1 Head of Compliance, Audit and Assurance Job Description and Person Specification Finance & ICT (Business Assurance) Directorate What you do in this job Purpose of Post: Manages the compliance and assurance function and processes across Advance, providing advice, support and direction to ensure that operational delivery teams are providing services to our customers which are of a high quality and compliant with the requirements imposed by commissioners and regulators. The postholder will also be responsible for ensuring that Advance complies with legal and regulatory requirements and best practice in the following areas: Company Secretary; Governance; Risk management and Business Continuity; Business Assurance; Performance Management; Regulation; and Data Protection. The postholder will be responsible for developing, managing and delivering a robust governance, risk and business assurance framework across Advance as a whole, as relevant to each business segment. The postholder will work with business segment leadership teams to build a strong risk and business assurance culture. Main Areas of Responsibility The postholder will be responsible for: Governance: Supporting the Company Secretary in ensuring that Advance complies with its statutory obligations under any relevant laws and regulations and follows best practice in governance. Regulatory matters, including assurance reporting on HCA standards, overseeing Value for Money, assurance over CQC inspection plans, employment audits. Audit & Assurance Developing and maintaining an appropriate Assurance Framework. Assisting the Director of Resources in scoping, planning and resourcing internal audit and business assurance reviews, contributing to the proposals for internal audit and identifying areas of underassurance and liaising with external bodies as appropriate. Co-ordinating the Internal Audit programme, ensuring the visits are well managed and recommendations are implemented in a timely manner. Ensuring oversight and assurance over balanced scorecard reporting, including performance management challenge.

2 Annual Reporting Reviewing the adequacy of the systems of internal control, and to support the Director of Resources in preparing the annual report on effectiveness of internal controls across the group. Ensuring that annual reporting required by regulators, including the HCA, CQC and DWP, is undertaken by the operational team; and to quality assure such reporting. Performance Management Assisting the Director of Resources in monitoring performance across Advance, by: Identifying and investigating discrepancies in performance reporting between directorates. Identifying and investigating unexpected or exceptional changes in reported performance across the business. Undertaking reviews of the way that performance management data is collated and reported across the business. Risk Management Assisting in the facilitation of the risk management review process across Advance, working with senior managers, GMT and the Board to support the monitoring, managing and mitigating of risks faced by Advance. Championing good governance and risk management across Advance, making sure that we do all we can to minimise and ameliorate risk. Other Ensuring the adequacy of Business Continuity Plans, including regular testing. Ensuring ISO and other accreditation schemes are renewed/ maintained and that new accreditations are sought as appropriate. Assisting the Director of Resources in scoping, resourcing and undertaking due diligence work relating to additions to the Group. Miscellaneous This outline is not intended to be exhaustive. Duties will be varied and are subject to the changing needs of the business, but in keeping with the general profile of the post. The postholder will be based at Head Office in Witney, with regular travel to other offices and sites.

Statistical or Management Information based qualification. Educated to degree level or equivalent. CCAB Qualified with significant PQE experience. What you need to be able to do Substantial experience of undertaking statistical analysis and producing reports based on this analysis. Extensive management experience at a senior level, including relevant industry experience and proven capabilities across all areas of the job description. Strong understanding of risk and control frameworks, including business assurance requirements. Strong knowledge of the regulatory environment and proven track record with regulators. Experience of planning and undertaking internal audit reviews. Previous experience of managing complex projects with multiple stakeholders. or or

4 Previous experience of working in a busy and diverse organisation. Experience of MS Office packages. Experience of analysing and manipulating data and reconciling accounting information. Experience of undertaking investigations and due diligence reviews. Experience of using SUN accounts. Experience of working in a Housing Association/Support Organisation/Welfare to Work Contractor. Communication Skills clear written and verbal. Self-motivated, logical and analytical approach. Initiative ability to work on own as well as part of a team. Proven Management skills. Interpersonal Skills ability to deal with and assist people in understanding issues across all levels of the business. Manages Change able to lead by example and drive improvements across the business. Shows integrity and discretion at all times. Points to note Pay range is Grade B from point 48 to point 52 plus 5 Market Premiums You need to have a Disclosure Barring Service (DBS) check. Your manager will be Director of Resources and Deputy Chief Executive. You will be responsible for Business Assurance Manager and Assurance Administrator. Your work base/region will be Witney with regular travel to other Advance offices and operational sites.
