This regulation may be amended by subsequent emergency regulations. Region 1 MFSFCA 20A, 20B, 21A, 22A, and 22B areas: Chuckanut Bay, Samish Bay, and Padilla Bay east of a line drawn from the western tip of Samish Island to the westernmost point on Hat Island and southeast to the shore on the main land just to the east of Indian Slough. 3 MFSFCA 25C Open: 12:00 (Noon) Tuesday, July 12, 2016 Close: March 15, 2017 or when the treaty share is taken EXPECTED EFFORT: Up to 30 boats in all areas combined SUBSISTENCE LIMIT: Four pots and 6 crabs per ID holder per day unless otherwise noted. Harvesters must obtain a permit from the fisheries office. HARVEST AREA DESCRIPTION: Region 1 Area 20A includes those waters of Puget Sound north of a line projected from Village Point, Lummi Island through the navigation buoy just east of Matia Island thence to the buoy at Clements Reef thence to the easternmost point of Patos Island and from the westernmost point of Patos Island due east to the international boundary; and west of a line from Point Francis through the marker north of Inati Bay, Lummi Island to Lummi Island. Area 20B includes those waters of Puget Sound southerly of Area 20A, westerly of a line from Lummi Island through Lummi Rocks to the northernmost tip of Sinclair Island, and northerly of a line from the northernmost tip of Sinclair Island to Lawrence Point on Orcas Island and a line which runs from Steep Point on Orcas Island to Limestone Point on San Juan Island and then to Green Point on the eastern tip of Speiden Island and from the western tip of Speiden Island true west to the international boundary. Area 21A includes those waters of Puget Sound southerly and easterly of Areas 20A and 20B, and westerly of a line from William Point to Governor's Point, and northerly of a line from William Point to the southernmost tip of Vendovi Island to the Sinclair Island light. Area 21B includes those waters of Puget Sound easterly of and adjacent to Area 21A. Area 22B includes those waters of Puget Sound south of Area 21A, east of 22A, and north of the railroad bridges at Swinomish Channel. Area 20B includes those waters of Puget Sound southerly of Area 20A, westerly of a line from Lummi Island through Lummi Rocks to the northernmost tip of Sinclair Island, and northerly of a line from the northernmost tip of Sinclair Island to Lawrence Point on Orcas Island and a line which runs from Steep Point on Orcas Island to Limestone Point on San Juan Island and then to Green Point on the eastern tip of Speiden Island and from the western tip of Speiden Island true west to the international boundary. 4 Area 22A includes those waters of Puget Sound south of Area 20B, westerly of ' W between Sinclair Island and Fidalgo Island and the Deception Pass Bridge; northerly of a line due east from the international boundary to a point 1 nautical mile from Pile Point, San Juan Island, thence southeasterly along a line 1 nautical mile from the southern shores of San Juan Island and Lopez Island to Davidson Rock near Point Colville, then easterly to a point one nautical mile south of the buoy at Lawson Reef and then due east to Whidbey Island. Region 2 West Catch Area 25B: Those waters of Admiralty Inlet east of a line from Point Wilson to Point Partridge; northeast of a line projected from Point Hudson to Marrowstone Point; and north of a line projected from Olele Point to Foulweather Bluff continuing to Double Bluff on Whidbey Island. Catch Area 25D: The waters of Port Townsend Bay and Kilisut Harbor southwest of a line from Point Hudson to Marrowstone Point. Catch Area 26A-W: Those waters of Puget Sound southeast of a line from Foulweather Bluff to Double Bluff; northerly of a line from Apple Cove Point to Edwards Point; and south and westerly of a line which extends from Possession Point to the shipwreck located 0.8 nautical miles north of Picnic Point. Useless Bay is closed to commercial harvest until September 2, 2013 Region 2 East Area 24B shall include those waters of Port Susan south of Area 24A and north of a line from Camano Head on Camano Island to the north tip of Gedney Island and from the southern tip of Gedney Island east to the mainland. Area 26A-E is defined as contiguous waters of 26A north and east of a line from Possession Point to the shipwreck located 0.8 nautical miles north of Picnic Point. Region 2 East Catch Area 25B: Those waters of Admiralty Inlet east of a line from Point Wilson to Point Partridge; northeast of a line projected from Point Hudson to Marrowstone Point; and north of a line projected from Olele Point to Foulweather Bluff continuing to Double Bluff on Whidbey Island. Catch Area 25D: The waters of Port Townsend Bay and Kilisut Harbor southwest of a line from Point Hudson to Marrowstone Point. 5 Region 3, Sub-area 3-1 Catch Area 23A: Those waters of Puget Sound southerly of a line due east from the international boundary to a point 1 nautical mile from Pile Point, San Juan Island, thence southeasterly along a line 1 nautical mile from the southern shores of San Juan Island and Lopez Island to Davidson Rock near Point Colville; and westerly and northerly of a line described as follows: A line segment from Davidson Rock near Colville Point, Lopez Island to a point 2 nautical miles from the Smith Island light until the line intersects with a line between Smith Island light and the vessel traffic service buoy north of Dungeness Spit, thence to the vessel traffic service buoy, thence southerly and westerly to a point 1 ½ nautical miles north of the Ediz Hook light thence north to the international boundary. Catch Area 23B: Those waters of Puget Sound southerly of a line that extends from Davidson Rock near Colville Point, Lopez Island, then easterly to a point one nautical mile south of the buoy at Lawson Reef and then due east to Whidbey Island; and easterly of Catch Area 23A; and northerly of a line due west from Partridge Point, Whidbey Island, to its intersection with Catch Area 23A. Region 3, Sub-area 3-2 Catch Area 25A: Those waters of Puget Sound south of Catch Areas 23A and 23B; east of Catch Area 23D; north of a line projected from Diamond Point to Cape George, and westerly of a line projected from Point Partridge on Whidbey Island to Point Wilson. Region 5 Catch Area 25C: Those waters of Hood Canal south of Catch Area 25B and north of the Hood Canal floating bridge. GEAR MARKING: Each unattended pot must be attached to a surface buoy which is neither red and white or yellow in color. The buoy must be clearly marked with the license holder s Tribal fishing identification number (58XXX). Lines attaching buoys to pots must be weighted sufficiently to prevent the line from floating on the surface. SUBSISTENCE LIMITS: 4 pots and 6 crabs per Suquamish tribal fishing ID per day OTHER RESTRICTIONS: No harvest one half hour before sunrise and one half hour after sunset is allowed. Fishers must have in their possession at all times a valid Suquamish fishing ID with current year shellfish sticker on the back. and ceremonial harvest requires the issuance of a permit by the Fisheries Department. All gear must be removed from the water prior to the time of the fishery closure. All crab retained for personal consumption or gifts must be recorded on fish tickets as take home. All crab rejected from the buyer must be recorded on fish tickets as weigh back. Suquamish Crab Regulation 16-91S crab 08/22/16 page 5
6 All non-legal crab must be returned to the water at the location where they were harvested. It is unlawful to discard crab anywhere else. The number of pots picked for each landing must be recorded on the fish ticket. JUSTIFICATION: All rules and manner of fishing pursuant to the regional Management Plans when agreed to.
