Entry fees The entry fee (deadline 1) before 27 May 2011 by 24h According to art. 8.7 of the Polish Rally Championship Regulations 2011, there are two deadlines for entry fees payment: Sum of entry fees for competitors - according to art of the Polish Rally Championship Regulations 2011 For private entrants (car entered by its driver or co-driver) in the following classes: N3, N2, N1, A7, A6, A5, Goup R, HR P For private entrants (car entered by its driver or co-driver) in the following classes: Super 2000, Super 1600, N 4, R4, TD, OPEN For remaining entrants (car entered by other person than its driver or co-driver) For remaining entrants (car entered by other person than its driver or co-driver), when driver has the license other than issued by the ASN For HR Group competitors and for competitors classified in Polish Rally Cup 2010 excluding cars N4, R4, Super 2000, Super 1600 For competitors entered for both Polish Rally Championship and Lausitz Cup With the Organiser s optional advertising Without the Organiser s optional advertising PLN PLN PLN PLN PLN PLN PLN PLN PLN PLN PLN to basic entry fee pln to basic entry fee 9

10 10 3 rd Round Polish Rally Championhip 2011 Deadline 1 from the opening of entries acceptance from 09 th May to 27 th May 2011 Deadline 2 three last days of entries acceptance, from 28 th to 30 th May 2011 The entry fee lodged in Deadline 2 will be 500 PLN higher than any sum stated in the following table in art Entry fee includes a surface in Service Park which is dependent on the fee s amount: - Entry fee of 1200 and 2200 PLN 45 m 2 ; - Entry fee of 2900 PLN 55 m 2 ; - Entry fee of 3700 and 6000 PLN 65 m 2. On competitor s request and due to the Organiser s capabilities, the Organiser can provide the competitor with additional service surface for extra charge (with priority given to competitors legal entrants). Extra charge for additional surface in Service Park during Rally amounts to: - 20 PLN/m 2 for private competitors; - 30 PLN/m 2 for legal entrants The entry fee does not include Civil Responsibility Insurance of the competitor towards third persons Detailed information on fees. The responsibility for submitting the entry form together with all the appendices, including entry fee payment, lays with the competitor. I O/Jelenia Góra POLSKA Account holder: Automobilklub Karkonoski Jelenia Góra IBAN: PL BIC/SWIFT: WBKPPLPP Title of payment: Polish Rally Championship (add information about the entrant) Important: The date of payment realization stated in the bank transfer will be decisive for the day of its execution Refunds Entry fees will be refunded in full to candidates whose entry form has not been accepted and in the case of the rally not taking place The organizer may refund up to 50% of the entry fees to those competitors who submit a written explanation that for reasons of force majeure (duly certified by their club) they were unable to start in the rally. 4. INSURANCE 4.1. Each competitor and/or driver takes part in the Rally at their own risk. The driver must possess a document confirming Civil Responsibility Insurance of the owner or user of the vehicle, according to the Polish law. The Organiser doesn t take any responsibility for the damages and losses in regard to competitors throughout the duration of the Rally.

11 4.2. By the very fact of signing the entry form, the competitor and/or the driver relinquishes any rights to compensations of any kind which may occur following the incidents during the rally. This relinquishment concerns the FIA, PZM (ASN of Poland), the Organizer, Officials and other competitors and/or drivers. 5. ADVERTISING AND IDENTIFICATION 5.1. All advertising must comply with the Polish law The Organiser provides for optional advertising on cars, according to placing and size details as specified in Appendix 4 of these Supplementary Regulations. Further details of optional advertising on cars will be published on the rally website by 06 June The advertisements supplied to competitors as optional advertising shall be placed as shown in the Appendix 4 of these Supplementary Regulations, in accordance with restrictions listed in art. 8.8 and 8.9. of the Polish Rally Championship Regulations The verification of placing of the optional advertisement will take place at entry to Scrutineering-1. Lack or misplacement of the advertisement, as per Appendix 4 of these Supplementary Regulations, will be treated as an entry without optional Organizer s advertising and according to art will result in an increase of the entry fee The Organiser reserves for himself the exclusive right to place any kind of advertising in the Rally Headquarters, Start/Finish area, Scrutineering place, Service Park and along the route of the Rally. All advertising activities must be agreed with the Organiser Start Finish During the Start and Finish Ceremony of the Rally, the crews are not allowed to be accompanied at the podium by members of their team or any other persons. Displaying advertising elements such as flags, banners, umbrellas etc., as well as distributing advertising materials is forbidden Service Park Displaying advertisement in Service Park, in accordance with art of the Polish Rally Championship Regulations 2011, out of designated surface for each competitor stated in art of these Supplementary Regulations, is accepted only after receiving a written permission from the Organiser. Should the Service Park Supervisor detect any insubordination in this field, the crew will be punished with penalty in the amount of 500% of their entry fee Competition numbers supplied by the Organizer must be affixed on both sides of the car on front dors, rare window and two rear side windows - as shown in Appendix 4 for the entire duration of the rally. If it is ascertained at any time during the rally that any competition number is missing, this will be reported to the Stewards, who impose a penalty - fine. Lacking of two competition numbers or rally plates will result in a penalty imposed by the Stewards (Art.152,153 ISC) Throughout the entire duration of the rally every crew must carry a car license, driver s and co-driver s license and show them at the request of organizer. Failure to do so will result in a penalty imposed by the Stewards (which may go as far as exclusion from the rally). 11

12 12 3 rd Round Polish Rally Championhip Infringement card, each crew will receive the infringement card at the administrative checks. Each crew which is found not comply with the Traffic Law will be penalised as follows: First infringement fine of 1000 PLN; Second infringement time penalty of 5 min; Third infringement exclusion from the Rally. 6. TYRES 6.1. All competitors must only use tyres complying with Appendix IV of Regional Rallies Championships Sporting Regulations. During the rally, the tyres will be checked and marked according tyres regulations. Tyres which don t have a sign of the E homologation must be in accordance with tyres regulations Tyres used during reconnaissance must have the sign of homologation or be in accordance with tyres regulations. 7. FUEL 7.1. All competitors must only use commercial fuel (petrol, diesel oil) meeting the requirements of Appendix J (Art ) Refuelling may only be performed during the rally in the refuelling zones as specified In the Road Book A maximum of 2 refuellers per competing car are allowed in the refuelling zone in the same time. The responsibility associated with the refuelling lays solely with the competitor. 8. RECONNAISSANCE 8.1. On 08 June 2011 Wednesday from till (alternatively on 09 June 2011, Thursday from 07:00 till 09:00) in the Rally Office, Wojcieszyce, Jan Hotel the crews will receive the documents necessary for the Reconnaissance: reconnaissance card infringement card plates for the reconnaissance car (one plate must be affixed on the right upper corner of windscreen, the second on the right upper corner of rare window) shakedown card plates for the service cars 8.2. Reconnaissance will be carried out on 09 June 2011 Thursday, according to schedule (Appendix 2) Restrictions Any kind of practice on the rally route is forbidden Each crew will be allowed to drive a maximum 3 times each special stage during the reconnaissance. The crews are required to present their reconnaissance cards at the start and finish of each special stage for time entry. Reconnaissance card and infringement car must be returned during scrutineering.

13 In no circumstance may crews drive in the opposite direction to that of the rally in the special stages during reconnaissance. The Organiser will control thoroughly the route of special stages on regular basis. The competitors must show appropriate documents at the request of the Organizers representatives and the Police, and must abide by the orders and instructions thereof Any member of the crew taking part or intending to take part in the 26 Karkonoski Rally who will be found present on the route of any special stage of the rally between 09 May 2011 and 09 June 2011 outside the reconnaissance schedule as well as during the rally, will be considered a person performing the forbidden reconnaissance Reconnaissance cars, being participants in the road traffic, must abide by the Polish Road Traffic regulations and thus must be insured accordingly, such that no responsibility is transferred onto the Organizers Actions associated with reconnaissance must be carried out, by all crews, with the use of serial cars that comply with the regulations of art. 20 of the FIA Regional Rallies Championships Sporting Regulations Any infringement against art. 8.3 of these Supplementary Regulations, particularly concerning forbidden reconnaissance, will be punished according to art and 10.6 Polish rally Championship Regulations 2011, regardless of any administrative penalties. The Organiser will impose the following: 1 st infringement fine 2000 PLN 2 nd infringement fine 3000 PLN Both penalties will be imposed regardless of administrative penalties of the Police or other authorities and must be paid at the Organiser s checkout before the start to the rally. 3 rd infringement refusal to start. every first case of driving against the direction appointed in the Road Book will be punished with the fine 5000 PLN. Second infringement of this kind will be punished with refusal to start During the reconnaissance the crews must strictly observe the prescriptions of the Polish Traffic Code, including, among others use of safety belts. Particularly, they must respect speed limit of 50 km/h in the built-up area and 90 km/h outside it. Using the radar detector is forbidden During reconnaissance Police patrols will be located on every special stage and on the roads between them. They will be equipped with radars for speed control and will cooperate with SS Supervisors responsible for reconnaissance control 9. ADMINISTRATIVE CHECKS 9.1. SCRUTINEERING, SEALING AND MARKING Location Place: Renault Dzięciołowski, Jelenia Góra 37 Spółdzielcza St Date and time: 10 June 2011 Friday, time 08:00 12:00 (on schedule) Documents to be presented on scrutineering: Printed and filled out a driver/co-driver equipment card Vehicle registration document; Vehicle insurance policy; Vehicle rally book; Vehicle homologation on FIA prints (originals); Scrutineering card reconnaissance card and infringement card to return at entry control point before scrutineering During scrutineering crews must submit to the control helmets and the head resistant HANS Time schedule Each crew should report car (in the presence of competitor or mentioned in entry form representative of the team) at Scrutineering in their individual time fixed in the schedule that will be published on the official notice-board in Rally Office, Wojcieszyce 231, Hotel Jan on 08 June 2011 Wednesday at 18:00 h Other requirements Any crew reporting late at Scrutineering (regarding the above mentioned time schedule) will be charged with a fine of 50% of the basic entry fee In well justified and reasonable cases, the Organiser can arrange a new Scrutineering time for the crew (after the time limit fixed in the schedule) upon their request and for a fee of 300 PLN The use of tinted film on the rear side windows of rally car is allowed according to art of Appendix J FIA ISC and to the Polish Traffic Code. The use of silver-plated film is forbidden. Tinted film on front door screens has to be admitted to use in road traffic (light permeability of at least 70%).

FEATURES OF THE RALLY 3 rd Round Polish Rally Championhip Crews presentation Place: Jelenia Góra, 27 Piastowski Square Date and time: 10 June 2011 Friday, 19:15 20:00 Top five crew members of the current General Classification (after Round 2 - the list will be posted at the Administrative Checks on the official notice board) should be present at place (in separate tents) designated by the Organizer at Start for the presentation and contact with fans. Competitors may at that time distribute their personal marketing materials. The attendance of the crew is obligatory and is designed to promote motor sport among fans. Competitors who are out of the top five of the General Classification after Round 2, and would like to participate in the presentation of the crews should report this fact before 08 June Wednesday, by klub@ak-karkonoski.pl and pay a fee 300 PLN into organizers account or during the Administrative Checks Ceremonial start Pre-start Park: Place: Jelenia Góra, 27 Piastowski Square Date and time: 10 June 2011 Friday, 19:00 20:00. On the day of the start a Pre-start Park will be organized for all crews taking part in the Rally. Service teams for rally cars may be placed in the Pre-start Park. Schedule for entry to Pre-start Park will be published on 08 June Wednesday at 18:00 on the official notice board in the Rally Office. Penalty for late entry at time control, relative to the published entry schedule, at the point of entry to Pre-start Park, will amount to 300 PLN. Ceremonial Start: Place: Jelenia Góra, 27 Piastowski Square Date and time: 10 June 2011 Friday, 20:00 The crew must attend the start ceremony wearing their sporting suits. Ceremonial start takes place as per the agreed order, according to the schedule Exchange of time cards during the Rally Time card for section 1 will be issued during the administrative checks. Subsequent time cards will be issued in the following TC point: For section 2 : at TC 3A regrouping entry For section 3 : at TC 6C Parc Ferme exit For section 4 : at TC 9A regrouping entry The following procedure will be observed at the start to the special stage: At the start to each special stage there will be an electronic starting unit equipped with digital time display and 2 green lights. The unit will be connected to the photocell that in turn will serve to spot any false start. The photocell will be placed approx. 40 cm behind the start line. 15

16 16 3 rd Round Polish Rally Championhip 2011 The display of the starting unit will be placed such that it is fully visible to the crew sitting in the rally car at the start line. The crew arrive in their car at the line and the starting unit counts down and displays seconds remaining until the green light goes on. The display shows in turn: 30, 15, 10, 5, 4, 3, 2, 1, green light. The green light goes on for 20 seconds. During these 20 seconds the crew should start (according to art. 31 of FIA Regional Rallies Championships Sporting Regulations). Time at special stages will be recorded up to 1/10 of a second Crews are authorised to check-in early at the TC 6B and T 12 C without incurring penalty for early arrival. Entry of authorized vehicles, marked with a service plate displaying the starting number of the crew they are servicing, and with the number plates of the serviced car, will be possible at the following times: 10 June 2011, Friday, 12:00 21:00 11 June 2011, Saturday, 06:30 08:30 12 June 2011, Sunday, from 08:30 Only one service car per crew is allowed in the Service Park, according to the recommendations in the Polish Rally Championships (RSMP) Regulations 2011 (art. 8.10) and art of the Supplementary Regulations. The service park is located on the soft grassy ground Shakedown Shakedown will be run in the Nielestno-Czrnica stage and will be 2.78 km long. During Shakedown the rally car must stop at the start and finish of the stage in order to demonstrate shakedown card and get permission to drive in. Time will be measured according to the procedure described in art of these Supplementary Regulations

The competitors are obliged to ensure that at least one representative of the entrant and a relevant number of mechanics will be present at the final checks Protest Fee The amount of the basic protest fee has been set on 100% of the basic entry fee. However, if the protest requires disassembling and reassembling of the car or its parts, the claimant is obliged to deposit additional fee in the amount of: 200% basic entry fee, if the protest involves disassembling and reassembling of clearly defined parts of the car: engine, steering, transmission, brake systems, electrical installation, bodywork, etc. 500% basic entry fee, if the protest involves disassembling and reassembling of the entire vehicle. 17

18 The expenses of work and transport of the car will be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest was raised if it is upheld. If the protest is unfounded and expenses incurred by the protest (scrutineering, transport, etc.) exceed the deposit, the difference will be paid by the claimant. On the other hand, if the expenses are smaller than the deposit, the difference will be returned to the claimant Appeal Fee The sum of the Appeal Fee (to ASN) against the Stewards decision is: 2500 PLN According to art of the Polish Rally Cahmpionship Regulations 2011, crews participating in the Rally or representative authorized in writing are obliged to collect their documents from the Rally Office as soon as possible after the Rally finish. In case of delay, the Organiser will return the documents for a fee of 100 PLN transferred on their bank account Each competitor is materially responsible for the GPS devices in his car during the reconnaissance and during the rally. In case of damage during reconnaissance, he is obliged to compensate the damage before the start of administrative checks. While the damage caused during the competition - it must be compensed before collecting the documents at the end of the rally. 24 APPENDIX 5 AutoGuard STO installation and operation 24 GPS UNIT INSTALLATION AutoGuard Safety Tracking Operation 1. The GPS unit is installed by the AutoGuard service team by the exit from the Scrutineering (BK 1) 2. The GPS unit dimensions are 24 x 8 x 8 cm, the GPS unit weight is 1,4 kg. It is equipped with its own power supply and does not use the car s electric system. 3. The red button that measures 1,5 x 5 cm with the 1,6 m long wire should be installed in a place that is easily accessible for a Driver and a Pilot, but at the sime time it should be protected from any accidental pressing to avoid sending not justified signals. 4. The AutoGuard SafetyTracking Operation unit is owned by AutoGuard S.A. and will be removed after the end of the Rally. 5. You will be given a receipt that will authorize you to collect the documents from the Rally s Office. 6. In case a team withdraws from the Rally the GPS unit should be returned to the AutoGuard servicemen who will be available at the Service Park or it should be delivered to the Rally s Office. 7. 25 MODE OF OPERATION AutoGuard Safety Tracking Operation The AutoGuard Safety Tracking Operation installed in your vehicle during the Rally sends a signal to the Rally Command Centre. In case of leaving the route of the Special Stage or stopping on the Special Stage. PRESSING the red buton within 1 minute from stopping (the button should be pressed about 1 second) signals that there is no need to send the emergency service ( OK. ). Correctly pressing the red button will be confirmed by acoustic signal (two short beeps). In case of needs the operator of Rally Control Center can send to the Rally crew a reminding signal (series of short beeps). NOT PRESSING the red button within 1 minute means the necessity of an assistance and it will initiate the intervention of the emergency service. 25 In case of any problems with the AutoGuard Safety Tracking Operation the AutoGuard service team will help you in the Service Park.
