1 As at 06 April 2006 MEETING OF INTERNATIONAL EXPERTS ON HUMAN RIGHTS IN ISLAM KUALA LUMPUR, MALAYSIA MAY 2006 ADMINISTRATIVE ARRANGEMENTS A. VENUE OF THE MEETING The venue of the Meeting of International Experts on Human Rights in Islam ( MIEHRI ) is at the Hilton Kuala Lumpur and Le Meridien Kuala Lumpur. Both hotels are adjacent to each other and located directly across the KL Sentral the main transport hub for the City of Kuala Lumpur. THE SECRETARIAT ROOM The Secretariat will be located at the Sentral Accord Room, Hilton Kuala Lumpur. The Secretariat Room will be operational from 0800 hrs on Saturday 13 May 2006 and until 1200 hrs on 21 May D. GUESTS OF THE GOVERNMENT OF MALAYSIA Guests status shall be accorded by the Government of Malaysia to individuals by special invitation. E. PERSONAL SECURITY OFFICERS Guests of the Government of Malaysia shall be provided with a Personal Security Officer (PSO) from the Royal Malaysia Police. Please be informed that firearms are not allowed to be carried into Malaysia. F. ACCOMMODATION For participants attending MIEHRI whose accommodation would not be borne by the Government of Malaysia, a package has been arranged for participants at the Hilton Hotel Kuala Lumpur and Le Meridien Hotel Kuala Lumpur at the following rates: Hilton Innovation Room (Single) RM nett per room/nite (approx. USD95.00) Le Meridien Deluxe Room (Single) RM nett per room/nite (approx. USD95.00) 2

3 For practical consideration, it is advisable to stay in the same hotel during the Meeting. All room reservations should be made to the Secretariat by filling out the details in Part B of the Registration Form. The Government of Malaysia will provide courtesy rooms for the Speakers (Chairpersons of Plenary Sessions, Speakers at the Plenary Sessions and Convenors of the Working Groups). The Government of Malaysia, however, will not pay for all charges for mini bar, alcoholic beverages, pay TV, telephone, and other personal costs. All other participants are responsible for the settlement of their hotel accounts and any other charges upon departure and are kindly requested to settle their accounts directly with the Hotel. G. MEDICAL FACILITIES The Secretariat has arranged with the Ministry of Health, Malaysia for basic medical facilities for all participants in case of emergency. The medical room is situated at Exchange Room A, Hilton Kuala Lumpur. H. AIRFARE All participants are kindly requested to make their own arrangement and settlement. I. MEALS A buffet breakfast at the hotel is provided for participants whom are Guests of the Government of Malaysia. For other participants, room rates quoted in paragraph F shall include breakfast. Lunch for all participants will be provided throughout the meeting dates (please refer to the Programme Book for date, time and venue of lunches). Unless otherwise stated, dinners will only be provided to all participants on Monday, 15 May 2006 and Thursday, 18 May J. ACCREDITATION PASS Accreditation Passes for all speakers and participants will be issued at the registration desk. 3

4 K. PROTOCOL, IMMIGRATION AND TRANSPORTATION a. Arrival and Departure At Kuala Lumpur International Airport - Secretariat personnel will be at the Kuala Lumpur International Airport to greet and assist the Ministers, Attorneys General and Solicitors General, the Speakers (Chairpersons of Plenary Sessions, Speakers at the Plenary Sessions and Convenors of the Working Groups), the Secretary General of AALCO and such other persons accorded with the status of the Guests of the Government of Malaysia and participants on their arrival and departure dates. - Immigration officers will also be on duty at the airport to assist on immigration matters. Please refer to paragraph N for further information on visa requirements. At KL Sentral - Secretariat personnel will be at the arrival hall of the KL Sentral to greet and assist the Ministers, Attorneys General and Solicitors General, the Speakers (Chairpersons of Plenary Sessions, Speakers at the Plenary Sessions and Convenors of the Working Groups), the Secretary General of AALCO and such other persons accorded with the status of the Guests of the Government of Malaysia and participants on their arrival and departure dates. At Hotel - Secretariat personnel will be at the Hilton Kuala Lumpur and Le Meridien Kuala Lumpur Hotel to greet and assist delegations to hotel and Meeting registration, including in receiving Accreditation Passes. b. Change in departure dates/times Participants are advised to fill in the Departure Change Form, available at the Secretariat, if there is any change in the information on their departure times and flights. c. Return bookings/confirmation Participants are responsible for their return air-travel bookings confirmation. Please contact the Hotel Reception counter or the Secretariat upon arrival. 4

Transportation airport-hotel-airport All participants whom are accorded with the status of the Guests of the Government of Malaysia will be provided with the appropriate means of transport at the airport for transportation to the hotel on their arrival dates and for transportation from the hotel to the airport on their departure dates. L. HELP DESK A help desk for all participants will be made available at the Secretariat Room from 08:00 hours to 18:00 hours daily from May M. MEETING ARRANGEMENTS Although there is no limitation on the size of each delegation, please be kindly advised to limit the number of participants to 5 persons per delegation. N. PASSPORT AND VISA To gain entry into Malaysia, foreign nationals need to have in their possession passports with at least six months of validity and appropriate visas. Visas are not required for participants from ASEAN Member Countries. Guests and participants from all other countries are requested to obtain the necessary advise from the Malaysian Embassies at their respective countries or the Ministry of Foreign Affairs of their respective countries for all information and applications relating to their travel visa to Malaysia. O. WORKING LANGUAGE The working language of the Meeting will be English and all documentation will be in English. Translation of the proceedings at the Meeting from the English language to Arabic and vice-versa would be provided. P. REGISTRATION Delegates may register with the Secretariat from 0900 hrs to 1800 hrs on Sunday 14 May 2006 and from 0800 hrs to 0900 hrs on Monday 15 May

6 Q. DRESS CODE Business attire for the meetings and the Official Dinner. R. MEDIA Interviews by or with the Guests and Speakers may be arranged upon request through the Secretariat. S. OFFICE FACILITIES Office facilities and telephone/facsimile services are available at the Business Center of Hilton Kuala Lumpur or Le Meridien Kuala Lumpur and participants are to be responsible for all costs incurred there. Services provided include computer rental with Internet access, facsimile, telex and photocopying services. T. GENERAL INFORMATION a. Water Tap water is potable. b. Climate Malaysia is located around the equator with tropical climate all year-round. Light clothing is advised. c. Currency The currency used in Malaysia is Ringgit Malaysia (RM). The current exchange rate is RM 3.6 = USD 1. d. Transport A substantial number of limousines, sedans and minivans are available at the hotel for participants at their own expense. Arrangements should be made directly with the hotel. 6
