3 The Offshore Wind Opportunity The planned investment of 100 billion in offshore wind over the next 10 years offers a huge opportunity for Scottish businesses. Scotland has the potential to benefit from this, the biggest opportunity since the pioneering days of offshore oil and gas. The established engineering expertise, offshore experience and coastal infrastructure Scotland possesses, together with the best wind resource in Europe, means the nation is well positioned to reap the benefits that offshore wind development offers. Both the UK and Scottish Governments are committed to huge increases in wind energy generation targets. Over the next 20 years the UK Government plans to achieve a 10-fold increase in wind energy generation as part of legally binding European targets for renewable energy. Scotland is aiming to produce 100% of electricity from renewables by 2020 to which offshore wind is expected to make the greatest contribuition. Over 6000 turbines will be sited off the UK coast including 1300 in Scottish waters. The rate of expansion is ambitious, nonetheless, the wind industry globally is accustomed to 20% annual growth and regularly exceeds projections for installed capacity. The UK is the global leader in offshore wind. Projections suggest that it will remain the largest market for the foreseeable future. The considerable interest shown by major European energy companies is confirmation that UK offshore wind is an attractive long-term investment....the biggest opportunity since the pioneering days of offshore oil and gas 3

4 Offshore Wind Key Facts Offshore Wind Licensing The Crown Estate is the independent landlord for the UK s seabed and is responsible for awarding offshore wind development sites through a series of licensing rounds. Up to early 2011, five separate licensing rounds have been undertaken Rounds 1 & 2, Round 1 & 2 Extensions, followed by Scottish Territorial Waters, and most recently Round 3. Round 3 In January 2010, 18 months after Round 3 was launched, the Crown Estate awarded exclusivity zone agreements to nine consortia formed together with Europe s major energy companies. The projects announced target generating capacity of 32GW which equates to a quarter of the UK s electricity needs. The Round 3 zones are likely to be made up of blocks of around 100 turbines. After several years of intense development activity the first of these is expected to be built in Two of the nine development zones are sited off the Scottish coast in the Moray Firth and Firth of Forth (Zones 1 and 2 respectively). These sites will have a combined generating capacity of 4.8GW. The largest zone awarded was Dogger Bank which is expected to yield 9GW of energy. 6 Offshore Wind Key Facts Scottish Territorial Waters In February 2009 the Crown Estate announced 10 development zones in Scottish Territorial Waters. Exclusivity agreements were signed by development partners for sites on both the east and west coasts of Scotland, which are expected to yield a combined generating capacity of 6.4GW. In May 2011 Scottish and Southern Energy pulled out of Bell Rock wind farm. As of May 2011, with the publishing of the Scottish Government s Blue Seas, Green Energy Offshore Wind Marine Plan, the offshore wind Scottish Territorial Waters sites of Kintyre, Solway Firth and Wigtown bay are no longer in the plan. The Scottish Government is also extending the size of expected yield per wind farm zone by 30%. Therefore the new total expected yield is 6.2GW The timescale for construction of Scottish Territorial Water development sites is likely to be similar to that of Round 3. 8 Offshore Wind Key Facts Rounds 1 & 2 Licences for Round 1 were awarded in April 2001, and Round 2 in December Round 1 was for relatively small sites close to shore, with a maximium of 30 turbines, consisting of 18 demonstration projects in 13 locations with a total generating capacity of 2GW. Round 2 consisted of 15 sites with a total generating capacity of 7GW. Three Round 2 sites are now operational Gunfleet Sands 2, Walney I, and Thanet and construction has commenced on a number of the other sites. As at January 2011 Thanet is the largest operational wind farm anywhere in the world. 10 Offshore Wind Key Facts Offshore Wind Supply Chain As the UK takes up the mantle of world leader in offshore wind, new commercial opportunities will emerge across a wide range of supply chain activities. The life of a windfarm can be divided into four main stages: Design Build Operate Decommission There are significant opportunities for Scottish companies at all four stages. The diagram below maps the supply-chain requirements over a typical windfarm development lifecycle. Some development partners may award two key contracts while others may award many more to cover the same scope of requirements. The diagram opposite demonstrates how a project could be divided into ten potential contracts. Construction typically takes place over two years with the foundations and cables going in the year before the turbines and offshore substation. 10

11 Opportunities for Scottish Businesses The planned development of over 30GW of offshore wind over the next ten years will provide huge opportunities for businesses across a wide range of activities. The supply chain map on page 10 shows a detailed mapping process of activities. Expenditure for a Potential Offshore Wind Development Project: Examples of key requirements for development, construction, operations and maintenance have been outlined below. Some of these overlap but they represent key processes and requirements. Development and consenting. This covers activities such as consultation and environmental impact assessment, site assessment including seabed and sea conditions and wind resource, and wind farm design. This makes up around 5% of the lifetime costs of an offshore wind farm. Turbine manufacture, which includes the turbine tower, the nacelle (which houses the drive train and generator) and the rotor (made from the blades and the hub). The turbine represents around 30% of the wind farm costs. Balance of plant manufacture, which includes the cabling, the on and offshore substations and the turbine foundation. Installation and commissioning, the processes needed to assemble the major components at the ports, cablelaying, and turbine and foundation installation. Operations and maintenance. This makes up 25% of the 20-year lifetime costs of a windfarm. The chart here shows relative expenditure percentage values for a potential offshore wind development project. The cost of building a windfarm at 2009 estimates was 3 million per MW excluding cabling and grid connections. The aim is to reduce this to around 2.5 million per MW. So, if the market grows as anticipated, the cost of building a 100 turbine, 500MW windfarm would be around 1.3 billion.
