8 Cooperation with Russia Upon till now we welcomed 85 Russian port professionals in various APEC seminars of which 70 since 1998 Russia has a skeleton agreement with the Flemish Government Memorandum of Understanding (MoU) between Euro-Asian Transport Union (EATU) & APEC signed on 23 February 2004 in Antwerp. EATU is the advising institute of the Russian Ministry of Transport. APEC executed two tailor made seminars within the frame work of the ILO project for Safety & health and the improvement of working conditions in the port First seminar in 2005 was focussed on the port of St Peterburg Second seminar in 2006 was extended to the other Russian ports 15 More information:
