2 I. Program Unique Aspects of Program KSU offers qualified students the opportunity to apply for a dual degree option MBAIMPA Program. MBA-MPA is a dual degree with the Coles College of Business Administration and the College of Humanities and, Social Sciences. The objective of this program is to allow students who are interested in public and private sectors to concurrently register in both MBA and MPA programs. The students' desire for this program comes from the extensive interaction between the two sectors in areas such as procurement, contracting, economic development, and opportunities for career mobility. The increasing interdependence of the public and private sectors makes this dual degree program not only innovative, but attractive to students wishing to pursue careers in positions responsible for working with their counterparts in private or public organizations, and in a variety ofsettings where both the knowledge ofbusiness and government are very crucial. Institutional Importance of the Program Kennesaw State University is recognized among the best universities in the nation, and is currently experiencing an extensive expansion in its programs to meet state and national needs. KSU provides excellent and accessible education, promotes research and scholarship, fosters community engagement, supports intellectual inquiry, and contributes to economic development of metropolitan Atlanta and the region. The dual degree MBA-MPA Program will help KSU to increase its productivity of professional leaders and engaged citizens whose educational training will prepare them for leadership positions at local, the state, national, and international levels. KSU's Strategic Plan This proposal fits with Goal 1 of the KSU Strategic Plan: Add degree programs that are strategically important to the local community, to Georgia, and to the nation at both the undergraduate and graduate levels. System and State of Georgia Goals The dual degree option MBA-MPA Program contributes directly to the University of Georgia System Strategic Plan's Goal 3: "Increase the System's participation in research and economic development to the benefit of global Georgia. Enhance and encourage the creation of new knowledge and basic research across all disciplines" (see One of the action steps of this goal is for the University of Georgia Systems to increase its "competiveness of graduate programs." By offering this dual degree, Kennesaw State University positions itself amongst an elite research and comprehensive universities (e.g., Harvard University, Cornel University, New York University, and the University of Massachusetts) that offer such a degree program. Within the State of Georgia, there is no institution that offers a joint MBA-MPA degree. Additionally, this dual degree will enhance the attractiveness of both graduate programs, since students will afford the opportunity to engage in cross-disciplinary studies, especially those who have an interest in studying public-private partnerships, social entrepreneurship, government funded private/voluntary programs, and corporate philanthropy and community development. 3 Graduates with a dual degree will be better positioned to engage in discussions concerning environment, economic development and government regulation. Staffing, Facilities and Enrollment There are no additional staff or facilities requirements for this new program. The dual degree option MBA-MPA will be integrated into existing program administration and course offerings in the Coles College of Business and the College of Humanities and Social Sciences. II Objectives of the Program The primary objective of this program is to prepare students for competitive administrative and managerial positions in private, public, and nonprofit sectors. The students' desire for this program comes from the extensive interaction between the two sectors in areas such as government procurement, contracting, economic development, and, of course, opportunities for career mobility. Specific program outcomes include producing students who are expected to be able to: Utilize theories, research and leadership skills to examine a wide variety of private and public problems; Analyze and evaluate how the network of agencies is organized and the interrelationships between private, public and nonprofit organizations, especially as it relates to funding, the application of management techniques, and implications for public policy; Identify and analyze the impact of complex social, economic, political forces on private, public and nonprofit institutions; Evaluate ethical dilemmas in public administration, nonprofit and private settings and appreciate the importance ofethics and diversity; Construct project management strategies to solve data and service delivery problems. Utilize the knowledge of financial, legal, marketing, and human resource issues relevant to working in a variety of organizations. Use information technology to improve organizational management and administration Communicate clearly, grammatically and cogently both in writing and orally; Evaluate public policies and programs and write reports; and Develop problem solving and critical thinking skills. III Justification and Need for the Program Kennesaw State University's vision is to be among the best learning-centered comprehensive universities in the country and expand its programs to meet state, national, and global needs. To accomplish this vision, KSU's first strategic goal is to enhance and expand its academic programs and delivery. In compliance with the University vision, both the Coles College of Business and the College of Humanities and Social Sciences deem it necessary to collaborate to offer an innovative, dual degree option MBA-MPA Program to prepare students to take administrative leadership positions in a variety of settings where the knowledge of business and government are very important. 4 As earlier indicated, the students' desire for the dual degree MBA-MPA Program comes from the extensive interaction between the two sectors in areas such as procurement, contracting, economic development, and opportunities for career mobility. Currently, there is no university in the State of Georgia that offers a dual degree option MBA-MPA, only the University of Georgia and Georgia State University have joint MPA-JD degree programs. In the United States, however, there are a small number of universities that offer dual or joint MBA-MPA degrees. These schools include but are not limited to Clemson University, University of Arkansas Clinton School of Public Service, Illinois Institute of Technology, Syracuse University, New York University, University of Texas at EI Paso, Eastern Washington University, Tuck School of Business at Dartmouth and the John F. Kennedy School of Government at Harvard. IV Procedures Used to Develop the Program The program development was led by Professor Andrew Ewoh, Director of the Master of Public Administration Program. He approached Professor Tim Blumentritt, Director of the Master of Business Administration Program about his ideas. The Deans of both the College of Humanities and Social Sciences and the Coles College of Business supported this initiative. Professor Ewoh and Professor Blumentritt then thoroughly considered the curricula and accreditation requirements of both programs. After initial structures were created, the two met with Dr. Teresa Joyce to inquire about the feasibility of such a program. Dr. Joyce expressed enthusiastic support. Subsequently, Dr. Ewoh and Dr. Blumentritt created this proposal. Once it was created, it was sent to the collaborating colleges for approval before being transmitted to the Graduate Policy and Curriculum Committee. V Curriculum: Degree Program Requirements The program consists of a minimum of 51 hours of graduate study of which 27 hours are in areas of Business Administration and 24 hours are in the areas of Public Administration. Additional credit hours may be taken depending on each student's academic background or areas of concentration in the MPA Program. It generally takes about three years approximately to earn both degrees for a full-time student. Students will be required to take the core courses from both the MBA and the MPA programs: MBA ACCT 8000 Accounting Insights for Managers ECON 8010 Resource Allocation and Decision Analysis MGT 8020 Business Finance MGT 8040 Managing the Value Chain MGT 8050 Managing and Leading Work Behavior MGT 8030 Strategic Marketing MGT 8999 Strategic Management: An Integrative, Capstone Experience Date Page 4 of 10

5 MPA PAD 6200 Fundamentals of Public Administration and Public Service PAD 6250 Research Methods and Computer Applications PAD 6350 Public Service Budgeting PAD 6450 Governmental Relations PAD 6700 Human Resource Management in Public Service PAD 6500 Policy Analysis (or PAD 6600 Program Evaluation) PAD 7995 Public Service Practicum (or PAD 7985 Internship in Public Service) Students are required to select and complete 9 credit hours of elective courses that best fit their career and personal goals from in either program to complete their programs of study. This could include pursuit of one of the MPA concentrations. Public services are delivered primarily through two channels: government agencies and nonprofit organizations. In consultation with the faculty and the program director, students may develop their specific areas of administrative expertise by selecting an appropriate combination of courses within designated concentrations. Governmental Administration Required: PAD 7455 Administrative Law Students will select three from the following: CM 7100 Introduction to Conflict Management PAD 7120 Health Policy PAD 7130 Regional Politics and Policy PAD 7150 Contemporary Public Issues PAD 7230 Local Government and City Management PAD 7250 Leadership and Ethics in Public Service MGT 8970 Ethics in Managerial Decision Making PAD 7390 Public Financial Management PAD 7430 Regional and Local Planning Nonprofit Administration Required: PAD 7100 Philanthropy and the Nonprofit Sector PAD 7180 Nonprofit Governance and Administration Students will select two ofthe following: PAD 7120 Health Policy PAD 7130 Regional Politics and Policy PAD 7150 Contemporary Public Issues PAD 7250 Leadership and Ethics in Public Service MGT 8970 Ethics in Managerial Decision Making CM 7100 Introduction to Conflict Management Information Systems Administration Required: IS 8050 Project Management Methods IS 8070 Legal and Ethical Issues in Information Systems IS 8950 Information Systems Policy & Strategy Date Page 5 of 10

6 Program Admission Requirements: To be admitted into the dual degree program, the applicant must specify the option at the time of application to the Graduate School. Students interested in applying for the dual degree option MBAIMPA Program should consult with either the MPA Director or MBA Director with regard to admission requirements and required courses. GENERAL ADMISSION REQUIREMENTS FOR THE MBA/MPA DUAL DEGREE PROGRAM* 1. Submission of application to the graduate admission office and a non-refundable application fee. 2. Baccalaureate degree from an institution accredited in a manner accepted by Kennesaw State University. 3. Academic background (approved by MBA and MPA program directors). 4. A combined score of 1000 (verbal and quantitative) on General Test of the Graduate Record Examination (GRE) or a minimum total score of 500 on Graduate Management Admissions Test (GMAT). 5. Three letters of recommendation. 6. Professional experience. (Note: Personal interviews will be conducted whenever possible and responsible work, community service, and leadership experience are carefully considered as well). *International applicants have additional requirements; see Graduate Admissions section of KSU's catalog. The MBAIMPA Dual Program requires either the GMAT or the GRE. However, a student who wishes to move from the dual program to only one of the two degrees will only be automatically admitted into the program for which s/he has satisfied typical admissions criteria. That is, a student who wishes to move from the MBAIMPA to only the MBA must have taken the GMAT for automatic acceptance, and those who wish to move from the MBAIMPA to only the MPA must have either the GMAT or acceptable GRE scores for automatic acceptance. Course Offering Schedule and Plan-of-Study Students will be able to select from any of the courses available to all other students in the MBA and MPA programs. Advising will be jointly handled by the two program directors. Growth and Flexibility This program is quite scalable. Since it is integrated with our existing programs, we are able to ramp up and down quite quickly, and with great levels of control. Course s No new courses are being proposed. The current catalog for the MBA and MPA programs accurately list all necessary courses for the dual degree program. Date Page 6 of 10

7 VI INVENTORY OF FACULTY DIRECTLY INVOLVED The dual MBAIMPA Program will utilize the existing graduate faculty in both the MBA and MPA programs. In view of this, it is not necessary to list their names here. COURSEIINSTRUCTOR SUPPORT DEPTH AND FACULTY DEVELOPMENT AND FACULTY RESEARCH AND SCHOLARSHIP Because the dual MBA/MPA is an integrated effort between the two existing programs, no new faculty resources are required. However, faculty development, research, and scholarship expectations are based on each collaborating college requirements. Furthermore the program of study has been designed so that the two faculties remain distinct for purposes of accreditation review. From an academic perspective, the students will receive an integrated experience but the faculties remain separate to ease administrative concerns. Date Page 7 of 10

8 VII Outstanding programs of this nature at other institutions Currently, there is no university in the State of Georgia that offers a dual degree option MBA-MPA, only the University of Georgia and Georgia State University have joint MPA-JD degree programs. In the United States, however, there are a substantial number of universities that offer dual or joint MBA-MPA degrees. These schools include but are not limited to Clemson University, University of Arkansas Clinton School of Public Service, Illinois Institute of Technology, Syracuse University, New York University, University of Texas at EI Paso, Eastern Washington University, Tuck School of Business at Dartmouth and the John F. Kennedy School of Government at Harvard. A comparative analysis of 11 existing dual programs indicates an average annual acceptance number of 10, while about 6 students graduate annually. Syracuse University has the highest annual emollment number. It admits approximately 30 students annually and graduates about the same number every year. Syracuse's 100 percent graduation rate in its 14-month (60 graduate-credits) program is because all the students are fully funded by the U.S. Department of Defense (i.e., they are military/civilian employees). The second largest program, in terms of annual emollment, is at the University of Texas at EI Paso, which awards 6 dual MBAIMPA degrees annually on average. A recent correspondence from the MBA Registrar Services at Harvard Business School shows that about 25 students graduate from the Harvard Business SchoollHarvard Kennedy School dual program. There are several explanations for the emollment and graduation figures reported here. First, the existing programs award two separate degrees. In view of this, most students finish one degree requirements and exit from the dual degree option. Second, the number of required semester credit hours tend to be high (about 72), which makes it unappealing to some students. Third, most of the programs were established within the last two or five years. The unique features of KSU' s dual degree option MBAIMPA Program are as follows: It uses the same admission requirements; It fits into the accreditation standards of the individual programs; It deploys joint advising mechanism by the two program directors; It incorporates maximum efficiency in integrating two programs without additional personnel or operating costs; and It proposes to award one dual degree MBAIMPA. 9 VIII Inventory of pertinent library resources No new library resources are required. IX Facilities No new facilities are required. X Administration No new administrative resources are required. XI Assessment No new assessment tools are required. XII Accreditation The dual degree option MBAIMPA Program has been designed to fit within the accreditation standards of the individual programs. The required course hours and the core requirements keep the MBA and the MPA programs distinct in terms of accreditation reviews. Business Content Audit: Referencing the Business Content Worksheet, does this program or concentrations, incorporating the information proposed herein, have "traditional business subject" content delivered by faculty or programs administered by the Coles College of Business? ~ Yes No If "yes," complete a Business Content Worksheet and obtain necessary approvals as indicated. _X_ Exempt Graduate programs administered by the Coles College are exempt. *All graduate programs exceeding 50% business content are automatically required to meet AACSB International business accreditation standards. The purpose of the audit is to prevent the unintended, undesirable compulsory inclusion of programs subject to AACSB standards. XIII Affirmative Action Impact Because this proposal does not include any needs for new faculty, staff or administration, it has no Affirmative Action impact.
