2 International Affairs Main Duty description of the department of International Affairs. 1) Improve and strengthen international cooperation in judicial and police matters with international organizations and friendly countries e.g. Interpol. 2) Advises, informs, and assists the ministry and the Permanent- Secretary on strategies and foreign policy matters. 3) Coordinates all aspects of Department international affairs including developing, coordinating international policy and interacting with foreign officials. 4) Focal Point: CARICOM, CELAC, Anti-Corruption (OAS), UNASUR, OIC

3 Main goal of the Focal Point: MINISTERIE VAN International Affairs 1. Create policies to prevent or combat acts of corruption. 2. Provide training: Permanent-Secretary, heads of department and other officials to improve their quality of work. Focal point: mrs. Sieglien Aviankoi BLL

4 International Affairs Function of the focal Point: 1. Making plans for the prevention of corruption within the Ministry. 2. The integration of these plans in the implementation of the policy. 3. The report written by mrs. Alladin is being studied and the recommendations will be implemented. 4. The OAS Convention on the fight against corruption will be implemented. The President of Suriname has sent the concept anti-corruption law to the parliament. 5. Providing training materials, manuals and handbooks on prevention and detection. 6. Collaborating with other steering committees on anti-corruption.

5 Organizational Chart of the Ministry of Justice and Police (SB 2008 No. 137) IB department reports directly to the minister IB department provide advice to the minister and the Permanent- Secretary During the formation of FISO the formal job descriptions of employees has occurred. A certain amount is budgeted for tackling corruption. The IB department employs 04 staff employees. Due to the structure of the organization and the number of staff working in the department, it is impossible to appoint a permanent Director.

6 Filling of high-level officials position 1) The procedure for the appointment of the Minister of Justice and Police is a matter for the Office of the President. 2) A call for candidates will be placed in the newspapers. Interviews are then conducted with the candidates. After that, the selection takes place. The final decision is taken by the Minister. 3) The arrangements for the recruitment of staff takes place by means of the Personnel Act. 4) FISO: a matter of the Ministry of Internal Affairs. The functions are described and valued on the basis of the FISO System. 5) The ministry have 4917 employees. 6) The Education and Training Department determine whether there is a need to train personnel. 7) The Ministry has begun an Human Resource Management (HRM) system. 8) Software programs are purchased to facilitate both the financial and the administrative work so digitization is already taking place. The attendance list is automated. Through fingerprint can be determined whether or not the personnel is present or has left the ministry.

7 Internal control mechanisms 1) Internal control occurs frequently. The tenders are sometimes attended by the UNDP (transparency). 2) When IC department found a possible incident, then this will be investigated. 3) The findings of the investigation will be included in a report. This report will be forwarded to the Permanent-Secretary. The permanent-secretary will make the following decision: enabling the CLAD or Fraud Police.

8 Actions undertaken by the MJP to prevent corruption 1) The MJP works with a NGO together on awareness campaigns. 2) Training has been given to high level officials of the ministry. 3) Draft legislation on anti-corruption is for approving by the parliament.
