3 INTRODUCTION 6th round of Polish Cross Country Championship BAJA ŻAGAŃ 2014 Rally will be run in compliance with: FIA International Sporting Code (along with Appendices) (here and after 2014 ISC), Cross Country Rally General Prescriptions (along with Appendices) (here and after 2014 FIA General Prescriptions), Polish Cross Country Championship Regulations (along with Appendixes)(here and after 2014 RMPST Regulations), - the Polish Road Traffic Law, - these Supplementary Regulations. Modifications, amendments and / or changes to these Supplementary Regulations will be announced to all competitors / crew members only by numbered and dated bulletins issued by the organiser and approved by PZM Automobile Sport Commission (here and after GKSS PZM) or by the Stewards of the Meeting (here and after the Stewards). At the same time there will be run the Polish Cross Country Cup event (here and after RPPST). The conditions of the aforementioned event will be set out in separate Supplementary Regulations. Participants classified solely in event specified by these Supplementary Regulations will start after the competitors from the Polish Cross Country Championship (here and after RMPST) and Czech Cross Country Championship (here and after MMCR). The rally will be twinned with an Polish Cup for Baja Rallies competition (here and after PPRB). Therefore the required interval (except for the SS n o 1, 2, 3) will be observed. The conditions of the aforementioned motorcycle competitions are set out in separate Supplementary Regulations. Unless specifically covered within these Supplementary Regulations, the text of the 2014 FIA General Prescriptions and 2014 RMPST Regulations applies and should be referred to. In case of differences in the interpretation of these regulations, the polish text will be binding. OPENING AND CLOSING DATES FOR ENTRIES opening: Monday :00 closing date 1 st term Friday :00 closing date for entries Sunday : ENTRY PROCEDURE Delivery of the entry form and obligatory attachments is the responsibility of the competitors. For PZM licence holders the entry form is filled and delivered only by means of the website Any competitor willing to enter BAJA ŻAGAŃ 2014 Rally is obliged to deliver properly filled entry form and input all required, complete (required) actual attachments to the Inside PZM system. Sponsor teams and Manufacturers are also subject for entries When completing the on-line entry form and attachments, also the following files are automatically generated: - Administrative Checks Card and Scrutineering Card (OA and BK-1 cards), - Personal Safety Equipment Card, - Additional Service Park Space Order Form (optional), - The Same / Neighbouring Service Park Space Order Form (optional) No later than in the day of the filing the entry form to BAJA ŻAGAŃ 2014, competitors are obliged to put in the Inside PZM system the following colour scanned actual documents (all pages): license of the competitor and crew members, crew members valid driver license, international health form (MKZ), written permission (for whole season) of the competitor club for taking part in the competition (a single permission may also be sent directly to the organizer, during the filling of entry form on e- mail address: biuro@grupa4x4.pl ), valid vehicle registration (the scan may be sent directly to the organizer on address: biuro@grupa4x4.pl ), valid vehicle insurance (the scan may be sent directly to the organizer on address: biuro@grupa4x4.pl ). If the first driver is not the entrant, then a copy of the entrants licence must be submitted with the entry form (Art FIA General Prescriptions). I case, when competitors documents put on Inside PZM system will be outdated, the organizer may impose to competitor a cash penalty in sum 300 PLN After login to Inside PZM system and confirmation of participation by competitor, driver and co-driver in competition in BAJA ŻAGAŃ 2014, competitor should fill properly the entry form and accompanied it by confirmation of full entry fee payment. After approved the properly filled entry 7

8 form, it will be sent to the Rally Organizer and to the competitor on his address, mentioned in entry form For holders of licence issued by other ASN (not PZM) on rally website and on website zgloszenia.pzm.pl will be available separate entry form with appendixes. Those competitors are obliged to present during Administrative checks all documents required in art An entry will be accepted only if accompanied by confirmation of payment full sum of entry fee A competitor must deliver to Administrative Checks the original, fully signed entry form and must be in possession of originals of all required documents, which may be requested. During filling the entry form competitors should also fill Personal Safety Card of Driver and Co-driver, which must be delivered to Scrutineering Each competitor who wants to obtain an invoice for the entry fee and additional space in service park fee must provide all necessary invoice data through on-line entry form. The invoice will be given at the Administrative Checks After closing of the second term for entries, using of website and will be possible only for edition of crew members and the vehicle, according to Art and 11.4 of 2014 FIA General Prescriptions. It is possible by actualizing entry form formulary, which was sent on address mentioned by competitor in his entry form NUMBER OF ALLOWED ENTRIES AND DIVISIONS INTO GROUPS The maximum number of entries that will be accepted is 50. If more than 50 entries are received the organizer reserves the right to decide which entries among the non-priority drivers will be accepted Eligible Vehicles and division into groups and classes Group T1 (Prototypes cross country vehicles) vehicles in accordance with Art. 285 Appendix J of the 2014 ISC. Group T4 NAT (Cross country trucks) - vehicles in accordance with Art. 287 Appendix J of the 2014 ISC. Group TH vehicles in accordance with Appendix 2 to 2014 RMPST Regulations. Group OPEN vehicles in accordance with Appendix 3 to 2014 RMPST Regulations ENTRY FEE The entry fees for one entered crew are as follows: Group I term (reduced fee) II term (normal fee) T1, T2, T PLN PLN T4 NAT PLN PLN TH, OPEN PLN PLN For 1 crew entered to Sponsor Teams Classification 500 PLN For 1 crew entered to Manufactureres Classification 500 PLN In the case of refusal to put an additional advertising stickers of the Organiser, the entry fee will be increased by 60%. 8

9 3.5.. SERVICE AREAS The Entry fee includes payment for 50m 2 of service area. The organizer may, at a competitor s request, allow additional service area, if space will be available. The competitor must bear the cost of bank transfers ENTRY FEE REFUND In accordance with Art of the 2014 FIA General Prescriptions the fee will be returned in full only in case of cancellation of the Rally or refusal of entry of a competitor. Organiser may return 50% of the entry fee in case of Competitors who will present a written explanation from their parent ASN, confirming a force majeure event. The notice of withdrawal from the competition must be sent to the Rally Office before the Administrative Checks. 4. INSURANCE 4.1. Every competitor must be in possession of a valid (throughout the whole rally time) civil liability insurance for owner of a car registered in country or abroad, according to actual law regulations. Casco insurance with sport extension is also recommended. The organizer is not responsible for any damages/losses occurred during the event Every competitor/crew member takes part in the rally at their own risk. By signing of the Entry Form the competitor and all entered crew members renounces all rights to any compensation for accidents and damages occurred during the Rally. This renouncement refers to FIA, PZM, the organizer, the rally officials and other competitors In accordance with legal regulations, the organiser has taken out an civil liability and accident insurance policy. The indemnity provided under this insurance policy is: PLN 5. TIRES In accordance with Art. 12 of the 2014 FIA General Prescriptions. 6. 10 7. ADMINISTRATIVE CHECKS 7.1. LOCATION Rally Office, HOTEL WILLA PARK in ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ, 7.2. PROGRAMME ME The Administrative Checks will take place on /Friday/ between 10:00 a 15:0 1 5: ADMINISTRATIVE CHECKS SCHEDULE The Administrative Checks schedule will be published in separate bulletin on the official rally website on /Tuesday/. /. Presence in scheduled time of competitors or their authorized representatives is obligatory. Each crew that reports to the Administrative Checks on any other time than that scheduled will be sanctioned with a fine of 100 PLN DOCUMENTS TO BE PRESENTED original, signed entry form, International Health Form, start permission issued by the competitor s ASN /not applicable to PZM/. Competitor must be prepared to show the originals of all documents, uploaded on inside.pzm.pl and those sent to organizer by SCRUTINEERING, SEALING, MARKING 8.1. LOCATION DISTRICT VEHICLE INSPECTION STATION OKRĘGOWA STACJA KONTROLI POJAZDÓW 5 KOŻUCHOWSKA STREET,, ŻAGAŃ 8.2. PROGRAMME ME The Scrutineering will take place on / Friday / between 11:00 a 16: SCRUTINEERING TIME SCHEDULE The Scrutineering schedule will be published in separate bulletin on the official rally website on /Tuesday/. /. Presence in scheduled time of competitors or their authorized representatives is obligatory. Each crew that reports to the Scrutineering on any other time than that scheduled will be sanctioned with a fine of 100 PLN. Only those crews who have completed the Administrative Checks may present their vehicle at Scrutineering in accordance with the published time schedule DOCUMENTS TO BE PRESENTED Scrutineering card (BK 1 card), fully filled Personal Safety Equipment card (automatically generated from entry form), valid vehicle registration, valid vehicle insurance, valid PZM National Technical Passport or valid FIA Technical Passport (for vehicles from Groups T1, T2, T3, T4), valid PZM National Technical Passport (for vehicles from Group TH and OPEN), original FIA homologation forms for vehicles from Groups T2 and T4, original of fuel tank and safety cage certificate (if required). 10

11 8.5. REQUIREMENTS Before a car enters the Scrutineering, it must meet the following requirements: have all the required labels fixed (starting numbers, advertisement, rally plate) according to the Attachment 2 to these Regulations. During the Scrutineering turbochargers(if applies) and engine blocks will be sealed. In case of sealing of T2 vehicles parts see appendix 2 to 2014 FIA General Prescriptions. The car must be put to the Scrutineering with a wire already prepared to the sealing of the above elements. The wire endings must be placed in a position convenient for the sealing. Competitors with cars not prepared for sealing in accordance with Appendix 2 to 2014 FIA General Prescriptions and above instruction, will not be allowed to enter to the scrutineering in their schedule time, which will impose a penalty for late entry (not in schedule time) to scrutineering. the Personal Safety Equipment card must be accompanied by a helmet, gloves, overall, underwear, shoes, FHR collar with valid FIA homologation (see Group TH and OPEN Technical regulations for exceptions). 8.6 ADDITIONAL REQUIREMENTS Crews of vehicles without the windscreen are obliged to have closed type helmets with full face protection. In case of helmets without face protection appropriate glasses are mandatory. All crews are required to have protection glasses (motocross type goggles) in case the car windscreen might be broken The act of presenting a vehicle for scrutineering is considered an implicit statement of conformity (Art of 2014 FIA General Prescriptions). Scrutineering carried out before the Start of the Rally will be of a general nature to ensure general conformity with the Group and Class entered, essential safety items are carried and conformity with the national Highway Code, this Scrutineering does not in any way infer that the vehicle in concern complies with the technical regulations (Art of 2014 FIA General Prescriptions). 9. BRIEFING FOR COMPETITORS 9.1. LOCATION Rally Office, HOTEL WILLA PARK in ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ, 9.2. Briefing will take place on /Friday/ at 17:30. The briefing is compulsory for at least one of the members of the crew, who must confirm his presence by signature. 10. HONORARY RALLY START/ OFFICIAL RALLY START PUBLICATIONS OF THE LIST OF THE CREWS AUTHORISED TO START AND STARTING ORDER The list of crews authorised to start will be published on the Official Notice / Results Board on / Friday / at The Honorary Rally Start Time Schedule will be published on the Official Notice / Results Board on / Friday / at Starting lists for Leg 1 and Leg 2 will be establish in accordance with Art. 19 of the 2014 FIA General Prescriptions and will be published according to the Rally Programme. 11

12 PRE-START PARK Friday, from 18:30 to (entry till 18.30!!!) KLASZTORNY SQUARE, ŻAGAŃ On the day of the Honorary Rally Start, the Pre-start Park shall be established for all crews. Each car must report in pre-start park before Mechanics are allowed to insert rally car into the pre-start park. A penalty for late appearance at the pre-start park entry control point will be PLN. All competitors dressed in rally suit and ready for start must be present in the area of the Honorary Rally Start at 18:40 to participate in the Honorary Rally Start ceremony HONORARY RALLY START Friday, from KLASZTORNY SQUARE, ŻAGAŃ OFFICIAL RALLY START Saturday, from Service Park 26 DWORCOWA STREET,, ŻAGAŃ 11. RUNNING OF THE RALLY ROAD SECTIONS AND SELECTIVE SECTIONS The route of Baja Żagań 2014 is composed of Road Sections with a scheduled driving time, open for road traffic, and of Special Stages on roads closed for the traffic WITHDRAWAL Crews who withdraw from the Rally before the end of the rally or who leave the official route must notify the Clerk of the Course of their withdrawal within one hour and return their time card and signed withdrawal form at the closest control point. Competitors failing to abide to this prescription will be fined 100 PLN of penalty OFFICIAL RALLY TIME The official Rally time will be communicated via GPS The time measurement accuracy of the Special Stages is 1 second. Attention!!! ON NIGHT WITH 25 TH TO 26 TH OF OCTOBER THERE WILL BE CHANGE OF TIME FROM THE SUMMER TIME TO WINTER TIME SAFETY TRACKING EQUIPMENT It is compulsory for the competitors to equip their cars with AutoGuard ASTO safety system, for active monitoring and communication with all competing vehicles. AutoGuard ASTO safety system includes live tracking and route & velocity recordin. Commands and warnings from/to Rally Control are incorporated and managed in one AutoGuard ASTO safety system unit AutoGuard ASTO safety system units will be delivered and mounted by organizer personnel, during the Scrutineering No competitor with a car without properly mounted and fully operational the AutoGuard ASTO safety system unit will be authorized to start Recording route & velocity The Clerk of the Course will use the data recorded by the unit for verification of the rally regulations obedience (route, speed limits). All deviations and especially short cuts will be reported to the Stewards who may apply penalties. 12

13 Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the competing car or any device that fails to record a track due to external interference, will be reported to the Stewards who may impose a penalty up to exclusion Rental & installation conditions The rent fee of the ASTO unit is not included in the entry fee. Fee for rental AutoGuard ASTO safety system unit is 200 PLN. The system renting, manual and installation method will be presented at the Official Rally website TIME CONTROL POINTS (TC) LATENESS-MISSING MISSING-PENALTIES The maximum lateness at a Time Control Point is thirty (30) minutes. A penalty of 1 minute will be applied for each minute or fraction of minute of differences to target time, in accordance with Art of the 2014 FIA General Prescriptions Any lateness exceeding thirty (30) minutes on the target time in a road section between two Time Controls will entail the application of a Fixed Penalty indicated in Art of these regulations STARTING SYSTEM S FOR THE SPECIAL STAGES At each Start, there will be 2-digit electronic starting device with 2 green lights, coupled with a photocell responsible for detection of false starts. The photocell will be placed about 40 cm beyond the start line. The display will be placed so to be well visible to a crew sitting in a vehicle on the starting line. The vehicle with the crew is placed at the start line. The starting device continuously counts down to the moment of the green light. Numbers are shown in the sequence: 30, 15, 10, 5, 4, 3, 2, 1 and the green light. The green light will stay on for 20 seconds. Within this time, a crew must start MAXIMUM TIMES TO PERFORM / FINISH THE SPECIAL STAGES No SS Special Stage name Maximum time SS 1/2/3 SZPROTAWA LOTNISKO maximum time: 30 min SS 4/5/6/7 ŻAGAŃ - POLIGON maximum time: 2 h The maximum driving times at the Special Stage may be modified at the request of the Clerk of the Course by the Stewards of the Meeting. The crews will be notified of any such modification as soon as possible. Crews that exceed the maximum time to perform / finish the Special Stage are obliged to leave the Special Stage route through the first available evacuation route. About the above fact the crew will be informed at the first SOS point encountered along the Special Stage route. 14 give back their Time Card on TC 4C during its working hours and put their car into Parc Ferme on before 07:00, get the rally continuation permission from the Technical Delegate after explaining the reason of the SS completion failure Fixed penalties for do not transit or transit after the maximum m time allowed on Time Control Point P Missed of one TC in one Section S 1h of fixed penalty Missed more than one TC in one Section S 2h of fixed penalty CLASSIFICATION CONDITIONS For being classified with all the applied penalties and avoid the exclusion from the competition, a crew has to follow: to have started in all the Legs of the rally, to have regularly carried out (in shorter time then the maximum time) at least one Special Stage in the Leg 1 and one Special Stage in the Leg 2, to have started in the first Special Stage of each Leg, put the car into the Parc Ferme in working hours of TC 7B EARLY CHECK IN AT THE END OF A LEG An early check in is allowed for the following control points: TC 4C Parc Ferme - In, TC 7B Parc Ferme In HANDING IN, EXCHANGE AND COLLECTION OF TIME CARDS Time cards will be handed in, exchanged and collected at: Leg 1 /SATURDAY/ Section 1 TC 0 Service Out /handing in/ Section 2 TC 1B Regrouping In /exchange/ Section 3 TC 2B Regrouping In /exchange Section 4 TC 3C Regrouping In /exchange Section 4 TC 4C Parc Ferme In /collection/ Leg 2 /SUNDAY/ Section 5 TC 4D Parc Ferme Out /handing in/ Section 6 TC 5C Regrouping In /exchange/ Section 7 TC 6C Regrouping In /exchange/ Section 7 TC 7B Parc Ferme In /collection/ RECONNAISSANCE OF THE ROUTE Reconnaissance is not allowed. Any member of a crew taking part or wishing to take part in Baja Żagań 2014, whose will be found present on the route of any Special Stage before will be considered as a violating this rule COLLECTION OF VEHICLES FROM THE FINAL PARC FERME Vehicles must be collected from the Final Parc Ferme (Sunday, 26 th of October, 2014) immediately after publication of the decision of the Stewards of the Meeting authorise its opening. 14

SERVICE PARK, REFUELLING SERVICE PARK During the Rally, there will be ONE Service Park, located in ŻAGAŃ, 26 Dworcowa street Former Military Unit ENTRY OF SERVICE VEHICLES Service cars may enter the service park no later than one hour before the departure time of the 1 st car scheduled in the Time Schedule (TC 0) During Baja Żagań 2014, competitors that are still in race are permitted to help each other on the whole route During the Rally, service vehicles must bear SERVICE plates. Vehicles without such stickers are not allowed to enter the Service Park Displaying advertisement in Service Park out of designated surface for each competitor is accepted only after receiving a written permission of the Organiser. Should the Service Park Manager detect any insubordination in this field, the competitor will be punished with penalty in the amount of 500% of Entry fee REFUELLING Any refuelling activity is prohibited in the Service Park. The organizer allows refuelling at petrol stations located on the rally route and indicated in the Road Book. The competitors must observe the rules set out in Art. 33 of the 2014 FIA General Prescriptions GENERAL REGULATIONS FOR THE SERVICE The assistance and repairing is permitted only if carried out: a) at all the rally route (included the Special Stages): By the crew of the concerned car By the crews of another competing car still in competition. b) in the Service Parks By the crew of the concerned car By the crews of another competing car still in competition. By the crew of assistance vehicles regularly engaged and identified by the SERVICE plates supplied by the Organiser Any infringement of servicing and refuelling rules will be reported by the Officials to the Stewards of the Meeting. For any infringement a penalty at the discretion of the Stewards of the Meeting, including exclusion, may be imposed. 13. PROTESTS AND APPEALS All protests and appeals must be made according to the procedures of 2014 ISC, 2014 FIA General Prescriptions and 2014 RMPST Regulations Protests must be made in a written form, delivered to the Clerk of the Course and accompanied by a payment the deposit of 100% of the paid entry fee. The deposit will be returned if the protest is proven right If the protest requires a partial or total car or part disassembly and concerns control of used fuel the deposit value will be determined by the Stewards at the Technical Delegate request 15

16 13.4. If the protest is not proven right and the protest consideration costs exceed the deposit paid, the difference will be covered by the protestor. In case the protest consideration costs are lower than the deposit, the difference will be returned to the protestor In case the protest is proven right, all costs will be covered by the competitor who the protest is against Deposit fee for an declaration of appeal to GKSS PZM, against Stewards decision is 2500 PLN. 14. FINAL CHECKS LOCATION DISTRICT VEHICLE INSPECTION STATION OKRĘGOWA STACJA KONTROLI POJAZDÓW 5 KOŻUCHOWSKA STREET,, ŻAGAŃ DATE / Sunday / The Final Checks will be conducted directly after Rally Finish (TC 7B). Cars appointed by the Stewards to the Final Checks must follow the organizer s directions. Crews are obliged to provide at least one representative of the competitor and an appropriate number of service staff (mechanics) and a proper equipment. 15. CLASSIFICATIONS Provisional Final Classification will be published on the Official Notice / Results Board on Sunday, 26 Th of October, 2014 at in RALLY OFFICE, HOTEL WILLA PARK IN ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ CLASSIFICATIONS DURING BAJA ŻAGAŃ 2014: Classification of Special Stages and classification after SS, Partial Unofficial Classification of Leg 1, Partial Unofficial Classification of Leg 2, Official Final Classification. 16. PRIZES PRIZE GIVING CEREMONY Prize giving ceremony will be held on 26 Th of October, 2014 at 17.30, next to DUCAL PALACE 14 SZPROTAWSKA STREET, ŻAGAŃ Each competitor/driver is obliged to behave in a proper manner during the event, personally participate in the award ceremony and if receiving an award be clothed in sporting suit, i.e. overalls buttoned up and shoes complying with the provisions of automobile sport PRIZES 1,2,3 position in the General Classification 2 cups per crew, 1,2,3 position in the Group T1 Classification- 2 cups per crew, 1,2,3 position in the Group T2 Classification 2 cups per crew, 1,2,3 position in the Group T3 Classification depending on the number of crew members 1 or 2 cups per crew, 16

17 1,2,3 position in the Group T4 Classification depending on the number of crew members 2 or 3 cups per crew, 1,2,3 position in the Group TH Classification - 2 cups per crew. 1,2,3 position in the Group Open Classification - 2 cups per crew. 1,2,3 position in Sponsors Teams Classification 1 cup 1,2,3 position in Manufacturers Classification 1 cup 17. FINAL PROVISIONS The organizer reserves the right to interpret, change and supplement this Regulations and to cancel the Rally. The organizer does not take any liability for damages and losses occurred to competitors or caused by them towards third persons through all the Rally. By signing the entry form the competitors with their service crews declare obedience to this Regulations as well as to traffic rules, fire safety and other applicable regulations in the rally and the place of accommodation ENVIRONMENTAL PROTECTION All the competitors are obliged to comply with the rules of the PZM Environmental Protection in Motorsport Regulations, in. use protective sheets against the destruction and pollution of the ground surface with petroleum materials. Any maintenance work without the security required under the car found by organiser, would entail the imposition of a fine up to 100 % of Entry fee or other penalties by decision of the Stewards.
