3 I GENERAL INFORMATION 1. About Szklarska Poręba(Poland) Szklarska Poręba it is a town beautifully located in the valley of the Kamienna River and its tributaries at the height of m above sea-level, surrounded from the south by the slopes of Karkonosze, with Mt. Szrenica (1362m AMSL) towering over the town, from the north by the Jizera Mountains with the High Stone (1058m AMSL) and the Black Mountain (965m AMSL), and from the East by the Foothills of Karkonosze, separating the town from Jeleniogórska Valley. The town is divided into Lower, Middle and Upper Szklarska Poręba. The biggest part is Górna, with the following districts: Downtown, Marysin, Szklarka, White Valley and Jakuszyce, the highest colony next to the border crossing with the Czech Republic. While having relatively few permanent residents (around 7.3 thousand), Szklarska Poręba has a big area of 74 km 2, 86% of which is forest. There are few places in Poland that are as favorable for recreation as the area of Szklarska Poręba. Silence, the landscapes changing constantly depending on the light or the time of the day, combined with the humming of crystal-clear springs and waterfalls surrounded by granite rocks these elements all have an extraordinarily soothing effect on human nature. Szklarska Poręba is the biggest climate station in Lower Silesia, recognized and valued since the middle of the 19th century. The climate conditions here are comparable to those of alpine towns lying above 1200m AMSL. The main strength of Szklarska Poręba as a winter sports resort is the persistent snow cover usually lasting 110 days a year, which makes it a paradise for skiing enthusiasts. Szklarska Poręba is also the biggest winter sports resort in the Polish Sudety Mountains. The center of downhill skiing is the Szrenica massif, which includes 5 tracks with total length of around 20km, various difficulty levels (including 9km with a system of artificial snowing). The network of lifts consists of two lengths of chairlift and 5 T-bar lifts. The system is one of the latest in Poland. There are also a lot of wire lifts and T-bar lifts all over the town slopes. In Jakuszyce, which belongs to Szklarska Poręba, the snow covers remains thick until late spring. The tracksof this cross-country ski resort, with the total length of 100km, will satisfy the expectations of both big-time sportsmen and amateurs of tracks (the highest routes are at almost 1000m AMSL), while outside the ski season, 3

4 the same tracks perfectly serve the bicycle enthusiasts. Bike - an increasingly popular means of transportation, a way to spend free time, and sometimes a way of life. As crossing mountain routes on a bike becomes more and more popular, the tourists arriving to Szklarska Poręba, apart from their toothbrush, take their mountain bike as well. The entire network of picturesque trails in the Karkonosze and the Jizera Mountains, is a network of bike trails of varying difficulty - some with sharp driveways and adrenaline-rushing downhill rides, others ideal for a whole-family bike trip. Road enthusiasts can enjoy tens of kilometers of roads leading to the foothills of Karkonosze in one direction, and to the foothills the Jizera Mountains in the other. Some of these routes are already well prepared for crossing on two wheels and are part of the ongoing project of bicycle lanes within Euroregion Nysa. If we add to our town offer the possibility of using the hiking paths (beautiful, picturesque routes around the Karkonosze National Park and the Jizera Mountains), with mountain climbing, horseback riding on the vast wilderness of forest and the search for minerals - then we would have a full vision of a variety of attractions offered in Szklarska Poreba. Szklarska Poreba is also a great place for trips to nearby resorts of Lower Silesia and the Czech Karkonosze (on account of the number of border crossings, both for pedestrians and vehicles - to the golden city of Prague). We have enhanced the city offer with a very attractive calendar of events. These are both cyclical event, taking place for many years and having faithful participants, as well as new proposals. 4

5 2. Arrivals Szklarska Poreba is located by the National Road 3/E65, connecting north and south of Europe. There are 3 international airports in: Wroclaw, Prague and Dresden in just 2 hours drive. - Wroclaw Airport - Dresden Airport - Prague Airport LOC do not arrange free transport from/to the Airports. If you need to provide transportation from the airport, please contact with LOC. Transport will be according to the flight schedules submitted by the teams. To get to Szklarska Poręba, you can use the bus and railway communication. Hotel have rooms 1,2,3,4 and 5 persons equipped with bathroom with shower, TV, radio, telephone, Internet without wires. It features a gym, sauna, billiards, ping-pong, table football, volleyball and basketball. Hotel is situated at a distance of 1.5 km from the Marathon Center and from the start. INTERFERIE Sport Hotel **** in Szklarska Poręba is VIP Hotel. Hotel in Szklarska Poręba is located 700 metres above mean sea level, at the foot of Szrenica, the highest mountain of the western part of the Karkonosze mountains. Hotel has a scenic view terrace, where you can delight in the wonderful panorama of the Karkonosze Mountains. 6

8 IV ACCREDITATION 1. General Officials and team leaders will receive an accreditation card - VIP, team members will receive athlete card. Accreditation cards will allow access to the competition venue, to the hotels and meals. 2. Accreditation Procedure Accreditation cards will be prepared in advance, based on the information provided by the Member Federation in the final entry. Late changes will be accepted at the accreditation. The Head of Delegation of each team will be invited to the VIP Reception. 3. Technical Meeting The Technical Meeting will be held on Friday, 2nd August 2013 at 19:00 in INTERFERIE Sport Hotel in Szklarska Poręba. V COMPETITION REGULATIONS 1. Participation Every WMRA member may enter 1 (one) team for each event. For the Men and Women race teams of not more than 5 (five) athletes can be entered of whom 3 (three) will score. No athlete aged less than 18 (eighteen) years on 31 December of the year of the competition may participate in the race. 2. Pre-entries & Final Entries Pre-entries shall be sent to LOC office (championships@maratonkarkonoski.pl) using Preliminary Entry Form to 10 May Final entries shall be sent to LOC office championships@maratonkarkonoski.pl using Final Entry Form. Deadline is the 30 June Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. Forms for the final declaration and confirmation will be distributed to each delegation during 8

9 accreditation. The forms must be completed and returned immediately. Final start lists will be distributed right after the Technical Meeting. 4. Withdrawal Withdrawal of any later confirmation must be indicated to the TIC in writing. 5. Competition Numbers Each competitor receives 1 bib number. The numbers shall be worn according to IAAF Rule 143. The competition numbers may not been cut, bent or covered in any way. The teams will be provided with the competition numbers immediately after the Technical Meeting. 6. Scoring Each team s score shall be determined by the aggregate of times of the best placed athletes. Teams shall be classified according to their time agregate, the team in each race having the lowest agregate being the winner, and so on. A tie shall be decided in favor of the team whose last scoring athlete finishes nearest to first place. No adjustments to teams places shall be made in respect of non scoring team members or athletes participating as individuals. 7. Competition Clothing Competitors must wear the Federation s official team clothing. Team clothing must be uniform. VI COMPETITION PROCEDURE 1. Timetable Start LiftStation Area Szklarska Poręba at 08: Warm-up area The whole area around the start locations can be used for warming up. 3. Call Room Procedures All athletes must report to the call room 20 minutes before the start. The competition clothing will be checked at the call room. It must comply with the IAAF Advertizing Rules. 9

10 4. Starter Commands All instructions will be given in English. The command is On your marks! followed by a shot from the starter s gun. 5. Refreshment Stations There will be 7 refreshment stations along the course. Personal refreshments could be delivered by team officials at Refreshment Station only. 6. Timing The official timing will be carried out by means of computer chips tied in the starting numbers. Timekeeping is provided by DATASPORT Polska. 7. Time limits There is a time limit for full distance 7.5 hours. Finish will be closed after 16:00. There are also time limits estimated for certain points: ca. 6.5 km near relay station - 1 hour 15 minutes ca km near mountain hostel Odrodzenie 2 hours 25 minutes ca km - near mountain hostel Odrodzenie 5 hours 30 minutes Athletes reaching above points out of the time limits will not be classified in marathon, must stop running and follow the commands of the staff. LOC will not be responsible for the participants breaking this rule and any rescue action required afterwards will be in charge of the athlete. 8. Luggage Runners shall leave their luggage in the bags provided by organizer. 10

11 Runners can leave their clothes which they need for warming up in the call room. These clothes will be taken to the TIC. 9. Protests and Appeals Protests will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the finish Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). If such a protest is rejected, a written appeal, to the Jury of appeal, signed by responsible representative of the athlete can be submitted to the finish referee or to a member of the Jury of Appeal. Together with the appeal, a deposit of EUR 50 must be paid. If the protest is successful, the deposit will be returned. 10. Interviews Immediately after the finish of the race, the flash interview with the winning athletes will take place. 11. Route The distance runs through marked hiking trails along the ridge of the Karkonosze Mountains: The lower station of "Sudety Lift" (Szrenica lift) - Chalet Łabski Szczyt - Śnieżne Kotły - pass "Karkonoska" (Hostel Odrodzenie) - Śnieżka summit - pass "Karkonoska (Hostel Odrodzenie) - Śnieżne Kotły - Szrenica. 13 11. Doping Control Doping control shall be conducted in accordance with IAAF Anti-Doping Regulations. Athletes selected for doping control shall be informed by anti doping officers. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Center (DCC). The selection of athletes for control will be made on a final position and/or random basis under the supervision of the Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the Doping Control Delegate. A selected athlete should report immediately to the DCC unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control officer from the time of notification until arrival at the DCC. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the Championships. VII MEDICAL SERVICES General The medical service is in charge of any medical assistance to the team leaders, the competition organization, the personnel, the honorary guests as well as, during the competition, to the spectators. A Medical Station will be located in the First aid station in Szklarska Poręba, Jelenia Góra and on the track. Medical Services at the venue The LOC will have a first aid team (mountain rescue service) at many places all along the course. The main medical station will be located at the finish area.
