Support and justification: SOLAS chapter V, regulation 13, and also the fact that the tools at the disposal of the authorities in charge of AtoN are more and more complex and cannot be implemented without enhanced training.

20 IALA Risk Management Tools Each Contracting Government undertakes to provide, as it deems practical and necessary, either individually or in co-operation with other Contracting Governments, such aids to navigation as the volume of traffic justifies and the degree of risk requires. 23 PAWSA : Objective The purpose of PAWSA is to provide Authorities and waterway communities with an effective tool to evaluate risk and work toward long term solutions tailored to local circumstances. The assessment should identify solutions that are cost effective and meet the needs of waterway users and stakeholders. 23

28 1 What is IALA-NET? IALA-NET is a near real time AIS data exchange service through the Internet. It is a worldwide service only open to National Authorities who provide the AIS data from their own country. The service is intended to assist these Authorities to fulfill their duties regarding safety, security, protection of marine environment and efficiency of navigation.

29 2 What about the secrecy of ship movements? AIS is a broadcast system Already numerous traffic monitoring systems exist (shore based and soon, satellite based). National Systems Many countries Regional Systems HELCOM, North Sea, European / SafeSeaNet Global Coastal Systems MSSIS, AIS-Live, Lloyds MIU, IALA-NET

30 3 What are the reasons to create IALA-NET? Several private/commercial companies already monitor the maritime traffic on a global mode. However, traffic monitoring includes security, safety, protection of marine environment and traffic organization missions. These missions are part of governmental responsibilities and the information used by the Authorities in charge of the missions shall not be dependent of the sole private sector.

31 4 What are the benefits provided by IALA-NET? Here are some examples : Maritime safety Search and Rescue Marine investigation accident Improving efficiencies of navigation Security Illegal activity Traffic analysis Environmental monitoring

32 Construction steps of IALA NET IALA-NET will establish 3 server centers, evenly spaced in time-zones, to provide a 24-hour service. It will start 1 st July 2010.
