Job Purpose: The postholder will play a key part towards the Clinical Commissioning Group (CCG) continuing to meet its commitment to and legal duties around transparency, communication, engagement, consultation and involvement through providing a high quality comprehensive communications function using a content driven approach across multiple and integrated communication channels. By providing both a proactive and reactive media management function, the postholder will be pivotal towards ensuring that the CCG maintains a positive reputation with its member practices, staff, public, clinicians, NHS England, partner organisations, local councillors, MPs, media/press and all other relevant audiences. 2. Duties and Responsibilities of the post: 4.1 General Provide appropriate support and cover for the and Public Engagement Manager in the strategic communications element of their work. Provide strategic advice and guidance to CCG staff, member practices and Governing Body members on media handling and best practice around communicating often complex and/or sensitive information Lead on the on-going development, delivery of the CCG s communication strategies, protocols and action plans, and the successful achievements of agreed objectives, generating regular reports to the and to the Governing Body Support and advise the CCG Executive Team, Senior Management and Governing Body accordingly to ensure that the CCG meet it statutory and legal responsibilities around communication, engagement and consultation, and maintains a positive reputation Media monitoring and horizon scanning - maintaining an awareness of national, regional and local issues anticipating and advising on local impact and leading on strategic communications (proactive, reactive, crisis management) Maintain good relationships with all CCG s stakeholders Act as a liaison point with communication leads from provider and commissioner organisations Intelligence gathering, coordination and briefing preparation for general briefings MPs, parliamentary questions, councillor questions, scrutiny, member practice queries Represent the CCG as and when required at meetings with external agencies and individuals, presenting key information Deputise for the in his/her absence at meetings and public events Keep the aware of relevant information on an on-going basis to ensure clarity of communication Authorise purchasing of materials, sign off of relevant invoices

3 Ensure all necessary information is effectively recorded on computer databases and that maximum use is made of this resource when planning new initiatives, in order to ensure all information is accessible to the and other staff 4.2 Internal (Staff and CCG member) Communications Ensure the timely production of informative regular staff briefing materials, bulletins and newsletters. Ensure the on-going delivery of CCG Staff briefings and drop-in sessions where appropriate Ensure the timely production of informative regular briefing materials, bulletins and newsletters to member practices. Advise on, and lead on implementation of specific internal communications plans across the three CCG directorates in support of projects and issues affecting staff and member practices (e.g. at times of change, staff surveys). Support the in the design, delivery and analysis of internal staff surveys Ensure the optimum use of electronic and physical communications mechanisms to support effective two-way internal communications. Engage with and motivate staff across the CCG to proactively capture and promote key work successes and good news Contribute, where required, to the CCG s emergency planning activity so as to ensure effective crisis and out of hours communications. Creating, reviewing and revising internal good communication documents such as plain English. Take editorial responsibility for accurate and helpful information/content on the CCG website and CCG intranet, acting as web editor for the CCG. 4.3 External Communications By being the lead contact/first point of contact, ensure that appropriate and timely responses are provided to general and complex queries from the news media and all types of parliamentary questions by liaising with CCG staff and Governing Body members. Develop and deliver a pro-active programme of targeted media activity, ensuring relevant news media are kept appropriately informed about the work of the CCG, through the issuing of briefings, press releases (pro-active / reactive), social media postings and website/intranet updates Build and maintain good relationships with key journalists and press officers, ensuring that the CCG maintains an up-to-date database of journalists and media outlets. Advise on the use of a range of communications tools appropriate for specific audiences and messages, including advertising, PR, leaflets and posters, website, social media, etc., to support a wide range of communications tasks. Develop and lead the delivery of communications action plans for specific CCG projects, initiatives and marketing campaigns as required, and support their implementation Support the and Public Engagement manager in the design, delivery and analysis of external (GP Practices and Public) surveys Contribute to appropriate implementation of national and regional NHS campaigns on a local level in Eastern Cheshire.

4 In conjunction with the Public Engagement Manager, co-ordinate the efficient production of effective and high quality printed information for patients and the public, through liaison with CCG managers and member practices. Support the Public Engagement Manager in the delivery of staff and public engagement events Take editorial responsibility for accurate and helpful information about the CCG on its own website, and on national NHS / health website, acting as web editor for the CCG. content manage and ongoing delivery and monitoring of the CCG social media channels, generating inbound traffic and encouraging engagement and support This list of duties is not intended to be exhaustive, but indicates the main areas of work and may be subject to change after consultation with the postholder to meet the changing needs of the Clinical Commissioning Group 5. Generic Clauses For All Job Descriptions To ensure own actions contribute to the maintenance of a quality service provision. To be responsible for the self-development of skills and competencies through participation in training and development activities and to maintain up to date technical and professional knowledge relevant to the post. To participate in the CCG s Performance and Development Review and to undertake any identified training and development related to the post. To undertake statutory and mandatory training as deemed appropriate by the CCG To develop and maintain effective working relationships with colleagues. To adhere to all CCG policies and procedures. 6. Confidentiality All CCG staff and contractors working for the CCG have both a common law duty and a statutory duty of confidentiality to protect patient (and indeed any personally identifiable) information and only use it for the purposes for which it was intended. The disclosure and use of confidential patient information needs to be both lawful and ethical. 7. Information Governance CCG staff must keep up-to-date with the requirements of information governance and must follow CCG policies and procedures to ensure that CCG information is dealt with legally, securely, efficiently and effectively. Staff must appropriately manage the records they create or hold during the course of their employment with the CCG, making the records available for sharing in and confidentiality policies, procedures and guidelines (e.g. Freedom of Information Act 2000, Caldecott guidelines).

5 8. Health & Safety All staff have a duty to ensure the health and safety of themselves and others whilst at work. Safe working practices and health and safety precautions are a legal requirement. ALL accidents must be reported to your manager and in line with the general philosophy of the CCG; you must participate in accident prevention by reporting hazards and following relevant policies and procedures including Moving and Handling guidelines. 9. Risk Management You are required to contribute to the control of risk and use the incident reporting system to alert the CCG of incidents or near misses that may compromise the quality of services. 10.
