3 In the words of the Director General The Swedish Radiation Safety Authority s task is to protect people and the environment from the harmful effects of radiation. We ensure that those who conduct activities using radiation assume responsibility for reducing the risks that accompany it. We also give advice to the general public on how to protect themselves from radiation. The Authority s work is characterised by integrity, reliability and openness. Integrity means that we uphold our independence and base our opinions on facts. Reliability means that our work is conducted by employees who are competent, objective and impartial. Openness means that we are transparent to the outside world we clearly and actively provide information about our activities. As Head of the Swedish Radiation Safety Authority, I believe that these are important prerequisites that enable the Authority to work efficiently towards a society safe from the effects of radiation. 4 Radiation in Society Radiation exists everywhere in society. Natural radiation emanates from the Earth, the Sun and from outer space. Radiation is also created through human activities: radiation is used in medicine to detect and treat various illnesses. Nuclear power plants contain fuel that gives rise to radiation. Mobile phones, mobile phone base stations, solariums, power lines and certain industrial equipment emit radiation the list is long. We are striving for a society safe from the effects of radiation through measures designed to increase safety and limit the risks of radiation. 6 Radiation in Society Radiation in Society 7

5 Radiation Safety Comes First The Authority sets requirements for activities involving radiation. We also provide advice on radiation protection. The requirements and advice are based on scientific grounds. We also finance research. Not only do we set requirements we also check compliance. If we find that an activity is in any way deficient with regard to radiation safety, there are a number of actions we can take and we can make the decision to stop the activity immediately. Who is Responsible? The responsibility for radiation safety rests entirely with the person or licensee performing activities involving radiation. The task of the Swedish Radiation Safety Authority is supervisory, to ensure that the responsible person or licensee conducts the activity in a safe manner. Not only do we set requirements we also check compliance. 8 Radiation Safety Comes First Radiation Safety Comes First 9

6 We Work with Radiation Safety in Several Areas Nuclear Power Nuclear power provides part of this country s electricity supply. We supervise that this enterprise is conducted in a safe manner by issuing regulations as well as following up on and checking nuclear safety related activities. We check that radioactive substances and nuclear technology equipment do not fall into the wrong hands. We also ensure that personnel and the environment are exposed to as little radiation as possible. Medical Exposures Different forms of radiation are used to examine and treat patients, for example, during X-ray examinations and in cancer therapy. We regulate how radiation should be applied and check that these regulations are complied with in order to protect patients, personnel and the general public. Research and Industry, as well as Commercial Products and Services Radiation is used in research and industry, for example in laboratories and workshops. Measurement equipment with radioactive sources, smoke detectors, solariums, laser pointers and electronic article surveillance systems are examples of products that incorporate the use of radiation. For such products, we issue regulations and guidelines. Additionally, we set requirements for those responsible so that the application is safe with regards to radiation. Natural Radiation Radiation exists everywhere in our environment. It is our task to provide information about risks as well as on measures for reducing harmful effects of natural radiation. Examples of natural radiation are radiation from the Sun, from radon and from outer space. Radioactive Waste The operation of nuclear power plants gives rise to radioactive waste and spent fuel that must be properly managed and disposed of. Radioactive waste also arises from other types of industries, from medical departments and from research. Naturally radioactive materials may also need to be treated as waste. We require that the waste is managed in a safe manner with regards to radiation. We also contribute to the development of radiation safety internationally by participating in collaborative efforts both within the EU and globally. 10 We Work with Radiation Safety in Several Areas We Work with Radiation Safety in Several Areas 11

7 Our Tasks The Authority has many different roles and tasks. As a Regulatory Authority we formulate regulations for activities involving radiation. As a Supervisory Authority we check that those conducting activities involving radiation follow the rules and regulations and take responsibility for nuclear safety, radiation protection and nuclear non-prolife ration. We do this by, for example, inspecting nuclear power plants and hospitals, as well as industries and universities that use radiation. We also support municipalities in their inspections of solariums. As a Licensing Authority we process applications to establish or alter activities involving radiation. We review and make decisions regarding licenses and advise the Government on licensing matters. Examples of activities that require a license are nuclear power plants, use of some laser equipment and X-ray equipment, and transportation of radioactive materials. As an Authority with expertise in radiation and nuclear safety we contribute to the building of knowledge in society within our field. We do this by financing research and following up on research results. We also provide advice and recommendations to the general public on how to protect themselves from sources of natural radiation such as radon and the Sun. As an Authority for Emergency Preparedness and Response we coordinate the national preparedness for incidents and emergencies involving radiation. We are prepared around the clock to quickly manage the consequences of accidents and incidents involving radiation in Sweden and abroad. As an Authority for International Development we carry out projects that contribute to radiation protection and nuclear safety in other countries. As an Environmentally Responsible Authority we are responsible for the environmental quality objective A Safe Radiation Environment. This concerns keeping a low level of radioactive substances, minimising the incidence of skin cancer, and surveying the risks of electromagnetic fields as well as undertaking necessary measures if we should identify a risk. As an Accredited National Standard Laboratory we calibrate instruments that are used in medicine, research and industry. 12 Our Tasks Our Tasks 13

9 Facts about us The Swedish Radiation Safety Authority is an authority under the Ministry of the Environment with national responsibility within the areas of nuclear safety, radiation protection and nuclear non-proliferation. The Authority works in a proactive and preventive manner in order to protect people and the environment from undesirable effects of radiation, now and in the future. We employ over 250 people with competence in fields such as engineering, natural science, behavioural science, law, economics and communications. We are constantly striving for development through continuous improvement based on established standards of quality, the environment and the working environment. We are certified under ISO 9001, ISO and Swedish Work Environment Authority Statute 2001:1 (AFS 2001:1).
