2 Executive Committee From the start of the Second World War, some 20 million standard food parcels had been sent, under the auspices of the Joint War Organisation of the British Red Cross Society and the Order of St John, to the British and Dominion prisoners of war. The parcels were carefully chosen to give the best dietetic value and to supply elements that were lacking from prison camp diets. The parcels, usually sent at the rate of one per man per week, weighed approximately eleven pounds and contained, according to availability, some or all of the following items:- > > ¼ lb. packet of tea > > tin of sardines or herrings > > tin of cocoa powder > > tin of preserve > > bar of milk or plain chocolate > > tin of margarine > > tinned pudding > > tin of sugar > > tin of meat roll > > tin of vegetables > > tin of processed cheese > > tin of biscuits > > tin of condensed milk > > bar of soap > > tin of dried eggs > > *tin of fifty cigarettes or tobacco (sent separately) To help prisoners make best use of the contents of the parcels, the Ministry of Food, in association with the Joint War Organisation compiled a camp cookery book. The Metal Box Company, responsible for many of the containers, prepared a booklet, describing the kitchen utensils and other articles that could be made from the empty tins. Seventeen centres located around the country and staffed by volunteers, packed up to 163,000 parcels each week. The Joint War Organisation had eight ships under permanent charter, with others standing by, to transport the parcels on the first stages of their journey to the prison camps. The majority of these ships operated a shuttle service between Lisbon in neutral Portugal and Marseilles in the south of France. At Marseilles the parcels were transferred to railway vans under the supervision of the International Red Cross Committee. Through the French and Swiss postal services, the parcels finally reached Geneva, where the International Red Cross arranged for their distribution to prison camps in Germany and elsewhere. In addition to the standard food parcels, the Joint War Organisation also sent invalid food parcels, medical supplies, educational books and games and recreations. Prisoners were also permitted to receive quarterly, a next-of-kin parcel each quarter. The parcels contained clothing 2 of 6

3 items such as, slippers, shirts and handkerchiefs and practical items such as shoe polish, boot laces, razor blades, toothbrushes and needle and thread. The items were sent to the Joint War Organisation s Next-of-Kin Parcels packing centre and subsequently despatched to the various prisoner of war camps, arriving several months later. Seven types of food parcels were produced during the war. *Tobacco and cigarettes were at first included in food parcels. From August 1940 they were packed in separate parcels and sent to Geneva for the International Red Cross Committee to distribute to the camps. Types of parcel contents The contents of the parcels varied during the war. The seven different types included a parcel for Indian prisoners of war, which in addition to other food items, included a tin of Atta, curry powder, dhal and a packet of rice. These parcels bore a distinguishing mark to enable the International Red Cross Committee to identify them. The packing took place in a separate packing centre at India House by the Indian Comforts Fund. At one period parcels were sent a week and by the end of the service nearly parcels had been sent for Indian prisoners of war. Invalid Food Parcels The invalid comforts section of the prisoners of war department was established in October 1939 under the direction of Mrs Bromley Davenport. She had been in charge of a similar service during the First World War. The section worked on the assumption that sick or wounded prisoners would receive a standard food parcel and would need to substitute some of the items with invalid items. From June 1943 these parcels became known as invalid diet supplement parcels. Contents of the parcels Dried Milk 1 tin 8 oz. Sugar 2 pkts 8 oz. Horlicks 1 tin 8 oz. Lemon Curd 1 tin 8 oz. Rolled Oats 1 tin 5 oz. Cheese 1 tin 3 ¼ oz. Nestles Milk 1 tin 14 oz. Yeatex 1 tin 2 oz. Ovaltine 1 tin 4 oz. Dried Eggs 2 tin 3 oz. 3 of 6

Between August 1943 and April 1945, 997,078 Invalid Diet Supplement Parcels were distributed. Christmas food parcels Special Christmas parcels were packed from 1940 to The cost varied, but the 10 shilling limit was not adhered to. They were despatched each August. The Christmas 1944 parcel contained: > > 8oz tin baked beans > > 8oz tin butter > > 4oz packet chocolate > > 2oz packet custard powder > > 8oz tin honey > > 14oz tin condensed milk > > 6.5oz packet pancake batter > > 3.5oz tin sardines > > 12oz tin spam > > 16oz tin stewed steak > > 4oz bar sugar > > 2oz packet tea > > 16oz tin Christmas cake > > 16oz tin Christmas pudding > > 16oz tin pork and stuffing In addition 100 cigarettes packed separately. Each Christmas a greetings card was included in the parcels for German camps. The Italian Government refused to allow the card in parcels for Italian camps, although it was prepared to agree to cards being distributed, printed in Italy at the expense of the War Organisation, a proposal which was not accepted as it would have provided the enemy with funds. Packing centres The first packing centre was opened by the Prisoners of War Department at St James s 4 of 6

5 Palace on 11 November From there were twenty packing centres staffed by voluntary and paid labour. Premises for packing centres were whatever could be obtained by the War Organisation but the accommodation was not always ideally suitable. The normal uses of the premises were as a mill, factory, drill hall, church hall, town hall, department store and a private house.
