8 2013 Major Changes in the Budget Department of Human Services salaries increase is primarily due to the new Juvenile Detention Center. $ 1.8 million in salaries are attributable to the JDC Facility which does not include fringe benefits. Insurances increases are primarily in health care appropriation of $ 1,150,000, prescriptions of $ 713,000, workers compensation of $ 175,000 and general liability of $ 565,000, still below the NJ Benefits plan. Education appropriation relates primarily to a $ 1.8 million increase to the County College. Deferred Charges and Statutory Expenditures increase of $ 1.9 million is due to the retirement systems of PFRS (Sheriff, Police and Prosecutor Investigators), as well as PERS (Public Employees). Employers share of the Social Security is also reflected. The increase of $ 2.5 million to Debt Service is a reflection of debt maturing in 2013 from past bond issues from 2003 to The refinancing that occurred in 2012 reduced this figure by $ 259,000, $ 2.4 million over the life of the bond issues. Patients in State Institutions reflects an increase of $ 1.6 million due to an increase of its residents in state facilitates. $ 1.3 million of this figure is offset by State revenue which is reflected in the anticipated revenue portion of the budget. A new item of $ 1.4 million for the Bergen County Improvement Authority, of which $ 1.2 million is for debt issued in 2005 and $ 200,000 is for operating expenses, is incorporated in the budget.
