1 1 TARIFF FOR ELECTRICITY SERVICES There are 2 mayor development of the electricity tariffs of The first relates to the position of resellers. The second relates to selling of electricity by consumers into the electricity grid. 1. DOMESTIC (a) (i) This tariff shall be applicable for supply to Private houses (ii) Dwelling-units which are registered under the Sectional Titles Act, 1971 (Act 66 of 1971); (iii) (iv) (v) (vi) (vii) Flats Boarding houses and Hostels; Residences or Homes run by charitable institutions; Premises used for public worship including halls or other buildings used for religious purposes. Caravan Parks (b) Four tariff structures are available, namely a prepaid, three part flat tariff and a three part seasonal tariff and a time of use tariff.

2 2 Resellers servicing the residential market will qualify for either the residential conventional or prepaid tariff, depending the supply structure to the ultimate costomer. 3 3 The social package will provide up to 150 kwh per month per family. The inclined blocked tariff applies since 1 July This means that City Power evaluates a client. There tariffs are much higher for the normal domestic client and we will migrate clients to the flat rate residential tariff. (c) (i) ii) (iii) Rules applicable to this item: A consumer whose capacity exceeds 100 kva,may on application, be charged in accordance with item 4 (Large customers). Due to capacity constrains everyone will be expected to take part in any of City of Johannesburg energy saving initiatives including among others Ripple Relay Smart meter. Customers who were classified as domestic consumers before 1 July 1999 may retain this classification until such time as their supply are modified or upgraded or their primary use of electrical energy changes.

5 5 (iv) All domestic customers registered under the Expanded Social Package, who consume 500 kwh or less quality for Life Line Tariff. (150 KWh free). If consumers use more than 500 KWh, prepaid tariffs apply. If the customer is disconnected, they may not build up a credit. Use it or lose it. Prepaid customers may collect their free electricity at vending stations. Free allocations are not redeemable for cash. (v) (vi) (vii) (viii) ix) Town house complexes, flats, cluster developments and the similar are also eligible for the Life line tariff. Change over from Three-Part Flat Tariff to Life line Tariff and vice versa is allowed and shall only be implemented after the required change over fee is received and shall only be phased in with the commencement of next billing cycle. If customer chooses to change over from the Three-Part flat or Life line tariff to the Three-Part seasonal tariff he is obliged to remain on the three-part seasonal tariff for a minimum period of 12 months before qualifying to migrate to another tariff option. If a domestic customer request for a tariff change. he should remain in that new tariff structure for a minimum period of 12 months before he qualifies to migrate to another tariff. Cost of migration between tariffs as per miscellaneous charges. Tenants in complex cannot apply for pre-paid meter, unless the whole complex agrees to install pre-paid. Installation of pre-paid meter is subject to City Power's approval. RESELLER S TARIFFS Resellers are not defined in terms of the tariff. It will therefore be all persons / entities who are responsible for bills who are used by other users. This will include landlords of single residential properties, flats, body corporates and cluster developments where there is a single City Power meter which must be split between the occupiers / owners. The summer rate is September through to April. Both months are inclusive. (8 month period) The winter rate is May through to August. Both months are inclusive. (4 month period) If the use is for Business purposes, the billing will be done on the applicable business tariff. 3. BUSINESS AND INDUSTRIAL This tariff shall be applicable to supply with consumption not exceeding 100 kva for purposes other than the purposes specified in item 1. If a customer request a tariff change should remain in that new tariff structure for minimum period of 12 months before qualifies to migrate to another tariff. Refer to cost of migration between tariffs as miscellaneous charges. kva OR DEMAND LARGE CONSUMERS This item shall be applicable to business consumers as contemplated in part 1.3 with supply capacities exceeding 100 kva and shall, on application, be available to all consumers with supply exceeding 100 kva. The excess reactive energy is determined using the billing period total.

16 16 (b) Minimum Demand charge determination The minimum demand charge payable monthly in terms of this shall be calculated using the greater of: (i) (ii) (iii) The measured demand: A demand of 70 kva A demand based on 80% of the average of the three highest demands recorded over the preceding 12 months. (c) (i) (ii) (iii) (iv) Rules applicable to this item Where a consumer can demonstrate a significant change in their usage of electricity a re-evaluation of the average minimum demand as determined in sub clause (b)(iii) may, on application, be undertaken once per annum. Consumers whose power factor is consistently below 0.96 shall be billed for reactive energy as specified in sub clause (b). Customers with supply agreements for a demand tariff, originally concluded before 1 July 1999, and ademand of less than 100 kva may, until further notice, continue to be charged on this tariff. Voltage Categories Low voltage : < 1000 V Medium Voltage : >1000 V and < V High Voltage : > V (v) The summer rate is September through toapril. Both months are inclusive. (8 Months). In 2014, it was changed to end in May (9 months). (vi) The winter rate is May through to August. Both months are inclusive. (4 Months) In 2014, it was changed to start in June (3 months).

17 17 TIME OF USE (a) (b) This item is available provided customer meets qualifying criteria for Time Of Use (TOU). The tariff is suitable for Large Power Users (LPU) consumers as contemplated in item 4.1 who elect to reduce their demand during peak and standard periods and who can reallocate all or part of their load by load management and load shifting capability, Subject to the provisions of clauses (b) and (c). (c) Rules applicable to this item: (i) (ii) (iii) (iv) A conversion fee equal to the actual cost of meter conversion and related cost. A service charge which would be voltage differentiated. A monthly R/kVA maximum demand charge. A R/kVArh charge for the kvarh incurred at the time the kva was incurred. This charge should ensure correct customer behaviour in terms of installing power factor correction equipment.

21 21 (v) (vii) A revenue neutral conversion surcharge to limit the revenue impact on City Power in the event ofcustomers converting to TOU pricing. Surcharge is based on the difference between existing customer tariff and TOU tariff taking into account the customers load profile. The time of use periods will be: Weekdays PEAK: 7:00 to 10:00 and 18:00 to 20:00 STANDARD: 6:00 to 7:00, 10:00 to 18:00 and 20:00 to 22:00 OFF-PEAK: 22:00 to 6:00 Saturday OFF-PEAK: All hours except standard hours listed below STANDARD: 7:00 to 13:00 and 18:00 to 20:00 Sunday OFF-PEAK: All hours All public holidays to be treated as Saturday with the exception of Good Friday and Christmas Day. Seasonality will be between May to August representing the winter months (4 months) and September to April representing the summer months (8 months). The demand charge payable for each kva of the maximum chargeable demand supplied during the month measured over 30 minutes integrating periods during peak and standard periods taking into account clause l.4(b) Voltage Categories Low Voltage: < 1000 V
