RECOMMENDATIONS Members are asked to note the content of this report. BACKGROUND The Olympics is the largest sporting event in the world and the impact on the resources and infrastructure of any host nation is immense. The London 2012 Olympics will be no different and the Olympics ethos is for each event to be bigger and better than the previous Olympic Games. To give an indication of the size and scale of the Games - within the delivery phase of the Olympics will be; the Notting Hill Carnival, the Queen s Diamond Jubilee celebrations, a 60-day festival celebrating the Olympics which will be the size and scale of Live8 every day; as well as sporting events taking place in 11 venues across London in addition to the Olympic Park in Stratford. There are also events happening in cities up and down the country. There will be ¼ million people per day entering the Olympic Park, two million extra people in London and a total of nine million tickets being sold. Within these sporting events will be the swift water canoeing event in Hertfordshire, directly on the Essex border and the mountain bike event at Hadleigh Farm in Essex.
2 Page 2 of 5 For the Olympics, there will be 202 competing nations, with 10,500 athletes, 6,000 coaches, 7,000 officials, 25,000 media and 20,000 other accredited people within the Olympic family. All of these people will be staying in and around London and Essex and moving between venues. This of course is in addition to the ticket holders and other visitors. Due to the high profile nature of the Olympics, there is a significantly increased security risk throughout this period. The London 2012 Olympics will be a unique challenge to Essex County and will provide an excellent opportunity to demonstrate the professionalism of Essex County Fire and Rescue Service to a significant number of external parties, whilst achieving the aim of making Essex a safer county. Project Structure ECFRS has appointed an Olympic Project Manager, this role will be in position for the duration of the Olympic Games and following completion of the Games, a closing and lessons learned report will be completed. The project manager reports directly to the Assistant Chief Fire Officer in his capacity as project sponsor. The project has created an Olympic Framework Document, which highlights all recognised Olympic specific risk and subsequent work. This document names the responsible lead officer for each area of work. All risk is then populated on to the Olympics Risk Register. This register will drive the mitigation of risk and subsequent Site Specific Risk Information Cards (SSRIs) and Standard Operating Procedures (SOPs). This process allows risk critical information to be accessed via the Mobile Data Terminals fitted on all fire appliances. All Olympic work will be undertaken by appointed lead officers, who form the project team, this is in addition to their existing workloads. Project Management The Olympics project is being managed following the Service's standard approach to project management MicroP2, which is a simplified form of the PRINCE2 methodology, providing a consistent, structured approach to managing projects. Full documentation is stored in the project database, accessible by the Olympics project team and reported in the Service Project Register. Olympic Planning The Olympic Delivery Authority requires that a Venue Operations Plan is produced for each Olympic and Paralympic venue. The plan outlines the operational planning in and around the area of the specific venue. The project has created a Venue Operational Plan for Hadleigh Farm and is currently in the process of constructing a joint Venue Operational Plan for the Olympic White Water Canoeing event, in partnership with Hertfordshire FRS. In addition to Hadleigh Farm Mountain Bike event and White Water Canoeing event in Hertfordshire, Essex will be exposed to a number of other risks that are listed below: Regulated and unregulated camp sites. Parallel events. Training camps and venues. Stansted Airport & Southend Airport. Tilbury Docks & Harwich Docks. Torch Relay. Olympic road network. Olympic Route Network (Network Rail). Park and Ride facilities.
3 Page 3 of 5 All the above mentioned streams of work have been identified, with responsible officers tasked to each area complete with an agreed set of references. In addition a working group has now been established to address all issues arising from the Hadleigh Farm Mountain Bike venue. The project is delivering the Olympic Risk Register to all the Commands. The Olympic Risk Register has been revised to include East and West areas following the Service Delivery Review. All work streams at this stage have been identified and responsible officers named. A substantially revised Olympics Business Case is currently being progressed through the Strategic Delivery Board process. Meetings The project has created a meeting s matrix. This provides a tool that ensures project members are attending the right meetings at the right frequency. In addition to this the Strategic Olympic Group, chaired by Deputy Chief Fire Officer (Service Delivery), meets monthly. This forum allows key members of the project team to report and discuss the progress of the project. Assurance Process Government Ministers agreed that the Chief Fire and Rescue Adviser should provide assurance of the preparations made by Fire and Rescue Services at national and local level, for the 2012 Olympic Games and Paralympics. To provide this assurance, a three-stage assurance model has been developed, to present an overall picture of preparedness. Stage 1 of the process required each host Fire & Rescue Service to complete a self assessment of preparedness for the Games, which was followed by an assurance review of both the self assessment and general progress in preparing for the Games. Stage 2 will be a repeat of this process in early 2012 with Stage 3 being Testing and Exercising plans. London Fire Brigade s Olympic Project Team have been asked to facilitate individual visits, collate data and provide reports on progress across all three stages, on behalf of and in conjunction with the Office of the Chief Fire and Rescue Adviser. Essex County Fire and Rescue Service completed Stage 1 of the process on 5 July A letter regarding the Assurance Process was received from the Chief Fire and Rescue Adviser, Sir Ken Knight on 24 th August 2011, which is attached to the report at Appendix 1. Within the letter is the statement that; The organisation and planning undertaken by the team has been of the highest order as showcased during the recent test event in Essex. The final Delivery Assurance Assessment Report is attached at Appendix 2. This report states that Essex County Fire and Rescue Service demonstrated a good level of readiness for the Olympic events. Testing and Exercising The Government Olympic Executive, London Organising Committee of the Olympic Games, The Greater London Authority, Home Office, Department for Transport, The Treasury and other partners, have put in place a programme of exercises to test the effectiveness, resilience and decision-making capability of key Games-time structures and processes. The exercises will test a range of risks, including the threats and hazards in the Strategic Risk Assessment, which may threaten the continuity of the Games. ECFRS are fully engaged with the complete programme of exercises.
4 Page 4 of 5 In addition to the national programmed exercises, Essex County Fire and Rescue Service, along with other key partners, have organised a schedule of local exercising and testing, focusing on command, control and communications. Next Steps The next stage of this project is to deliver the operational plans and start work on risk mitigation across the Olympic Road Network and Olympic Route Network (Network Rail). In particular, the project has recognised the show-stopping risks that present themselves in and around the Dartford Crossings, Lakeside Park-and-Ride facility feeding the Olympic Park, the M25 and the surrounding industrial risk in close proximity of the Olympic Road Network. The project is currently gathering firm information and working in partnership with Essex Police and Kent FRS, to construct a robust business case to support the Olympic Delivery Authority, who are in the process of appointing a person to design and deliver a robust operational plan to mitigate and respond to all risks located within this area. At this stage, it is possible to provide an indication of the timetable for the main Olympic events in around Essex: July Torch Relay travels within Essex with overnight stop in Chelmsford August Lee Valley White Water Canoeing Event, Hertfordshire. August Hadleigh Farm Mountain Bike Event. FINANCIAL IMPLICATIONS Essex County Fire and Rescue Service has received no Governmental funding to assist in providing a safe and secure Olympic Games and Paralympic Games as the official Government position is that this is business-as-usual. The National Resilience Assurance Team (NRAT) has confirmed 10,000 of funding is available to assist in the organising of an Olympic multi-agency exercise. Currently, discussions are being held to test and exercise plans to deal with a Mumbai-type, indiscriminate shooting incident at Lakeside Shopping Centre. LEGAL IMPLICATIONS There are no environmental implications from the content or purpose of this paper. RISK MANAGEMENT IMPLICATIONS The Olympic Safety and Security Strategic Risk Assessment (OSSSRA) is the key driver for the work required to deliver against all five key objectives, to help ensure robust and comprehensive planning and mitigation procedures are in place, well in advance of the 2012 Games. Putting all risks into a combined document will ensure that all involved in Olympic risk management and operational response have a complete understanding of how ECFRS will deal with risk management, having captured all the risks likely to impact on the Service.
