3 What is Hazardous Waste? The United States Environmental Protection Agency defines hazardous waste as the following: Waste that is dangerous or potentially harmful to our health or the environment. Hazardous wastes can be liquids, solids, gases, or sludges. They can be discarded commercial products, like cleaning fluids or pesticides, or the by-products of manufacturing processes.

4 Identification of Hazardous Waste Primary Responsibility for hazardous waste determination rests with the generator Generator is responsible for proper handling and disposal Determine by analytical testing or process knowledge

5 Categories of Waste Hazardous wastes are regulated because they present special hazards to people or to the environment if they are improperly disposed of or discarded. Hazardous waste determinations are based upon whether the material is a: Characteristic Waste Listed on the D-list or TCLP Listed Waste Materials specifically identified on one of the following lists: F, K, U or P

6 Characteristic Wastes D001: Ignitable Wastes (flashpoint is less than F) includes oxidizers D002: Corrosive Wastes (ph less than or equal to 2 or greater than or equal to 12.5) D003: Reactive Wastes (water reactives,normally unstable materials, cyanides & sulfides ) D004: TCLP Wastes (Toxicity Characteristic Leaching Procedure)

7 Ignitability (EPA code D001) Liquids with a flash point less than 140 F (60 C) Ignitable compressed gases or oxidizers Examples are solvents and paint thinners

8 Corrosivity (EPA code D002) Liquids that have a ph less than or equal to 2.0 or greater than or equal to 12.5 Examples are acids and caustics

9 Reactivity (EPA code D003) The waste is reactive with water, shock, heat, or pressure Or The waste reacts to give off toxic gases Or The waste is unstable and reacts rabidly or explosively Examples are peroxides and cyanides

10 TCLP Toxicity (EPA codes D004- D043) A waste exhibits the characteristics of TCLP Toxicity if it leaches more than a specified amount of heavy metal (arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver) or one of six pesticides. Example: Lead paint chips that leach more than 5.0 mg/l of lead under specific laboratory conditions.

11 Listed Waste (F, K, P or U) F-listed wastes are from non-specific sources Example: Halogenated solvents used in degreasing K-listed wastes are from specific sources Example: Bottom sludge from wastewater treatment from wood preserving processes that use creosote and/or pentachlorophenol U-listed wastes are non-acute wastes Examples: Phenol, ethanol, an naphthalene P-listed wastes are acutely hazardous wastes Examples: Copper cyanide, chlorine, and epinephrine.

13 Examples of P-Listed Wastes Allyl alcohol Ammonium vanadate Arsenic acid Arsenic trioxide Carbon disulfide 2,4-Dinitrophenol Fluorine Nitric oxide Osmium tetroxide Phenylthiourea Potassium cyanide Sodium azide Sodium cyanide Thiosemicarbazide Vanadium oxide Vanadium pentoxide

14 Example: Trichloroethylene (T.C.E.) F001 solvent, if used in degreasing F002 solvent, if used for other solvent applications K030 if heavy ends from T.C.E. production U228 if discarded commercial chemical product, offspec material, container or spill residue D040 if T.C.E.. concentration in TCLP extract>.5ppm, regardless of origin

15 What is RCRA? The Resource Conservation and Recovery Act (RCRA) of 1976 is the primary statute governing the regulation of solid and hazardous waste RCRA authorizes the United States Environmental Protection Agency (EPA) to regulate the generation, treatment, storage, transportation, and disposal of hazardous wastes

16 Principal Objectives of RCRA Promote the protection of human health and the environment from potential adverse effects of improper solid and hazardous waste management Conserve material and energy resources through waste recycling and recovery Reduce or eliminate the generation of hazardous waste as expeditiously as possible

18 RCRA Standards Federal RCRA hazardous waste regulations are promulgated in 40 CFR parts 260 through 272. The federal regulations establish a cradle to grave hazardous waste management system.

19 Types of Waste at USM Flammable/Combustible liquids (e.g., Acetone, Ethyl Acetate, Isopropyl Alcohol) Science Labs or Printmaking Chlorinated Solvents/Chlorinated Hydrocarbons (e.g., Chloroform) Science Labs Corrosive liquids Photography, Printmaking shop, Science Labs

20 Types of Hazardous Waste Generated as USM Unused excess, expired or offspecification commercial products such as laboratory reagents Discarded solvent based paint Spill cleanup materials (chemical cleanup)

21 Hazardous Waste Management Developing waste profiles and determinations of each waste stream Labeling hazardous wastes appropriately Container management (proper storage) Access to emergency information Employee training

23 Satellite Accumulation Areas (SAA) A generator may accumulate hazardous waste at or near the point of generation for more than 90 days without a permit if: Under control of operator of process Operator is trained every three years Area is inspected monthly if >10 gallons Each work area has less than 55 gallons of hazardous waste or a quart of acutely hazardous waste

24 Satellite Accumulation Areas (SAA) Containers are marked with the date that the quantity of waste reaches 55 gallons of hazardous waste or a quart of acutely hazardous waste Containers must be in good condition and compatible with hazardous waste regulations to be placed inside Waste is placed and managed in containers meeting DOT standards and regulations

25 Container Management (SAA) Containers must be kept closed except during filling Containers must be marked, Hazardous Waste Containers must be properly labeled with the chemical name, start-date, and end-date when full

26 How to Manage and Label Hazardous Waste Use the approved hazardous waste white labels provided by University Environmental Health & Safety Segregate wastes into containers based on chemical families and DOT classifications: corrosives, flammables, compressed gases, carcinogens, toxics (metals such as lead or chromium)

28 DOT Shipping Regulations A hazardous material is any substance, material or waste, which has been determined by the Department of Transportation (DOT) to be capable of posing an unreasonable risk to health, safety or property when transported in commerce A material which meets a DOT definition of a hazardous material or which is listed in the DOT regulations (i.e., 49 CFR the Hazardous Material Table) is a hazardous material

29 DOT Classification System The DOT hazardous materials classification system groups substances into the following nine classes: Class 1 - explosives, with six divisions; Class 2 - gases, with three divisions; Class 3 - flammable and combustible liquids; Class 4 - flammable solids, with three divisions; Class 5 - oxidizers, with three divisions; Class 6 - poisons, with two divisions; Class 7 - radioactive materials; Class 8 - corrosive materials; and Class 9 - miscellaneous hazardous materials.

30 DOT Shipping All shipments of hazardous materials must be accompanied by a Shipping Paper. The shipping paper must include the following items: 1. proper shipping name (S) 2. hazard class (H) 3. identification number (I) 4. packing group (P) 5. the total quantity by weight or volume of the material being shipped (except for empty containers); 6. emergency response telephone number

31 DOT Packing Groups Group I materials pose a maximum hazard to health Group II materials pose a medium hazard to health Group III materials pose a minimum hazard to health

32 USM Waste Pick-Up Always call University Environmental Health & Safety for waste pick-up and disposal. Do not dispose of hazardous waste yourself!

33 What to do When Faced With a Spill Do not walk into or touch any spilled material Avoid inhaling fumes, smoke and vapors Do not assume that gases or vapors are harmless due to lack of smell If possible, try to keep the spill from reaching the drains

34 Small Chemical Spill Spill that faculty/lab staff can handle safely without assistance Less than 0.5 liters (2 cups) of a material that is not highly toxic

35 Small Spill Procedure Alert all persons in the vicinity of the spill Use eyewash or safety shower if necessary Try to keep spill from reaching a floor drain if possible Use spill kit to clean up spill Use proper PPE (chemical resistant gloves and safety glasses)

36 Small Spill Procedure Continued Save clean up materials for hazardous waste disposal Decontaminate spill area with water or soap/water mixture if a non-reactive chemical Wash hands thoroughly and seek medical attention if necessary Call University Environmental Health and Safety

37 Large Spill Procedure Do NOT attempt to clean up Avoid breathing vapors of spilled material Evacuate the area and close the door to the lab Remove contaminated people from spill area and decontaminate with safety shower/eyewash Call Public 911 Public Safety will contact University Environmental Health and , ,
