24 Case Study Liverpool Main Findings Local transport plan fulfills all criteria of a SUMP LTP and OP have aligned objectives Largely the same Merseytravel staff involved in LTP and transport-related OP projects on Merseyside Good co-operation between MA and staff from OP projects studied However this project staff raised concerns about bureaucracy of ERDF reporting requirements 24/01/2013 Integrated urban transport plans and cohesion policy 24

27 Case Study Rennes Main findings The Urban Mobility Plan (PDU) fulfils all the criteria of a SUMP The PDU and OP were developed at about the same time The OP proposal was considered in drawing up the SUMP The OP managing authority was not aware of the SUMP at that time, but the needs of Rennes Métropole were considered in the OP Objectives are aligned, but linkages are limited Communication is limited to financing of projects 24/01/2013 Integrated urban transport plans and cohesion policy 27

32 Case Study Tallinn Transport Project Reconstruction of Tramline No.4 to operate with the new tram fleet The need to upgrade the tram tracks has emerged because of the decision to purchase 15 new trams; The new rolling stock uses most up-to-date technology to improve energy efficiency New trams are financed by the sale of Estonia s unused CO 2 emission permits 24/01/2013 Integrated urban transport plans and cohesion policy 32

33 Case Study Tallinn Main Findings Both nation wide OPs and Tallinn s transport development strategy plan (2007) were developed at the same time Both urban plans were partly developed with monetary and technical support by the EU The strategy fulfills most SUMP criteria, but both OPs were not taken into account by neither of the plans No link between OP funding and content of the current plans, but new SUMP forthcoming 24/01/2013 Integrated urban transport plans and cohesion policy 33

36 Case Study Halle Main Findings New SUMP (VEP) currently under development, partly fulfills the criteria Plan did not influence the OP Saxony-Anhalt, which mainly focuses on adjusting the standard of road construction, nor did the OP the SUMP Project regarded as sustainable due to reducing emissions and noise by promoting public and bicycle transport Stakeholders seemed not to have established a routine to deal with OP funding procedures 24/01/2013 Integrated urban transport plans and cohesion policy 36

38 Conclusions (1) Selection of the 8 case studies shows different levels of cooperation and communication among the stakeholders Lessons: 1. Strategic issues should be laid down by the OP considering the wider regional aspects 2. Urban mobility project should be developed from the bottom up at the local level (participatory and integrative approach) 3. Communication between the managing and planning authorities of OP and SUMP needs to be ensured and facilitated 24/01/2013 Integrated urban transport plans and cohesion policy 38

39 Conclusions (2) Linkage between EU cohesion policy instruments (especially ERDF) and local/ regional urban mobility planning is present in most cases However, the support of sustainable urban mobility projects by the OP was not achieved everywhere ERDF administrative, reporting and audit requirements provide some useful assurance that EU co-funded projects are managed effectively, but sometimes requirements are seen as too bureaucratic Important is awareness on and experience with funding options provided by Structural and Cohesion Funds 24/01/2013 Integrated urban transport plans and cohesion policy 39

40 Policy Recommendations Regulation and Guidance To overcome lack of information by providing an interactive internet based guide of the different forms of cohesion policy support MA to translate the complex requirements into simple guidance for potential beneficiaries Improve regular provision of overview information Institutionalised way of communication (e.g. round tables) should be demanded Encourage EC to issue guidelines about elements and implementation of SUMPs 24/01/2013 Integrated urban transport plans and cohesion policy 40

41 Policy Recommendations - Governance Coordination between Managing Authorities of OPs and SUMP-authorities should be required, where urban projects will be part of the OP (e.g. with ongoing cohesion policy reform) Consequently EC should support to establish an institutional setting, comparable with the Joint Technical Secretariat of the ETC-programmes 24/01/2013 Integrated urban transport plans and cohesion policy 41

42 Policy Recommendations - Funding When deciding on funding of an urban transport project by an OP, a SUMP should be already in place OPs that include urban transport projects should ensure that also development of SUMPs can be co-funded by the OP Source: WS private 24/01/2013 Integrated urban transport plans and cohesion policy 42
