2 OUR LABORATORY IN 1970 s Image Processing Studies started in Hybrid (Analog+Digital) Laboratory of Electronics research Unit in The equipment was first a digital computer PDP 11/45 and the following peripherals in time. A 2.5 Gbyte capcaity disk unit (later a second one) 800/1600 bpi magtape unit A Teletype entry terminal, card reader Command/program/data entry consoles. Tektronix graphics terminal, Versatec elektrostatik plotter OUR FIRST SATELLITE IMAGES Four Landsat MSS satellite images were acquired for research purposes from an organization in U.S., depicting four different regions in Turkey. One of these images of 31/5/1975 is shown below in pseudo color form. Pixel size is 57x 79 m. Bands are at 0,5-0,6, 0,6-0,7, 0.7-0,8, micron intervals in visible and NIR. 2

4 UZALBEK PROJECT Wheat Crop Acreage Estimation by Remote Sensing ( ) UZALBEK Project was started in January 1982 by TUBITAK Marmara Research Institute and Ministry of Agriculture and Forestry to estimate wheat crop acreage in Central Anatolia using remotely sensed data. This Project was partially supported by United Nations Food and Agricultural Organization (FAO) in fund by TCP/TUR/2303T Grant agreement. UZALBEK Project ( ) The main objective of this Project was to research whether wheat crop acreage areas could be estimated by 85% accuracy. Therefore Polatlı, Altınova and Gözlü State Farms from the Central Anatolian Plateau were taken as training sites. Areas were calculated by classification according to the vegetation index using Landsat-3 images. However, the error rate was higher than that of LACIR, AGRISTAR and AGRESTE projects. This might be due to the fact that in Turkey wheat acreage areas are smaller than the pixel size of 57 x 79 m. and that the actual size of the study area is unknown. 4

6 TÜRBÜT Project ( ) Wheat crop acreage estimation was the objective of this project based on satellite images acquired at dates suitable for wheat growth calendar in 7 Provinces located in Southeastern Anatolia, Mediterranean, Eastern Anatolia and Thrace. In this study carried out by Ankara University Agriculture Faculty, Çukurova University Agriculture Faculty, İşlem Ltd. Company, Istanbul Technical University Photogrammetry and Geodesy Department and Space Sciences Group of TUBITAK MAM under coordination of UBITEK (Space Sciences and Technology Group) and financial sponsorship of Ministry of Agriculture and State Statics Institute, it was found out that wheat crop acreage determined by remote sensing is 20% lower than Ministry of Agriculture estimates. Later State Statistics Institute undertook a similar study operationally. 6

18 GIS STUDIES FOR YALOVA MUNICIPALITY ( ) The Municipalities of Komotini and Yalova participated in a European Community project, Marmara Earthquake Rehabilitation Program (MERP) which is geared towards disaster preparedness and management The two-years project, which started in November 2002, had the objective of strengthening human and institutional capacity for disaster risk management and mitigation and developing a public awareness strategy. The knowledge acquired was going to be used in a more sustainable management of the cities and municipalities. Through training seminars, printed informative material and public awareness campaigns approximately 10,000 citizens would be reached. Development of a GIS infrastructure was also foreseen in this project to speed up the urgent aid and rescue operations and TUBITAK-MAM EMSI assumed the responsibility for this task. METADATA STUDIES FOR FORESIGHT( ) The Earth and Marine Sciences Institute (EMSI) of TUBITAK participated in a two year EC project named FORESIGHT on modeling and monitoring geophysical hazards triggering each other such as earthquakes, landslides, tsunamis and volcanoes to determine a possible triggering and to disseminate information to end-users to help them make their final decisions. A part of this project was the harmonization of GIS data created in each partner country considered as a natural laboratory. A meta-data infrastructure was established according to the existing ISO19115:2003 metadata standards. The work accomplished by the Federal Geographic Data Committee (FGDC) of USA became the basis for this study. 18
