1 2009 Press release 11 November 2009 Minister for Employment Sven Otto Littorin to speak at the Restructuring Forum in Brussels On Thursday 12 November, Minister for Employment Sven Otto Littorin will give the opening address at the 'Restructuring and the crisis'conference in Brussels. The conference is being organised by the European Commission and the aim is to discuss the consequences for employment in Europe of the rise in numbers of companies having to restructure their activities due to the economic downturn. The conference will provide an opportunity to discuss how companies, sectors and regions deal with the challenge of change and restructuring. Over 400 participants are expected to attend. 2 Press release 30 October 2009 Minister for Employment Sven Otto Littorin to visit newly appointed German Labour Minister Minister for Employment Sven Otto Littorin is to visit the newly appointed German Federal Minister for Labour and Social Affairs, Franz Josef Jung, for a bilateral meeting on Wednesday 4 November. Mr Littorin will visit Mr Jung in his capacity as Chair of the European EPSCO Council's work on employment issues. The visit will take place in Berlin. Those invited include politicians, experts, researchers and the social partners from EU Member States. 4 Press release 08 October 2009 Measures with reference to the Laval judgment The Government today made a decision on a proposal to be referred to the Council on Legislation concerning measures in response to the European Court of Justice judgment in the Laval case. "I am glad that we have found a solution that combines the Swedish labour market model with existing Community law in a well-balanced way. It is possible to retain the Swedish model while respecting Community law. We do not need to introduce a statutory minimum wage or extend collective agreements to be generally applicable. Swedish collective agreements constitute the standard regulation of conditions of employment for posted workers," says Minister for Employment Sven Otto Littorin in response to the Government's decision on the proposal to the Council on Legislation. The proposal to the Council on Legislation is based on the Laval report that was submitted to the Government on 12 December The proposed measures mean that certain conditions must be met before trade unions may take industrial action to bring about a collective agreement with a foreign company that posts workers to Sweden. The proposal also means that the Swedish Work Environment Authority must provide information on Swedish collective agreements that may be applicable when posting workers to Sweden. The new conditions for industrial action mean that the terms of collective agreements over which trade unions take industrial action must be taken from a Swedish central industry-wide agreement and may only regulate certain areas - such as pay, working hours and holidays. The trade unions must also take into consideration that the posted workers may already work on terms that meet Swedish standards, for example under a foreign collective agreement. 8 2007 Press release 03 October 2007 Ministry for Foreign Affairs Ministry of Enterprise, Energy and Communications Ministry of Education and Research Fifth Binational Commission Sweden - South Africa On Wednesday 3 October 2007, the fifth Binational Commission(BNC) will begin in Stockholm under the leadership of Deputy Prime Minister Maud Olofsson. The South African delegation will be led by Deputy President Ms Phumzile Mlambo-Ngcuka. Subjects to be discussed during the talks include peace and security in Africa, environment and climate issues, reforms and efficiency enhancement in the UN, HIV/AIDS, the crisis in Zimbabwe, the situation in Burma and other current African and international issues. Discussions will be held in three main areas: political, economic and pro-development issues. Various proposals for cooperation in third countries, joint projects and seminars will be discussed with a view to further strengthening bilateral relations and promoting trade exchange between Sweden and South Africa. The Deputy President will also be accompanied by a trade delegation. The Commission was set up at the initiative of the then Prime Minister Göran Persson and President Thabo Mbeki in connection with the major Sweden-South Africa event in The BNC is a framework involving policy instruments for broadening and deepening relations and provides a platform for regular dialogue and for identifying and implementing joint projects and programmes. The first BNC meeting was held in Stockholm in October 2000, when Deputy President Mbeki led the South African delegation. The last time the BNC met was in Pretoria in November 2005, when Deputy Prime Minister Bosse Ringholm and Deputy President Phumzile Mlambo-Ngcuka led their delegations. 10 Press release 08 May 2007 Ministry of Justice Press invitation: Seminar on trafficking and forced labour, 8-9 May Minister for Employment Sven Otto Littorin and Minister for Justice Beatrice Ask are hosting the Nordic Expert Seminar on Trafficking for Forced Labour, an expert seminar arranged at Rosenbad on 8-9 May The seminar is being organised by the Government Offices in cooperation with the OSCE, UNODC and ILO. After the seminar, the media are invited to a press conference. The Government has appointed a cross-ministry working group with the task of exploring the incidence of trafficking in human beings in Sweden and presenting proposals for a national action plan. The expert seminar is being arranged as a step in this exploratory work. Trafficking in human beings is a global phenomenon that occurs within and across national borders, irrespective of whether a state is a country of origin, transit or destination. Trafficking in human beings is believed to be one of the most profitable forms of international organised crime. Trafficking in human beings can never be combated by measures that are limited to the national level. Cooperation across borders between crimefighting agencies, social agencies, national and international organisations, and cooperation between agencies and organisations within countries are both vital to achieving success. The seminar is mainly targeting specially invited government officials and representatives of the social partners from the Nordic countries. The discussions during the seminar will concern four areas: 1. How can crime-fighting agencies and other parties become better at identifying victims of trafficking in human beings who are subjected to forced labour? 2. How can we in the Nordic countries work to reduce the demand for goods and services that have been produced by exploited workers? 3. How can we become better at identifying children who have fallen victim to trafficking in human beings and how can we best support and protect them? 4. How can we promote cooperation between crime-fighting agencies and the social partners and how can we use agency resources in the most efficient and effective way?
