Accepting Applications for the Position of: Public Works Water/Wastewater Operator SALARY: $43,680 to $56,160 OPENING DATE: 7/3/2014 CLOSING DATE: 7/20/2014 Summary This is a skilled non-exempt position that performs or assists in a wide variety of municipal sewer, water, and drainage system installation, maintenance and repair functions associated with the operation of the municipal water and sanitary sewer wastewater systems, including intake, filtration, treatment, pumping water, reservoirs, well towers, booster stations, generator operations, and lift stations along with, routine building and grounds maintenance and minor repair and maintenance of equipment. Essential Duties & Responsibilities Perform numerous manual tasks and perform minor to moderate preventive maintenance and repair of municipal water and wastewater infrastructure and equipment, including: Water operations include conducting various preventative maintenance activities on municipal water system. Responds to emergency calls and inspects system for

2 leaks. Flushes city water mains. Locates curb stop shut-off valves and exercises valves. Maintains appropriate records relating to each program. Assists in maintenance and operation of wells, well houses, reservoirs, towers system. Conducts lab testing, monitoring, and checking charts and meters for analysis and interpretation for chemical feed adjustments. Collects water samples; tests for fluoride, chlorine, ph, hardness, etc. May also coordinate advanced chemical laboratory tests. Maintain proper documentation and records of activity as required. Monitor, replace, and order chemicals and additives as needed. Completes or assists in water distribution system repair and replacement. Installs service taps and connections. Repairs or replaces water main as appropriate. Services or replaces hydrant parts to ensure reliable operation. Inspects and services standard water meters for accuracy and replaces worn parts or defective meters. Wastewater operations include the preventative maintenance and repair of wastewater sanitary sewer system and lift station equipment including pumps, routine inspections, cleaning and troubleshooting, monitoring, checking charts and meters, interpreting readings and collecting samples. Operates or assists in the operation of sewer cleaning equipment, such as sewer jet, vactor, or other related equipment. Completes or assists in sanitary sewer repair and replacement. Repairs lift stations as authorized. Cleans and repairs manholes. Taps sewer connections. Replaces defective sewer lines. Locate and inspect sewer lines and reports problems. Conduct various tests as needed to interpret and monitor for process and adjustment of chemical feed equipment; installation and removal of chlorine and sulfur dioxide tanks; and handling and mixing chemical ingredients and solutions. Assists in the various phases of the inflow/infiltration study. Responds to customer service requests and system malfunction alarms. Responds to customer questions, both sewer and water. Investigates nature and source of problem. Attempts to identify corrective means needed. Determines appropriate party to make corrections, if necessary. Prepares and submit necessary records to supervisor. Performs storm sewer/storm water drainage way maintenance, repair and installations. Inspects culverts, catch basins and ditches to ascertain the necessity of maintenance or repair. Rebuilds catch basins, manholes in various degrees as necessary. Removes and replaces concrete curb and gutter. Identify, analyze and correct drainage deficiencies. Maintains appropriate records relating to each program. Assists in completion of reports for local, state and federal compliance. Performs general maintenance of facilities including, but not limited to, cleaning, painting, and various custodial duties. Additional Responsibilities Respond to emergency call-outs in a timely manner. May lead others in work as assigned. Perform other duties and assumes other responsibilities as apparent or as delegated.

3 Knowledge, Skills & Abilities General knowledge of materials, methods, and techniques used to successfully repair and maintain sanitary sewer collection system, a water supply and distribution system, storm sewer system, and other public infrastructure. General knowledge of general equipment maintenance and repair techniques. General knowledge of the practices, procedures, equipment, and materials used in Public Works maintenance and construction work. General knowledge of safe operation, maintenance, servicing, and repair of various vehicles, and the ability to operate equipment in a skillful manner. General knowledge in welding and cutting equipment in a safe manner. General knowledge of electricity, pumps, motors and generators. Experience operating heavy equipment in maintenance or construction work, including installation of underground sewer, water, and/or storm sewer utilities, or applicable related experience. Ability to read infrastructure maps and engineering record drawings for the purpose of locating and marking underground utility mains and laterals. Ability to respond willingly to varied work assignments and flexible working hours. Ability to understand and follow oral and written instructions. Ability and willingness to learn new job skills and work tasks as assigned. Ability to communicate effectively and tactfully with the public and City staff. Ability to establish and maintain effective relationships with others. Ability to perform strenuous work for extended periods of time in all temperature extremes. Possess basic computer skills, including good knowledge of and experience using: Standard Office Spreadsheet and Writing Software and Microsoft Outlook Web Browsing Basic Computer Based Mapping (i.e. Google Maps, Bing) Adobe PDF Viewer Basic Computer Operating System Understanding Criteria to Qualify for this position: High school diploma or G.E.D. Must be eighteen (18) years of age or older. A valid Minnesota Class C Water Operator and Class C Wastewater Operator License or a four year degree in chemistry, environmental engineering, or biological sciences. Possession of a valid Minnesota Class D driver s license or better; and must obtain a valid Minnesota Class B CDL driver s license with tanker and air brake endorsements within six months. Ability to be mobile in a variety of work environments, including but not limited to, climbing steps, ramps and ladders, and entry of confined spaces; possess sufficient physical strength and agility to perform regular lifting and moving of materials and equipment; reach overhead and bend down to operate valves, levers and hand wheels; ability to shovel material and operate high pressure hoses; including passing a physical examination Able to respond to afterhours emergency; physically on site within 30 minutes

4 Desired Qualifications: Three years experience or equivalent education and experience in general mechanical maintenance in equipment and facilities in the water and/or wastewater fields. Familiarity with preventative maintenance and infrastructure asset management programs. Computer experience with Windows and Microsoft Office programs. Experience in land application programs.
