1 Urban Institute Vice President of Human Resources and Chief Administrative Officer Washington, DC " Open minds, shape decisions, and offer solutions." -Urban Institute s mission statement The Urban Institute, a prominent nonpartisan economic and social policy research institution based in Washington, DC, seeks a dynamic, innovative and collaborative leader to serve as the next Vice President of Human Resources and Chief Administrative Officer (VP/CAO). Since its founding in 1968, the Urban Institute has produced unbiased analyses and reports that deepen public understanding of economic and social forces and inform debate about policy options, challenges, and opportunities. Urban is known for the relevance and rigor of its research, for innovations in analytic methods and modeling, and for producing objective, empirical guidance in support of policymakers at all levels of government. Urban is engaged in a multi-year effort to update its business infrastructure, systems, and processes with the capabilities to support leading business practices and technologies. Its goal is to provide employees with secure and timely access to the information to better predict, plan, monitor, and measure their work and make more informed business decisions. These efforts are critical to the Institute s strategic goals, including raising its relevance, visibility and impact on policy and practice. Reporting to the President and working closely with the Executive Vice President, the VP/CAO will be responsible for several major areas: Human capital: The VP/CAO will strengthen overall human capital management, including organizational talent recruiting, training, professional development, performance management, retention, benefits administration and other major HR policies for Urban s approximately 480 employees. The VP/CAO will play a leadership role in major institutional initiatives, including the development of career pathways and revised position structures as well as implementation of a plan to make Urban a more diverse and inclusive research organization. Urban has an excellent reputation for attracting top talent; the VP/CAO will systematically ensure deep and increasingly diverse pools of candidates and providing pathways for professional development and advancement. Systems modernization: The Urban Institute is making significant investment in internal systems. The organization recently introduced Workday software. Working with IT and the Workday committee, the VP/CAO will ensure this platform is utilized to its full potential. In

2 Page 2 of 7 addition, Urban is upgrading its enterprise resource planning (ERP) systems and preparing to launch a variety of other tools, such as Salesforce, aimed at improving the efficiency of operations and user experience. In addition to working with IT partners to oversee full Workday implementation in partnership with IT, the VP/CAO will play a leadership role in advancing the business systems modernization effort. Policy development and implementation: The VP/CAO will shape Urban s 21st century workforce through world-class policies, services, and programs. Working collaboratively with leaders across the organization, s/he will develop and implement an innovative shared vision for human resources and administrative services. The VP/CAO will also ensure that policies relating to other business domains are put into practice by helping units work together and monitoring progress toward implementation. The VP/CAO will also oversee routine business matters such as corporate insurance, state registration filings, and certain outside contracts (e.g. travel agent). Facilities and space: The VP/CAO will oversee facilities and space allocation. In addition, s/he will lead the effort to transition to Urban s new home at the expiration of the organization s lease. The Institute anticipates moving from its current location at some point in the next three years. The Urban Institute has retained Isaacson, Miller, a national executive search firm, to assist with this important search. Drawing on the organization s existing materials as well as conversations with Urban s leadership, researchers and administrative staff, this profile has been prepared outlining the characteristics of the ideal candidate. THE URBAN INSTITUTE: FOUNDING AND MISSION Founded in 1968 to understand the problems facing America s cities and assess the programs of the War on Poverty, the Urban Institute brings decades of objective analysis and expertise to policy debates in city halls and state houses, Congress and the White House, and emerging democracies around the world. Today, the Institute s research portfolio is wide ranging, from the social safety net to health and tax policies; the well-being of families and neighborhoods to trends in work, earnings, and wealth building. Urban s scholars have a distinguished track record of turning evidence into solutions. The Urban Institute conducts sophisticated research to understand and solve real-world challenges in a rapidly urbanizing environment. Urban s work engages communities at multiple levels city, state, and country as they gather data and evaluate programs. Urban Institute s scholars blend academic rigor with on-the-ground collaboration, teaming with policymakers, community leaders, practitioners, and the private sector to diagnose problems and find solutions. BUDGET AND ORGANIZATIONAL STRUCTURE The Urban Institute s work spans a broad array of national economic and social policy issues, includes research conducted for individual states and localities, and extends to emerging

Urban s operating budget totals $88.2 million in Federal government contracts provide about 48% of Urban's operating funds; private foundations another 27%; and nonprofits, corporations and corporate foundations, state and local governments, international organizations and foreign entities, individuals, and Urban's endowment the rest. Its Washington, DC-based staff of about 480 is led by talented research and administrative professionals with diverse backgrounds in academe, government, and the private sector. The senior management team includes the President, Executive Vice President & CFO, Senior Vice President for Program Planning & Management, Vice President for Communications, Vice President for Development, Vice President for Information Technology & Chief Information Office, Chief of Staff, Director of Contracts & Grants, Controller, Outside Counsel and the Vice President of Human Resources and Chief Administrative Officer. The research is done through Urban s policy centers, which report up to the President. These Centers include: the Center on Nonprofits and Philanthropy; Metropolitan Housing and Community Policy Center; Health Policy Center; Education Policy Center; Income and Benefits Policy Center; the Center on International Development and Governance; the Justice Policy Center; the Labor, Human Services, and Population Center; and the Low Income Working Families project. The Institute also houses the Urban Institute-Brookings Institution Tax Policy Center and the National Center for Charitable Statistics. THE VP OF HUMAN RESOURCES AND CHIEF ADMINISTRATIVE OFFICER The VP/CAO will guide human resources and administrative strategy, policies, and procedures. S/He oversees human resources activities, including employee recruitment and retention, compensation, benefits, employee relations, training and professional development, Workday integration, facilities and overall organizational development. The VP/CAO will develop, document, and implement best-practice human resources policies and procedures; develop and manage programs to ensure the recruitment and retention of an excellent and diverse workforce; ensure compliance with federal and state statutes on issues of compensation, benefits, employment practices, health programs, and payroll; and maintain effective institutional communication regarding human resources issues and practices. The VP/CAO directly oversees a staff of 17, a HR budget of $2.16 million, and a Facilities and Office Services Budget of $657,000. CHALLENGES AND OPPORTUNITIES FOR THE VP/CAO Provide visionary leadership for human resources and administrative services Urban seeks an administrative leader who will take a high-level view of the role of administrative services and provide a strategic HR perspective at an institutional level. Urban looks to create workforce development policies, processes, and support systems that are responsive to current needs, anticipate future requirements, and help advance the organization s mission. In developing new policies and practices, the VP/CAO will look at what is happening across the sector and find ways to adopt best practices. The VP/CAO will work collaboratively to

4 Page 4 of 7 define what HR can be and how it can be a strategic contributor to the greater good of the organization. Fortify administrative policies and communicate them clearly With a historically flat administrative structure, Urban is working to further develop and update overarching policies and procedures. Urban has developed committees on issues ranging from retirement and benefits to issues of diversity and inclusion to new systems implementation. To be successful, the VP/CAO will need to engage broadly across the Institute with a variety of a colleagues and stakeholders. The VP/CAO will partner with stakeholders to implement new or updated policies and procedures. Ongoing communication is critical to this effort, and the VP/CAO will need to proactively communicate as well as make sure that this office is the go-to place to deal with workforce related issues. Serve as the chief strategist for issues related to people The VP/CAO will be a knowledgeable generalist with a deep understanding of the various areas within Human Resources. S/He will provide advice and counsel on all administrative and human resources matters and will work closely with the appropriate parties to ensure that Urban is upto-date and legally compliant in its HR practices, that its policies and programs are forwardlooking, and that its workforce is being well developed. S/He will ensure the integration of human capital considerations in strategic planning and that key decisions fully consider the implications for Urban employees. Working with research and administrative leadership, s/he will seek creative and innovative approaches to recruiting, managing, retaining, and developing a highly qualified and committed workforce to advance Urban s goals. The Urban Institute launched the Career Pathways to Success Initiative in the summer of 2015 to comprehensively re-examine all job titles, career ladders, and compensation structure. The goals are to produce well-defined and well-understood job titles and career ladders that are consistent with the overall strategic plan, greater clarity and transparency about positions and how one moves up and/or across, and what it takes in terms of skills and achievements to advance one s career. As part of the initiative, Urban looks to better understand how current compensation levels relate to relevant market norms across different positions and fields. The VP/CAO will continue these efforts and implement the resulting recommendations. Promote, celebrate and increase diversity and inclusion throughout the workforce Urban s mission is to bring evidence to bear on challenges facing an increasingly diverse country, where inequities persist. To advance this mission, the organization must attract and support diverse identities, experiences, talents, and thought processes within the institution. The VP/CAO will play a leading role in ensuring people of all backgrounds feel

The organization will continue to examine its recruitment strategies and workplace policies, led by the VP/CAO, to ensure that the organization recruits affirmatively and embraces diversity. The VP/CAO will be responsible for ensuring that creative and proactive approaches that support increased diversity are pursued in recruitment and hiring and that Urban s policies and practices reflect its values of diversity, equity, and inclusion. The VP/CAO will work closely with other colleagues on diversity and inclusion, including senior leaders and a staff committee on diversity. Harness technology to improve organizational efficiency and human interactions The VP/CAO will join the Urban Institute at an exciting moment as the organization recently introduced the Workday operating system for HR and Recruiting. In addition to overseeing full Workday implementation in partnership with IT, the VP/CAO will play a leadership role in advancing the broader business systems modernization and integration effort. Urban is in the process of upgrading its enterprise resource planning (ERP) systems and preparing to launch a variety of other tools, such as Salesforce, aimed at improving the efficiency of operations and user experience. The VP/CAO will serve as part of an integrated leadership team in making sure that systems work together as effectively as possible and Urban is realizing the tremendous potential of the new software platforms by providing appropriate training. The VP/CAO also has oversight of a digital research library and half-time librarian. Ensure optimal use of Urban s physical space and lead a headquarters move The VP/CAO has oversight of a professional facilities team of seven people dedicated to providing exceptional service. S/He also has responsibility for the design and implementation of policies regarding space allocation and office assignment for an organization with multiple policy centers spread across four floors. The Institute s lease expires in 2019 on its current location: 2100 M St NW, Washington, DC. Working with other leaders at Urban, the VP/CAO will lead the process of identifying the space needs of the Institute. This VP/CAO will have a critical role at the strategic planning level and ultimately oversee the logistics and change management of the move, and possibly the build-out of the new headquarters. QUALIFICATIONS AND EXPERIENCE The ideal candidate for VP of Human Resources and Chief Administrative Officer will have a strong sense of executive leadership. S/He will embrace the research mission and unique structure of the Urban Institute. Candidates should possess exceptional integrity, maturity and flexibility. S/He must be a strategic thinker, a persuasive communicator, and an excellent mentor and team-builder and have a management style that is open and consultative. In addition, while no one candidate may possess everything listed here, the ideal candidate will possess some combination of the following qualities and characteristics:

6 Page 6 of 7 A seasoned administrator who is adept at managing multiple priorities, providing oversight but also the appropriate delegation of responsibilities and the efficient allocation of focus and attention; Experience with technology systems that support business processes; experience with Workday is a plus, as is previous experience working with organizations that receive government grants and contracts; A demonstrated record of employee engagement and customer service orientation to strengthen the workplace; Knowledge of federal, state and local laws and regulations and compliance issues pertaining to core HR functions and government contracts; Proven talent for the development and execution of long-term planning and strategy; A demonstrated commitment to diversity in all its forms; a track record of success in setting and achieving increased institutional diversity; The personal stature, credibility and maturity to earn the trust and confidence of scholars, researchers and all other colleagues; A well-honed sense of diplomacy, and a track record of navigating problem-solving with large, dynamic groups; Experience developing, refining, and administering institutional policies; The intellectual strength and curiosity to understand and appreciate the full range of research and policy pursuits of staff; Strong interpersonal skills with a history of forging relationships with multiple constituencies; Superb listening, interpersonal, and communication skills and political savvy; an ability to communicate complex information in accessible terms; Exceptional organizational skills with an eye for detail and commitment to follow-through; A bachelor s degree is required; an advanced degree in a relevant field is strongly preferred.
