7 What happened in Oslo City centre and where? EMCC received the first distress call from the audience at Next 3 minutes: 80 emergency calls, answer-rate 50% Fragmented messages about the event: Something fell from a roof - many injured Building has collapsed Glass pieces in the head - many are injured Explosion. Work accident Unconscious people. Some seizures of a kind and location informations. It is at the end of Skippergaten A lot of other places Something exploded at the Government buildings.

8 Establishing damage-overview Organising the event in Oslo City Activating Disaster Alert at Creating Regions EMCC-function (R- EMCC) Notify the Joint Rescue Coordination Centre and other EMCC in Norway Monitoring event Implementing appropriate measures Provide information (through correct channels) in-line, and out through the Operations leader of the EMCC centre and the on scene commander for the ambulances Plan ahead, including for any new (terrorist) event Logging of activity

13 UTØYA Receipt of emergency calls and resource coordination At 17:28: "Shooting at Utøya-several people are lying down Work in the Oslo City is still in progress EMCC Buskerud (nabour EMCC) asks O/A for allout assistance incl helicopters, physical response cars, ambulances, motorcycle, busses and management support EMCC O/A releases all resources not in use to Utøya Challenges of IT tools in EMCC Not developed TETRA Public Safety Network creates challenges related to the cooperative communication
