced by the relevant units as well. Candidates applying to departments or programs accepting students with special talent examination must meet the acceptance requirements, and pass the special talent examination administered by the Faculty/Conservatory as well. FOREIGN STUDENT ACCEPTANCE QUOTA APPLICATION AND PLACEMENT PROCEDURES I. GENERAL INFORMATION, RULES AND BASIC PRINCIPLES 1. This guide prescribes the rules that must be followed by anyone applying to foreign student acceptance quota to study at Uludağ University in the Academic Year of , and intends to regulate the placement and enrollment procedures. 2.Allcorrespondencebetween Uludağ Universityandthecandidates will be in Turkish. 3. Uludağ University is not responsible for housing, scholarship, living expenses, visa and Turkish residence permit, etc. procedures of prospective students. We assume no responsibility in obtaining required exit permits for candidate application/enrollment from respective countries; candidates must take care of such procedures on their own. 4. Personal candidate statements will be taken into account in applications whether they meet the application requirements or not. Candidates not meeting the application requirements, and candidates making applications and submitting preferences with misstatements will not be granted any rights even if they are placed in a program. 5. Information, explanations and rules available in this guide may be changedifrequiredbythedecisions of Uludağ University and/or Council of Higher Education (YÖK) which may enter into force after the publication date. APPLICATION REQUIREMENTS A) On condition that they are senior students at high schools or graduates; The applications of the applicants who 1) Have Foreign Nationality, 2) Are Turkish citizens from birth and received the permission for withdrawal from citizenship from the Turkish Ministry of Internal Affairs and those who are able to certify that their children who are recorded in their parents document of permission for withdrawal from citizenship and have not reached at a lawful age and have the document concerning the exercise of the given rights in accordance with the Turkish Citizenship Law, (Article 7 of the Turkish Citizenship Law (5901) states that A child born to a Turkish mother or through a Turkish father within theunity of marriage either in Turkey or abroad is a Turkish citizen. The applicants are strongly advised to read the Turkish Citizenship Law before submitting their applications). 3) Have foreign nationalities from birth and later acquired Turkish citizenship / have such dual citizenships 4) a) Students who have Turkish Citizenship and continued their last three years of secondary (high school) education abroad except Turkish Republic of Northern Cyprus before 01/02/2013 (including those who have completed their High School Education abroad, except Turkish Republic of Northern Cyprus, in Turkish schools accredited by Ministry of Education) can apply for foreign student admission quotas, b) Applicants who have started their secondary education after 01/02/2013 and completed their secondary (high school) education in a foreign country except Turkish Republic of Northern Cyprus (including those who have completed their High School Education abroad, except Turkish Republic of Northern Cyprus, in Turkish schools accredited by Ministry of Education) can apply for foreign student admission quotas, 5) Have Northern Cyprus citizenship and reside in Northern Cyprus and those who have completed their secondary (high school) education in Northern Cyprus and have GCE AL exam results and enrolled in colleges and high schools in other countries between 2005 and 2010 and have or will have GCE AL exam results will be accepted. Those who cannot apply B) The applications of the applicants who 1) Are Turkish citizens and have completed all of their secondary (high school) education in Turkey and TRNC 2) Are Northern Cyprus citizens (except those who have completed their whole secondary (high school) education in TRNC and have GCE AL results and enrolled in colleges and high schools in other countries between and have or will have GCE AL exam results) 3) Have dual citizenship and the first one is Turkish which is given by birth as defined in Clause 2 of Article A (except conditions which are defined in Clause 4 of Article A) 4) Have dual citizenship and one of which is TRNC citizenship (except those who have completed their whole secondary (high school) education in the high schools of TRNC and have GCE AL results and enrolled in colleges and high schools in other countries between and have or will have GCE AL exam results) 5) Have Turkish citizenship or dual citizenship first of which is Turkish given by birth as defined in Clause 2 of Article A and study at schools which are affiliated with the embassies of Turkey and foreign high schools in Turkey, are not accepted. Candidates not meeting the application requirements will not be granted any rights as a result of such application even if they make application. Sayfa 5 / 11

6 2. Application Procedure Applications of candidates identified as not meeting the application requirements will not be evaluated. Candidates making misstatements and submitting incorrect information will not be enrolled even if they are placed in a program. Filling the announced quota is at Uludağ University s discretion. Meeting the application requirements does not mean acceptance. Right of enrollment will become final pursuant to recommendation of Foreign Student Acceptance Commission, and approval of relevant Faculty/Graduate School Administrative Committee. Right of enrollment is subject to approval. 3. Completing Application and Preference Forms: Application fee will not be collected from the candidates applying to Uludağ University foreign acceptance quota pursuant to the decision of Council of Higher Education dated and numbered Candidates must make their preferences by completing the application form available at Below you may find the explanations related to completion of the information fields of the Application Form. Candidates assume fully responsibility with respect to the consequences arising from mistakes. Personal information fields of the form must be completed with the same information available on the candidate s passport/personal identification card(s) without using any abbreviations. All information must be entered correctly, and there will be no possibility to make changes after submitting the application. Finalization of Application and Preference Procedures Candidates scoring minimum in national and international examinations identified and recognized by our University Senate may make preference application. Preferences will be submitted online ( between June 2016 from all local and overseas locations. All candidates are granted with 5 (five) options, and placements will start from the first preference. Applications submitted after the end of application period, and applications submitted in person or via will not be accepted. Preference Application Form must be completed after reading this Guide. All of the required information must be completed on the Preference Application Form, otherwise, application will not be valid. All required fields must be completed true, completely and accurately using capital letters, and the make a choice when necessary. There will be no possibility to make changes after submitting the preference application and the preference period has expired. Candidates must print out the Preference Application Form generated by the system once the candidate completes the procedure by entering all relevant information in the Application Form, clicking on save button and viewing the Application Received pop-up message, and submit such form along with the required documents to Registrar s Office by 28 June 2016 at the latest in full and correctly in person or via post service (Delays in postal service will not be taken into account). Equivalency procedures are performed by Provincial Directorates of National Education domestically, and by Undersecretariats of Education and Education Attaché Offices at abroad, and accordingly, equivalency applications must be submitted to the said organizations. 8 f) Transcripts of high school studies (Academic Record) -Transcript Translation (excluding candidates who have graduated from Turkish high schools) -Grading System (conversion chart if not 100-point system) g) Examination Results Certificate submitted in preference application.turkish Embassy or Consulate certificated copy and Turkish translation of National and International examination results certificate,(examination results certificate bearing wet signature and certification seal for candidates applying with YÖS examination results of Other State Universities) - Students who apply with GCE A Level Predicted Results should deliver the approved A level certificates. If they fail to submit the original copies of their A Level, AS Level and IGCSE (O Level) certificates their registration right shall be cancelled. (unofficial, prediction result will not be accepted.) -Students applying with their SAT results: if their documents are not delivered to College Board during the registration candidates should confirm their scores by signing into SAT College Board official website with their user names and passports. Those who fail to confirm their scores online shall not be accepted. *Candidates may submit photocopies of all required documents. Documents required for application shall be submitted to the Registrar s Office by 28 June 2016 at the latest in full and correctly in person or via post service. Under no circumstances the documents received after such date will be processed, and the candidate s application will be null and void. Application(s) will be cancelled and rendered invalid in case they are not submitted within the specified period, and documents that are incomplete, misleading, illegibly worn-out and/or dark and/or small, wrong and/or forged, and in violation of these rules are used in the application. (Delays in postal service will not be taken into account, and application documents sent via will not be processed) III.ANNOUNCEMENT OF PLACEMENT RESULTS Our University s Foreign Student Acceptance Committee will review the equivalency and score conversion of examinations accepted in the application, and the examination scores or secondary school grade point averages of the candidates will be converted to 100-point system (100 hundred being the highest score). Candidates will be placed to programs starting from the highest score based on their respective preference. Placement will be based on Secondary School Grade Point Average, Turkish Language Level, and age of the candidate respectively in case placement scores are equal. Placement Results will be announced on University s official website on 22 July A letter of acceptance will be issued and sent to the candidates granted with the right to enroll. Candidates can use such letters to obtain visa from Turkish foreign representation offices in their countries or to obtain residence permit from Bursa Provincial Directorate of Migration Administration if in Turkey (letter of acceptance will be sent via upon request if the candidate is residing outside Turkey). Additional Placements to available quota at the end of enrollment procedures will be among the candidates that are not placed to any Faculty/Vocational School, the results will be announced on 15 August Sayfa 8 / 11

DOCUMENTS REQUESTED FROM CANDIDATES GRANTED WITH THE RIGHT TO ENROLL UNDER FOREIGN STUDENT QUOTA Enrollments: 25 July 04 August 2016 (From 9.00am to 17.00pm) Any candidates failing to enroll to his/her relevant unit within the specified period will lose the right to enroll. However; candidates who are not in condition to enroll within the specified period due to personal reasons may enroll with their legal representatives or representatives authorized via notary public or foreign representation offices provided that personal excuses are documented. (Enrollments will not be completed if there are missing documents.) Applicants will submit such documents as; a) Original high school diploma and Turkish Translation of it approved by the notary or Turkish Foreign Representatives, (A formal letter stating that diploma transactions are in process is also valid.) b) Diploma Equivalency Certificate (Can be taken from Provincial Directorate of National Education or Turkish Foreign Representatives.) c) Original Transcript and Turkish Translation of it approved by the notary or Turkish Foreign Representatives,( The document which shows the GPA in the Secondary Education) d) Original Certificate of exam result document, (Examination results certificate bearing wet signature and certification seal for candidates applying with YÖS examination results of Other State Universities) e) Copy of passport/ Turkish ID/ Blue Card The related document is checked, copied and the original document is given back to the student. f) Foreign Personal Identity Card/Residence Permit Photocopy Candidates who do not reside in Turkey are required to bring residence permits taken from Bursa Provincial Directorate General of Migration Management (İl Göç İdaresi Genel Müdürlüğü). Residence Permits are copied in the Units of student affairs for the registration. If the candidate does not have a residence permit but has a residence permit appointment for a later date than the registration date, the candidate has to bring the appointment document for the registration and the candidate must bring the residence permit and the Identification Number which is received after the residence permit to the Units of student affairs no later than one month after the residence permit is received. g) Bank receipt that states the tuition fee is deposited, (The tuition fee will be deposited upon learning the student number in the course of registration.) [(Contribution/Tuition Fees will be deposited at the time of enrollment by learning the respective Student Number.) ( academic year 1st term contribution/tuition fees will be collected according to Resolution on Determination of Contribution/Tuition Fees to be Collected in Academic Year as Student Contribution to Current Service Costs of Higher Education Institutions as contribution and tuition fees determined for academic unless they are announced by the Cabinet of Ministers until re-enrollment/freshman enrollment dates. In case there is a difference (+/-) between the contribution/tuition fees determined for academic year, the contribution/tuition fee difference will be collected with the following spring term contribution/tuition fee.)] ( Resolution on Determination of Contribution/Tuition Fees to be Collected as Student Contribution to Current Service Costs of Higher Education Institutions prescribed by the resolution of the Cabinet of Ministers on contributions will be the basis of procedures.) -Students granted with leave of absence for Learning Turkish will deposit the contribution/tuition fees when starting their studies. 10 -Syrian citizens, blue card holders, and those who are Turkish citizens by birth but completed their entire high school education out of Turkey- except those who are admitted to evening classes- will not pay tuition fee. CLICK HERE for detailed information about Academic Year Contribution/Tuition Fees h) Certificate of Proficiency in Turkish, (Applicants who do not submit a certificate related to their Turkish language level will be registered as A1 level.) Applicants who completed their entire high school education in a Turkish high school in a foreign country or in Turkey will not be requested to submit a certificate of Turkish language proficiency. i) 6 passport photographs, j) A document or statement proving that the student s financial status qualifies for supporting higher education in Turkey, (This is a document that shows the students are able to support themselves. Foreign students need to support themselves as they are not granted any kind of scholarship or financial aid by the University. Students must submit this document during the course of registration at the latest.) k) Admission letter. NOTE: The admission right is finalized by the proposal of the Foreign Student Admission Committee and the approval of the administrative board of the relevant faculty/school of higher education. In case the approval is not given, admission right will not be granted. Turkish Language Level Turkish Language level is used to determine if the candidate accepted will at once start the education or not. a) Candidates who are eligible for entrance to the university have to be successful in Turkish Language Exam of Uludağ University or Turkish Language Placement Test conducted by theturkish Language Teaching Centers of Turkish Universities or the other specified exams by the Senate. b) Those who get minimum B2 from Turkish Language Exam of Uludağ University and Turkish Language Teaching Centers of the universities or from the other specified exams by the Senate start their education. The Senate is liable for the equivalence of documents showingturkish proficiency apart from the ones identified in this clause. c) The students whose level of Turkish is A1, A2, B1 are registered and granted leave of absence to learn Turkish by board decision. The students whose level of Turkish is not sufficient and have education through their own means are given one extra year if they can t be sufficient in the meantime. On condition that the students certify that they have learned the required level of Turkish as per (a) and (b) clauses of this article in one year, they are allowed to start their education. Otherwise they are disenrolled. ç)those who have not submitted a document showing their TurkishProficiency Level during the final registration are rendered A1 level and their procedures are conducted accordingly. d)the candidates who are liable to improve their level of Turkish or whose language level is insufficient can attendturkish Language Course opened by Uludağ University. Any candidate granted with the right to enroll under Foreign Acceptance Quotas (via UÜYÖS, YÖS examination of other universities, types and scores of examinations accepted by our University Senate, ACT, SAT, GCE, etc.) and failing to submit any document evidencing Turkish Language Level at the time of enrollment will be enrolled as Studying at Turkish Preparatory Class, and student certificate and identification card will be issued to students who are permitted to study Turkish provided that they document that they ve learned adequate level of Turkish and start their studies. Such students are required to obtain their student certificates from the Turkish Learning Centers they are studying at. VI- FINAL CLAUSES Only Turkish language will be used in all kinds of correspondence ( , mail, fax, etc.) between UÜ Foreign National Student Acceptance Commission (YDOK) and the candidates. Commission shall not be responsible for any correspondence delayed or got lost in the mail. The rules prescribed in this guide can be changed if it is necessitated by the decision taken by the Higher Education Council after the publication of this guide. YDOK will determine the procedure to be followed in such a case. Rules stipulated by YDOK will be applicable in any and all circumstances that are not covered in this manual. Dates and conditions specified are subject to changes to be made by Uludağ University. Changes will be announced to the candidates on University s website one week prior to implementation.
