15 Major critical factors for EnMS implementation Metering System, Data Issues the existing metering system was insufficient and sometimes of low quality technical difficulties on the reliability and reproducibility of the metering chain the energy reduction planning is difficult to plan problems with setting up the energy review Purchasing Requirements the EnMS requires the implementation of purchasing-procurement rules, driven by energy performance there are organizational difficulties in implementing purchasing requirements into a large international organization Organizational Issues the EnMS requires Management time and focus there are line communication issues the strong need of recording is an obstacle (Source: Antonio Panvini CTI, ISO state of implementation in Europe, benefits of implementation and best practices, Workshop Energy Audits and Energy Management Systems under Energy Efficiency Directive Article 8 Madrid March 2014)
