2 Brief Description of the output As part of WP5 research and innovation one scenario workshop and two research workshops will be conducted in order to create new and innovative ideas for the Scandria corridor. The overall aims for the workshops are to create common goals as well as increased collaboration between institutions and companies within logistic and transport planning. In the workshop we invite actors to meet in an open and constructive atmosphere developing suggestions for future activities and initiatives while simultaneously creating new networks and working relations. The first workshop is a scenario workshop that will also be used to define which partners and colleges we need to collaborate with in order to realize the scenarios we work with. Thus the scenario workshop has a double aim where it both produces scenarios and creates networks at the same time. This report represents the procedure and outcomes of the first workshop that took place from the 9 th 10 th of September 2010 in Holbæk, Denmark with the theme: Transport planning in Scandria how, why and concrete projects? 6 1.3 Background The future creating workshop, history and background: Invented by the Austrian future scientists Robert Jungk and Nobert Müllert in the 1970'ties To investigate: What could our world look like? How would we like it to be? The final goal is to have a system of block trains through the whole corridor, and have an effective system to connect from north to s. Would like to obtain an conceptual work frame for making the management of the international freight flow work. Would like to include the construction of the Fermen belt link to promote the green corridor. Methods: marketing directed at the transport buyers, tools for securing the technology support this development Version 1, » 14 16
15 Workshop protocol Public Suggestion is that the operation is private run, but with a organization where the public sector also is involved to secure equal access. Technical element: Rules for the minimal speed of freight trains, to use the fast connection through the corridor. Also the bottlenecks in Germany have to be solved, maybe by using alternative routes then the popular Hamburg connection (optimizing the management and planning of routes). Also looking at the Scandinavian rail project to established pilot projects. Suggested actors: Rail operators, smaller and innovation companies in this field, people that know about terminal operations, trucking companies ect. 16 Workshop protocol Public The group will have a structure where the top level is experts. Another level will involve a task force that should be involved in actual panning process. Using the different existing system of informal meetings in the EU, as a way to invovle more people. The project the have desided to focus on is an Copenhagen, Göteborg and Oslo, which is a project that has been in the pipeline for many years, but never have happen. The ideer is to strengten the flow between Norway, throug Swenden to Denmark (and by then futeron to Germany). I 2016 the group should be formalization with a structure see timeline for the different steeps on the work. The group should work en a bottom-up process that evolves over timer Suggested actors in the task force: Technical, research agency, administrative level, international structures, government. Comments: How will the exciting bureaucracy react on this new structure? The idea is to immersing the process through the informal meeting of the ministers in the EU. Another idea is to used a similar network like the one the environment ministers have used in the 80ties and 90ties, where there was an exchange of bureaucrats between the Nordic countries.
