4 National perspectives 2010 summer riots David Cameron commits to turning around 120,000 Troubled families by May 2015 Surrey is given a target of 1050 families to turn around Surrey considers the most effective way of working within its local communities
5 Surrey Working Together Agreement with all multi-agency partners at a strategic level to support the Family Support Programme aims and objectives Information-sharing procedures and protocols in place Agreement that District & Borough Councils were the natural place leaders Development of an evidence-based practice model based on research and experience nationally Clear practice policies and procedures Recruitment and appointment of local teams
6 Families meeting the criteria The government has defined the families eligible for funding through the Troubled Families programme as those who meet each of the following criteria: have children not attending school - +15% unauthorised absence, excluded pupils, etc; are involved in anti-social behaviour, e.g. young offenders, adults with Anti-Social Behaviour Orders (ASBO), families with an anti-social behaviour related housing order; and have an adult claiming an unemployment benefit.

Engage with families Offer hands on intensive support within the home Carry out a whole family strengths based assessment Bring together local services within the community who will be able to resource the family s needs Chair a meeting between family and professionals Family Action Plan outlining the roles and responsibilities of families and services to support the Plan towards positive outcomes

17 What does research say? Having a range of effective or even Rolls Royce services and interventions for children, young people and families is helpful. However to create the greatest impact they need to be combined with effective multi-agency systems to identify families who might benefit from more robust multi-agency wraparound support to build family resilience rather than dependence.

20 Working together to safeguard children March 2010 Safeguarding and promoting the welfare of children and in particular protecting them from significant harm depends on effective joint working between agencies and professionals that have different roles and expertise.... those at greatest risk of suffering harm and social exclusion, will need co-ordinated help from health, education, early years, children s social care, the voluntary sector and other agencies, including youth justice services.

27 Early Help Assessment Tool The Early Assessment builds on the principles of the CAF and feedback from the consultation It can be used effectively to holistically assess the whole family and agree a family action plan The Family Support Programme is piloting the use of the Early Help Assessment Tool The Early Help System is an electronic multi-agency tool to record, share and store work undertaken
28 Early Help Assessment Tool It is a safe and secure web based case management system It is being developed and configured with a range of committed partner agencies Phase 1 will go live on 1 st March 2014 and includes those working in the Family Support Programme How can you be part of this work?

Leads a single offer of local co-ordinated service to families through a Team around the Family. Arranges invites, chair and minute taker for 3 rd TAF onwards. Sends out minutes and record of Family progress to FSP Team Co-ordinates the delivery of a TAF agreed Family Action Plan. Monitors and reviews family progress until outcomes are met.
