1 MERA Public Safety Radio System Description Marin Emergency Radio Authority has contracted with Motorola to construct a computer-controlled digital radio system to be used by member agencies in the law enforcement, fire management, emergency medical, road maintenance, transit, public works, local government, and other countybased entities in Marin County. The radio system will replace separate and disparate systems in use today, which are outdated and inefficient. The new system will unify public safety response, making it possible for members to more effectively and efficiently communicate with each other and within individual departments. The system is constructed to allow regional or wide area conversations between dispatch operators and mobile units operating throughout the county. Individual cities and wide ranging agencies share a common backbone for compartmentalized communication links and interdepartmental group communications. By sharing a common backbone and retaining autonomous operation within agencies, the system allows greater public safety unity while preserving local sovereignty. The radio system employs radio equipment at thirteen sites in the county and two in nearby Sonoma County. The map below depicts the arrangement. The sites are linked together to provide centralized management and control. The sites operate jointly to provide local and wide area communications and recording. Bodega Bay Sonoma Mt.
2 Radio coverage for the more densely populated Highway 101 corridor is provided by nine sites: Mt. Burdell and Big Rock Ridge provide radio service in the northern section centered around Novato Dollar Hill and San Pedro Ridge provide central service centered around San Rafael Mt. Tiburon, Mill Valley, and Forbes Hill provide radio coverage in the southern corridor Mt. Tamalpais and Civic Center provide additional fill-in range in the central region Outside the 101 corridor radio coverage is provided by: Mt. Tam, Mt. Barnabe, and Pt. Reyes Hill provide radio service in the central regions Bolinas Fire Station provides service to the Bolinas peninsula Mt. Sonoma provides coverage in the northern areas of the county Bodega Bay Hill provides service in the Dillon Beach and Tomales regions Dispatch operators are located at: Marin County Sheriff HQ in the historic Marin County Civic Center San Rafael Police HQ San Rafael Fire HQ Marin County Fire HQ San Anselmo Police HQ Fairfax Police HQ Novato Police HQ Twin Cities Police HQ Control and management facilities are located in the Marin County Radio Shop building. Fire stations in the county are linked on the common backbone to enhance response to emergency fire control. The system is constructed to provide high availability and reliability by linking radio facilities with loop protected and redundant equipment. Fallback procedures or failure recovery are inherent. No singlepoint-of-failure will disable the system from normal use. Law enforcement can utilize secure communications equipment to preclude unauthorized monitoring. Various outdated radio equipment will be removed, existing radio sites were used where possible, while some new or replaced construction is necessary to properly arrange the county radio unification plan. The public will experience a more united and cohesive approach from agencies now able to communicate more effectively and efficiently. Inter-agency response will be enhanced while individual entities will experience more efficient operations. The new radio system assists the cities and agencies in the county to provide modern operational character for the new millennium.
3 Digital Technology Analog transmissions fade and generate noise as the received signal gets weaker with distance or obstacles in the transmission path. Digital technology provides for more consistent audio quality, better building penetration and overall better coverage than found in a conventional analog system. Trunking Technology Trunking technology is not new to the radio communications field. Trunking greatly increases system capacity to approximately three times that available today. Simulcast Technology Simulcast technology allows radio signals from multiple transmission sites to be coordinated into a single, powerful radio signal. Simulcast technology maximizes signal penetration for inbuilding coverage while providing spectrum efficiency as required by the Federal Communications Commission. Digital Microwave All simulcast links of the system utilize the latest technology in digital microwave. Digital microwave assures noise free backbone transmission paths with the accuracy, stability and repeatability required for simulcast transmissions. MERA NETWORK The MERA voice radio communications network consists of a state of the art, Motorola Digital Smartzone, UHF T-Band trunked and simulcast communications network. The network supports Public Safety and Public Service voice communications on a countywide basis along with fire station alerting. The RF backbone is coupled together into a seamless network through the use of digital microwave and Smartzone technology. The backbone consists of a nine-channel simulcast network for the 101 corridor, a six-channel simulcast network for the West County, and three, five channel Intelli-repeater sites for the Southwest, Northwest and Northeast portions of the County. Fifteen sites will be developed in some fashion or another to make up the backbone of the network. The system will allow member agencies to operate anywhere in the County and most neighboring areas with much improved radio coverage. All agencies on the network will get the benefit of their own private channels or talkgroups along with the ability to access common channels during disasters and other major incidents.
