3 Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it provides teaching and learning on a day to day basis. Page 1

4 Description of the School Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include demographic information about the students, staff, and community at large. What unique features and challenges are associated with the community/communities the school serves? John Stockton Elementary School is a DCPS Magnet and Choice school located on 4827 Carlisle Road. Stockton is nestled within the Ortega Forest neighborhood on the west side of Jacksonville, Florida near Jacksonville Naval Air Station, (NAS JAX). Stockton consistently remains at capacity and services about 533 kindergarten through fifth grade students who may live within the Ortega Forest neighborhood, apply through our academic Math, Science and Technology Magnet, or other School Choice options. Magnet placement is determined on a Lottery system. Stockton graduates have options of feeding into aligned continuity within the district Geographic and Magnet Program Continuity options. Our demographics are a mix of Asian (4%), Black (18%), Hispanic (8%), Indian (1%), Mixed (3%) and White (66%). Our free and reduced lunch program services 24% of these students. John Stockton is historically a high performing school as determined by its "A School Grade Designation" from the FL Department of Education. Faculty provide quality hands-on, standards-based learning experiences with emphasis on math, science and technology-based activities. We have a highly qualified staff of 29 classroom teachers: five kindergarten, five first grade, five second grade, five third grade, four fourth grade and five fifth grade teachers. Stockton also provides a full range of Gifted services for about 102 students from both inhouse and feeder schools. Accelerated options are available to students through multiple pathways, such as Virtual Options. Furthermore, one Varying Exceptionality teacher services ESE students through the inclusion model while providing support to the general education RtI initiative. ESOL services are provided through the inclusion model to about eight students by the general education teacher. As we seek to service the whole child, Stockton provides full time media, art, music and physical education programs, as well as, a comprehensive guidance program. Students engage in weekly lessons and enrichment opportunities aligned to special area curriculum. Furthermore, students may attend our before and after school Extended Day Services, which enrich core instruction between 8:30-3:00, as well as, our Summer Camp Enrichment. Stockton is a school steeped in tradition. For example, Stockton begins each Monday as a learning community in the court yard. Parents, faculty, and community members celebrate successes, establish expectations for weekly learning and reinforce the cultural values of all stakeholders. However, as the learning community strives for continuous improvement, school climate, norms and way of work are being redefined. During and , four of Stockton's 29 teachers will have retired. Additional retirements are expected at the end of the 2014 school year. These teachers contribute to the strong culture and traditions of the school and provide opportunities for new faculty to join the professional learning community. Combined with a new principal in 2012, Superintendent, and district reorganization in Stockton has experienced district wide changes within curriculum, instructional practices and assessment. Teachers are delving into Common Core State Standards and building deeper knowledge of standards, Gradual Release, differentiated practices and technologies. As new staff are hired and new practices established, Stockton's commitment to continuous improvement and high expectations for individual success remain a focus as guided through our Vision and Mission. Stockton is greatly known for community and stakeholder involvement as evidenced through its designation as a 5 STAR school. Parents have opportunities for involvement through our award winning Parent Teachers Association, (PTA), Friends of Stockton (FOS) which fosters male involvement, and/or our School Advisory Council (SAC) and informal volunteer efforts. Over the past three years, volunteerism trends have changed. Volunteers commonly average 4,500 hours of documented participation yearly. However, the number of volunteers completing these hours has reduced over time. Stockton is also a joint usage facility with Jacksonville City and provide an open campus Page 2

5 after hours for local residents to enjoy facilities. Families enjoy our play ground, field and tennis courts after hours. Furthermore, joint initiatives between stakeholders, (most notably the Riverside Rotary and Westside Rotary Clubs of Jacksonville and DCPS exist as a result of stakeholder commitment. Most notably, a "master plan" has been developed and is currently in phases of implementation which will include a track, as well as, other grounds and facility improvements. This unique opportunity creates a win-win for Stockton, as well as, the community at large. Another highlight is our GreenScape Project, a joint landscaping project between JCA, businesses and DCPS which has beautified the grounds while being environmentally friendly. Stockton is not a school without challenges. Our military population has fluctuating mobility and families are faced with deployments which may impact dependents' support structures at home, achievement, attendance, etc. In 2013 Stockton partnered with the Educational Liaison assigned to the Naval Station to provide a full range of support services to our military families through the Child and Youth Behavioral Military and Family Life Counselor program. A confidential military counselor services military dependents and families three days a week and participates in school wide happenings. Furthermore, Stockton does service students from families from low socio economic incomes and high mobility between schools. These families may receive full services through the guidance program and community resources provide referral options as needed. Stakeholders and community partners participate with faculty in problem solving efforts to address challenges and barriers. These collaborated efforts are one of the driving forces behind our school Vision and Mission. Page 3

Vision Statement Be a learning community where highly qualified staff, motivated students, devoted families, and committed business partners work together to create a positive school culture meeting the needs of the 21st century student. John Stockton Elementary is dedicated to the highest standards throughout all aspects of our professional learning community and achieve our mission by demonstrating a strong commitment to excellence, integrity, innovation, equity and collaboration. These values guide continuous improvement processes and expectations for all stakeholders resulting in individual student success and sustained student achievement. Stockton's Math, Science and Technology program embodies rigorous Common Core State Standards/Next Generation Sunshine State standards integration with program alignment that prepares students for success as lifelong learners. All classrooms are equipped with a minimum of five student lap tops and one interactive multimedia white board for daily usage. A computer lab is available for whole class instruction. This technology provides all students with opportunities for enhanced, rigorous lessons that are aligned and progress monitored for individuals. Furthermore, our full services of physical education, art, music, media, guidance and individualized differentiation establish expectations for the "whole child's" social, emotional, physical, cultural and academic development. Parent and community involvement is critical to Stockton's Vision and Mission. Families and community partnerships collaborate with faculty, participate in classroom and school wide events, as well as, being an integral part of the school improvement process. This relationship holds all members accountable for setting and achieving high standards for student achievement. Page 4

7 Notable Achievements and Areas of Improvement Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for improvement that the school is striving to achieve in the next three years. John Stockton Elementary has consistently been a 5 Star Award winning school. This award is the highest award for stakeholder involvement and contribution. However, trend data indicates a drop in parent participation over the past three years. Volunteer hours are extensive. However, fewer parents actively involved in school improvement initiatives and volunteerism. During the School Advisory Council and faculty committed to strategically increasing the number of volunteers and business partnerships. Creating opportunities for parents to engage their children and participate in school wide events are being explored to reach those parents not already connected in one of our stakeholder partnerships: Parent and Teacher Association (PTA), Friends of Stockton (FOS), and the School Advisory Council (SAC). Furthermore, John Stockton has been consistently designated an A School through the Florida Department of Education's accountability system. However, academic trend data shows a slow decline in school points earned over the past three years and achievement gaps between subgroups of students. School improvement planning incorporates focused, analyzed data and strategic planning for increased student achievement. The school's Leadership Team oversees collaboration with SAC, implementation, progress monitoring, and improvement initiatives. Over the next three years, Stockton seeks to achieve AMO and schoolwide student targets as we transition to implementing all Common Core State Standards and improving our Response to Intervention (RtI) services. As a Math, Science and Technology Magnet Stockton emphasizes preparing students with life long skills. In Stockton received an upgrade on 171 computers and a new server was installed. This provided each classroom with a minimum of 5 lap tops and/or desk tops and a lab with 35 lap tops. As we continue to provide excellence, Stockton seeks to enhance its wireless capacities for a Bring Your Own Devices (BYOD) Initiative. Currently, classrooms incorporate BYOD efforts on an individual basis. However, wireless capacity is not school wide and the current set up does not support fully support the needs for computer based testing and remains a barrier to core instructional practices. Within the past three years, Stockton lost funding for a full time computer and instructional technologies teacher. This model will provide flexibility for teachers to utilize technologies, as well as, organizing and implementing appropriate hands-on science labs and instruction. Facilities projects are underway which will enhance the grounds and learning community. A joint effort between DCPS, the city of Jacksonville, the Westside Rotary Club and Riverside Rotary Club will improve the drainage on grounds, relocate three portables and install a track. This collaborative effort is anticipated to break ground in May This component of the "Master Plan" has been ongoing for two years. The outcome will allow administration to create a small grade level community through the proximity of the portable placements. The drainage and track will provide opportunities for physical education during school, as well as, after hours activities and neighborhood enjoyment. Page 5
