Is-Segretarju Permanenti, Ministeru għat-trasport u l- Infrastruttura jilqa applikazzjonijiet għall-post ta Statistician fl-uffiċċju tas-segretarju permanenti fil-ministeru għat- Trasport u l-infrastruttura. Termini u Kundizzjonijiet 2.1 Is-salarju ta Statistician huwa ta Skala ta Salarju 10, bħalissa 17, fis-sena, li jiżdied b fissena sa massimu ta 19, Persuna fil-grad ta Statistician titla fi Skala 9 ( 18, x ,938.00) wara sentejn (2) servizz fil-grad, jekk tkun qdiet dmirha b mod sodisfaċenti. 2.3 Persuna fil-grad ta Statistician tiġi promossa għallgrad ta Senior Statistician fi Skala 8 ( 19, x ,396.00) wara għaxar (10) snin servizz fil-grad ta Statistician jew tmien (8) snin jekk ikollha xi kwalifika ta wara l-gradwazzjoni xierqa u rikonoxxuta, dejjem jekk tkun qdiet dmirha b mod sodisfaċenti. Id-dmirijiet ta persuna fil-ħatra ta Statistician jinkludu: a) tassisti lis-segretarju Permanenti billi juża mudelli statistiċi biex issir analiżi fuq aspetti varji ta kontroll finanzjarju billi tintuża d-departmental Accounts System biex jiġu ċċekkjati fondi u jingħataw rakkomandazzjonijiet; b) tfassal metodi u proċeduri biex tinġabar data statistika permezz ta surveys, esperimenti u kwestjonarji; c) tużu teknika statistika u mudelli statistiċi biex isiru stimi, tbassir u analiżi; d) tikkompila rapporti statistiċi u analitiċi; Ministry for Transport and Infrastructure Post of Statistician in the Office of the Permanent Secretary within the Ministry for Transport and Infrastructure (Ad hoc approval dated 29th January, 2014) In accordance with clause 3.1(l) of the current Collective Agreement, nomenclatures importing the male gender include also the female gender. The Permanent Secretary, Ministry for Transport and Infrastructure invites applications for the post of Statistician in the Office of the Permanent Secretary within the Ministry for Transport and Infrastructure. Terms and Conditions 2.1 The salary for the post of Statistician is Salary Scale 10, that is, 17, per annum, rising by annual increments of up to a maximum of 19, A Statistician will progress to Scale 9 ( 18, x ,938.00) on completion of two (2) years service in the grade, subject to satisfactory performance. 2.3 A Statistician will be promoted to the grade of Senior Statistician in Scale 8 ( 19, x ,396.00) on completion of ten (10) years service in the grade of Statistician, or eight (8) years if in possession of a recognised and appropriate post-graduate qualification, subject to satisfactory performance. A Senior Statistician will progress to Scale 7 on completion of two (2) years service in the grade, subject to satisfactory performance. Duties 3. The duties of a Statistician include: a) assisting the Permanent Secretary by using statistical models to analyze the data on various aspects of financial control mainly by through the Departmental Accounts System to check funds and to give recommendations; b) designing methods and procedures for obtaining data through surveys, experiments and questionnaires; c) using statistical techniques and models for estimation, forecasting and analysis; d) compiling of statistical and analytical reports;

8 5654 VERŻJONI ONLINE Gazzetta tal-gvern ta Malta 19,252 e) tagħmel xogħol ta riċerka f materji ta natura statistika u żviluppi internazzjonali fil-metodoloġiji tal-istatisitika; f) tipprovdi d-data neċessarja biex jitwieġbu Mistoqsijiet Parlamentari; g) tassisti l-financial Control Unit fi ħdan il-ministeru billi; i. tiżviluppa tipi ta teknika għal ġbir u analiżi ta data għall-immaniġġar ta proġetti biex titjieb il-politika relatata; ii. tindirizza issues ta maniġġar finanzjarju u tagħti rakkomandazzjonijiet għat-titjib; iii. tistabilixxi metodi biex tinstab u titqabbel data taħt il-qafas tal-fondi tal-ue h) Twettaq dmirijiet oħra skont l-esiġenzi tas-servizz Pubbliku skont struzzjonijiet mogħtija mis-segretarju Permanenti Ewlieni. Rekwiżiti tal-eliġibbiltà 4.1 Sal-ħin u d-data tal-għeluq ta din is-sejħa għallapplikazzjonijiet, l-applikanti għandhom ikunu: (i) (a) ċittadini ta Malta; jew (b) ċittadini ta Stati Membri oħra tal-unjoni Ewropea li għandhom jedd għal trattament ugwali daqs ċittadini Maltin fi kwistjonijiet ta impjieg bis-saħħa ta leġiżlazzjoni tal- UE u dispożizzjonijiet ta trattati dwar iċ-ċaqliq ħieles talħaddiema; jew (c) ċittadini ta kwalunkwe pajjiż ieħor li għandhom jedd għal trattament ugwali daqs ċittadini Maltin fi kwistjonijiet ta impjieg minħabba li jkunu japplikaw għal dak il-pajjiż leġiżlazzjoni tal-ue u dispożizzjonijiet ta trattati dwar iċċaqliq ħieles tal-ħaddiema; jew (d) kwalunkwe persuni oħra li għandhom jedd għal trattament ugwali daqs ċittadini Maltin fi kwistjonijiet ta impjieg permezz tar-relazzjoni familjari tagħhom ma persuni msemmija f (a), (b) jew (ċ), skont kif hemm fil-liġi jew fil-leġiżlazzjoni tal-ue u dispożizzjonijiet ta trattati msemmija hawn fuq; jew (e) ċittadini ta pajjiżi terzi li jkunu ngħataw status ta residenti li joqogħdu għal żmien twil f Malta taħt irregolament 4 tar-regolamenti tal-2006 dwar Status ta Residenti li joqogħdu għal Żmien Twil (Ċittadini ta Pajjiżi Terzi), jew li jkunu ngħataw permess ta residenza taħt ir-regolament 18 (3) tal-istess regolamenti, flimkien malmembri tal-familja ta ċittadini ta pajjiż terzi li jkunu ngħataw permess ta residenza taħt ir-regolamenti tal-2007 dwar ir-rijunifikazzjoni tal-familji. e) undertaking of research into statistical issues and international statistical methodological developments; f) providing the data necessary to answer Parliamentary Questions; g) assisting the Financial Control Unit within the Ministry by; i. developing techniques in data collection and analysis within project management to improve policies; ii. addressing issues of financial management and give recommendations for improvement; iii. establishing methods for finding and comparing data within the EU funding framework. h) Any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary. Eligibility requirements 4.1 By the closing time and date of this call for applications, applicants must be: (i) (a) citizens of Malta; or (b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or (c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or (d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or (e) third country nationals who have been granted longterm resident status in Malta under regulation 4 of the Status of Long-Term Residents (Third Country Nationals) Regulations, 2006 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the Family Reunification Regulations, 2007.

Il-Korporazzjoni għax-xogħol u t-taħriġ għandha tiġi kkonsultata skont il-ħtieġa dwar din il-materja. (ii) ikunu kapaċi jikkomunikaw kemm bil-lingwa Maltija kif ukoll Ingliża; (iii) fil-pussess ta First Degree fl-istatistika, Matematika, Ekonomija, Accountancy, Finance jew Banking jew kwalifika xierqa, komparabbli u rikonoxxuta b kwalunkwe minn dawn id-dixxiplini bħala s-suġġett prinċipali tal-istudji. Kandidati b Honours Degree fil-public Policy, Sociology, Geography u x-xjenzi Soċjali l-oħra jiġu kkunsidrati, jekk ikunu temmew b suċċess il-modules tal-kors fil-matematika u/jew statistika u/jew ekonomija fi ħdan il-kors Universitarju. Kwalifiki li huma ta livell ogħla minn dak mitlub hawn fuq jiġu aċċettati għall-fini ta eliġibbiltà, sakemm dawn ikunu fis-suġġetti mitluba. Dawk il-kandidati li ma jkunux għadhom ġabu l-kwalifiki msemmija hawn fuq formalment xorta jiġu kkunsidrati, basta jipprovdu evidenza li ġew appovati għall-għoti tal-kwalifiki msemmija sal-ħin u d-data tal-għeluq ta din is-sejħa ghallapplikazzjonijiet. (iv) ikunu ta karattru morali tajjeb (applikanti li diġà qegħdin jaħdmu fis-servizz Pubbliku ta Malta jridu jippreżentaw is-service and Leave Record Form (GP 47); filwaqt li dawk li japplikaw minn barra jridu jippreżentaw Ċertifikat riċenti tal-kondotta maħruġ mill-pulizija jew awtorità oħra kompetenti mhux aktar minn xahar (1) qabel iddata tal-applikazzjoni, u jindikaw jekk qatt kinux impjegati tal-gvern qabel u jagħtu d-dettalji). 4.2 Tingħata kunsiderazzjoni xierqa lill-kandidati li, minbarra dak mitlub f paragrafu 4.1, għandhom esperjenza ta xogħol relevanti u ppruvata. 4.3 L-applikanti prospettivi għandhom jaraw iddispożizzjonijiet ġenerali marbuta ma din is-sejħa għallapplikazzjonijiet fejn jikkonċerna s-sottomissjoni ta dikjarazzjoni ta rikonoxximent tal-kwalifiki mingħand l- MQRIC, jew awtorità pertinenti oħra, kif applikabbli (ara l-link aktar l isfel).
