2 00010 INVITATION FOR BIDS Notice is given hereby that Randolph County Housing Authority 1404 North Randolph Ave. PO Box 1579 Elkins, WV will accept sealed BIDS for Electrical upgrades and repairs to the 4 th Street Apartments, Elkins, WV Sealed bids will be received by Tina Bennett, Project Manager, at Randolph County Housing Authority s office, 1404 N. Randolph Ave., Elkins, WV, phone x-24 until 2:00 pm, Thursday, October 13 th, Bids will be opened and read aloud at that time and place. Bids received after that time will not be accepted. Interested parties are invited to attend. Bona fide general contract bidders may obtain copies of the bidding documents at the pre-bid conference. Bidders may also examine the documents and obtain a copy at the Randolph County Housing Authority office, phone , ext. 24. A PRE-BID CONFERENCE will be held at #117-1/2 4 th Street, Elkins, WV on Thursday, September 29 th, 2011 at 2:00 p.m. to review drawings and specifications and visit the sites of the work. The scope and the details of the work will be covered. Attendance is HIGHLY RECOMMENDED. A bid guaranty, i.e., money order, certified check or bank draft, payable to the Randolph County Housing Authority in an amount equal to two percent (2%) of the bid shall be submitted with each bid. A non-certified personal check or cash will NOT be accepted for a bid guaranty. The successful bidder will NOT be required to furnish performance or payment bonds, but may be required to provide satisfactory letters of reference. Prevailing wages and/or set labor wage rates will NOT be required under this contract. The contractor is bound by minimum wage laws. The contractor will receive ninety percent (90%) of work and materials in place each monthly pay request. The contractor will be awarded a final payment of the total remaining contract amount after completion and certified inspection that all work is complete. Neither the United States nor any of its departments, agencies, or employees will be a party to this Advertisement for Bids or any resulting contract.
3 The successful bidder will be required to comply with Executive Order No , Section 3 of the United States Department of Housing and Urban Development Act of 1968, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act. Bidders are prohibited against discrimination of employees regarding race, creed, color, sex, or national origin. The owner reserves the right to reject any or all bids and waive irregularity in the bids. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the owner. END OF SECTION SECTION INSTRUCTIONS TO BIDDERS 1. PRE-BID CONFERENCE A Pre-Bid Conference will be held at #117-1/2 4 th Street, Elkins, WV on Thursday, September 29 th, 2011 at 2:00 p.m. to review the drawings and specifications and visit the site of the work. The scope and the details of the work will be covered. Attendance is HIGHLY RECOMMENDED. 4. BID FORM In order to receive consideration, make bids in strict accordance with the following: a. Make bids upon the forms provided therefore, properly signed and with all items filled out. b. No telegraphic bid or telegraphic modification of a bid will be considered. No bids received after the time fixed for receiving them will be considered. Late bids will be returned to the bidder unopened. c. Address bids to the owner and deliver to the address given in the invitation to bid on or before the day and hour set for opening the bids. Enclose each bid in a sealed envelope bearing the title of the work, the name of the bidder, and the date and hour
4 of the bid opening. Submit only the original signed copy of the bid. It is the sole responsibility of the bidder to see that his bid is received on time. 5. BONDS a. A bid guaranty, i.e. money order, certified check, or bank draft, payable to the Randolph County Housing Authority in an amount equal to two percent (2%) of the bid shall be submitted with each bid. A non-certified personal check or cash will NOT be accepted for a bid guaranty. b. The Owner reserves the right to retain the security of all bidders until the successful bidder enters into the contract or until sixty (60) days after bid opening, whichever is sooner. Other bid security will be returned as soon as practicable. If any bidder refuses to enter into a contract, the Owner may retain his bid security as liquidated damages but not as a penalty. c. The successful bidder will NOT be required to furnish performance or payment bonds, but may be required to provide satisfactory letters of reference. 6. EXAMINATION OF DOCUMENTS AND SITE WORK Before submitting a bid, each bidder shall examine the drawings carefully, shall read the specifications and all other proposed contract documents, and shall visit the site of the work. Each bidder shall fully inform himself prior to bidding as to existing conditions and limitations under which the work is to be performed, and shall include in his bid a sum to cover the cost of items necessary to perform the work as set forth in the proposed contract documents. No allowance will be made to a bidder because of lack of such examination or knowledge. The submission of a bid will be considered as conclusive evidence that the bidder has made such examination. 7. PROOF OF COMPETENCY A bidder will be required to furnish evidence satisfactory too the owner that he and his proposed subcontractors have sufficient means and experience in the types of work called for to assure the completion of the contract in a satisfactory manner. 8. WITHDRAWAL OF BIDS a. A bidder may withdraw his bid, either personally or by written request at any time prior to the scheduled time for opening bids. b. No bidder can withdraw his bid for a period of 60 calendar days after the date set for opening thereof, and bids shall be subject to acceptance by the owner during this period. 9. AWARD OR REJECTION OF BIDS The contract, if awarded, will be awarded to the responsible bidder who has proposed the lowest contract sum, subject to the Owner s right to reject any or all bids and to waive informality and irregularity in the bids and in the bidding.
5 10. EXECUTION OF AGREEMENT a. The form of the contract will be the Short Form of Agreement between Owner and Contractor of the American Institute of Architects, AIA Doc. #A107 and Standard General Conditions, latest edition. Contractors may study these agreement forms at the Randolph County Housing Authority. b. At or prior to signing of the agreement, the bidder to whom the contract is awarded shall deliver to the Owner those certificates of insurance, worker s compensation coverage, and a copy of the contractor s West Virginia Contractor s License as required by the contract documents. 11. INTERPRETATION OF CONTRACT DOCUMENTS PRIOR TO BIDDING If any person contemplating submitting a bid for construction of the work is in doubt as to the true meaning of any part of the proposed contract documents, or finds discrepancies in or omissions from any part of the proposed contract documents, they may submit to the Program Manager a written request for interpretation thereof not later than four days before bids will be opened. The person submitting the request shall be responsible for its prompt delivery. END OF SECTION 00020

7 SECTION FORM OF AGREEMENT Standard AIA FORMS: The Abbreviated Form of Agreement between Owner and Contractor Short Form for Small-Construction Contracts, Doc. #A107 latest edition, is hereby made a part of this specification to the same extent as if bound herein. Copies of the agreement, AIA Form A107, will be used as the construction contract between the Owner and the successful bidder(s) as described in these bidding documents. END OF SECTION SECTION GENERAL CONDITIONS 1. Standard AIA Forms: The General Conditions of the Contract for Construction, Doc. #A201, latest edition, is hereby made a part of this specification to the same extent as if bound herein. The modifications and general conditions herein included, shall be a part of the Contract and shall apply to all contractors and sub-contractors. Copies of the General Conditions may be examined or obtained and the Randolph County Housing Authority. 2. DETAIL DRAWING & SPECIFICATION CONFLICTS: Should a conflict occur in or between drawings and specifications, the order of precendence shall be as follows: a. General Conditions b. The detail specifications c. Large-scale drawings d. Small-scale drawings 3. MATERIALS: Article 3 of the AIA General Conditions is amended by the addition of the following paragraph: When reference is made in the specifications to trade names or to the names of manufacturers, such references are made solely to designate and identify quality of material or equipment, and not to restrict competitive bidding. In case Contractor wishes to use materials or equipment of trade names which differ from those mentioned in the specifications, prior written approval of the Program Manager of Owner must be obtained. The Program Manager or Owner will approve such material or equipment changes upon written request, if they are considered suitable and equal to those specified. Whenever approved, satisfactory, as directed, or similar phrases are used in these specifications, they shall be understood to mean that material or construction methods referred to shall be approved by, satisfactory to, or as directed by the Program Manager or Owner. 4. PROTECTION: Article 6 of the AIA Short Form General Conditions shall be amended by the addition of the following paragraph: The Contractor shall, at all times, provide protection against weather, rain, storms, frost, or heat so as to maintain all work, materials, apparatus, and fixtures free from injury or damage. At the end of the day s work, all new work likely to be damaged shall be covered. If low temperatures make it impossible to continue work, the Contractor shall cease work and shall notify the Owner. Any work damaged by failure to provide protection as above required shall be removed and replaced with new work at the Contractor s expense.
8 5. MANUFACTURER S DIRECTIONS All manufactured articles, material, and equipment shall be applied, installed, connected, erected, used, cleaned, and conditioned as directed by the manufacturers, unless herein specified to the contrary. 6. WORKMANSHIP Compliance with the drawings and specifications with regard to materials and methods of assembly will, not in itself, assure acceptance of the construction. Of equal importance is good workmanship, the lack of which will be sufficient cause to refuse acceptance of the construction. 7. WORK AND MATERIALS NOT COVERED IN SPECIFICATIONS Any item work necessary to the completion of construction under this contract which is not specifically covered in the drawings and specifications shall be performed in a manner deemed good practice of the trade involved. Materials and equipment not specifically covered by the drawings and specifications shall be of a standard equal to good practice commensurate with the class of dwelling being constructed END OF SECTION SECTION SUPPLEMENTARY CONDITIONS 1. BUILDING PERMITS Contractor shall secure and pay for building permits required, if any. 2. PREVAILING WAGES Prevailing wages and/or set labor wage rates will NOT be required under this contract. The Contractor is bound by Minimum Wage Laws. The Contractor will receive ninety percent (90%) of work and materials in place on each monthly pay request. The Contractor will be awarded a final payment of the total remaining contract amount after completion and certified inspection that all work is complete. 3. BONDS A bid guaranty, i.e. money order, certified check or bank draft, payable to the Randolph County Housing Authority in an amount equal to two percent (2%) of the bid shall be submitted with each bid. A non-certified personal checkor cash will NOT be accepted for a bid guaranty. The successful bidder will NOT be required to furnish performance or payment bonds, but may be required to provide satisfactory letters of reference. 4. LIABILITY The Contractor shall obtain public liability insurance for not less than $500,000 per occurrence for injury to persons and for damages to property to protect himself, and the Owner. The Contractor shall obtain $500,000 automobile and employee liability coverage
9 $500,000/$500,000. Proof of such insurance as well as evidence showing the Contractor s current participation in the West Virginia Worker s Compensation Fund and a copy of the Cotractor s West Virginia Contractor s License must be submitted to the Randolph County Housing Authority prior to commencement of construction. 10 WORK WRITE UP The Contractor shall use any measurements, drawings, reports (system evaluation by David Reed) and pictures provided, and visit the site to determine and understand the actual conditions of the work. Provide materials and labor to consolidate to one point of attachment for the power company s service laterals (either underground or overhead). Connect to a seven gang meter assembly with a main disconnecting switch rated at 800 amps, each meter having its own circuit breaker rated for 100 amps. The main grounding electrodes and grounding electrode conductors can be connected to this main service. Seven (7), four wire service cables can be run from the main service, through the basements or under the back porches to each panel location. Provide and install one new 200-amp service panel for each unit (7 total). These panels should have the grounding wires and the grounded wire (neutral) separated. All panels should be installed in the basement except for unit 117 (upstairs), which will be installed in the entry hallway. Provide materials and labor to rewire each unit. This will include: Replace (broken, antiquated, non-compliant) existing overhead and wall-mounted lighting in the living room, dining room, kitchen, bedrooms, bathroom, foyer, front and back porches, stairwells, and hallway Replace existing receptacles in the kitchen, bathroom and basement with GFCIs Replace/add receptacles and switches as required throughout each unit each bedroom should have at least 2 receptacles Hard-wired smoke detectors per code Obtain a building permit for each separate unit Circuits for washer, dryer, electric range, furnace, refrigerator Disconnect and/or otherwise make inoperable the old knob and tube wiring. Remove and dispose of old fixtures, boxes, wiring, switches, etc. Coordinate with the property manager, power company and inspectors
