1 Notice of Race Plymouth La Rochelle 2016 A passion for Classic Yachts, unchanged since 1939 JULY 11ST TO 21ST 2016 Organising authority : Yacht Club Classique With the participation of the Royal Western Yacht Club, USAM-Voile and Musée Maritime of La Rochelle, under the patronage of the Yacht Club de France Plymouth La Rochelle is a regatta for Classic Yachts consisting of 2 races : 1) «Plymouth to Brest» race which will start from Plymouth on July 12th ) «Coupe des Deux Phares» race from Brest to La Rochelle which will start on July 19th The event is registered on the FFVoile calendar as Grade 4, n

2 1 GOVERNING RULES 1.1 The event is governed by the current issues of: ISAF Racing Rules of Sailing (RRS) for , International Regulations for Preventing Collisions at Sea (IRPCAS) between sunset and sunrise when they replace RRS part 2, FFVoile regulations for non-french competitors given in annex «Prescriptions» as applicable, FFVoile federal regulations, CCMA rules for Classic Yacht races, The rules Jauge Classique Handicap JCH, Notice to competitors. 1.2 In the event conflict between this translation and the original text, the French text shall prevail. Throughout the documentation relating to this event the words «yacht» and «boat» are interchangeable, the words «shall» and «must» are mandatory and the words «should» and «may» are permissive. 2 ADVERTISING As per ISAF Rule 20 (Advertising Code) as amended by the FFVoile ruling : yachts may be required to carry and display advertising banners and flags chosen and supplied by the organising authority. 3 ELIGIBILITY and ENTRY 3.1 Eligibility The event is open to all Classic Yachts longer than 7.50m of classes 1, 2, 3 as defined by the CCMA rule : a) Class 1 : Yachts designed before and built as one-off or in limited number but not mass produced by industry, according to the original design and without significant modification from the original state (significant modifications are changes of material for the hull, spars, keel and ballast or significant alteration to the sail and rigging plan) b) Class 2 : Yachts designed before and built as one-off or in limited number but not mass produced by industry, according to the original design but with one or more significant modification(s) to the original state. Replica built according to the original design drawn before c) Class 3 : Yachts designed between and , built as one-off or mass produced and compliant with the original prototype built

3 before Yachts designed and built later in the style and spirit of pre-1969 Classic Yacht are included in this classe. Sails must be assembled from stitched panels with visibly orthogonal weft and warp. Spars and boom can only be made of wood, aluminium or steel. Yachts built with sails, spars and boom in composite materials cannot participate in this event. 3.2 Entry Eligible boats must register on-line on the web site of the YCC before March 14th 2016, providing on-line all requested data. Additional documents can be sent in PDF file format as required. For logistic reasons, harbour berths and meal arrangements, the organising authority may refuse a late entry. The number of boats accepted is limited to 40. Entry acceptance will be based on the order of on-line pre-registration. One may enter for : the complete regatta Plymouth - La Rochelle or the Plymouth -Brest race or the «Coupe des 2 Phares» Brest La Rochelle Competitors will be required to provide the following documents confirming registration : For each crew member resident in France: Valid FFVoile licence with medical aptitude stamp or accompanied by a medical certificate statement of no counter-indication to competitive sailing issued in the last 12 months (a FFVoile licence can be obtained via the YCC on presentation of the required medical certificate) ; Parental autorisation for minors. For each non-french crew member or crew living outside France and not holding a current FFVoile licence: a document proving membership of a club affiliated to his national yachting authority; an insurance certificate for third party insurance with a coverage of at least 1.5 million euros ; Parental autorisation for minors. For the boat : JCH rating certificate ; an insurance certificate for third party insurance with a coverage of at least 1.5 million euros, valid for racing ; Signed completed check list of all safety equipment ; The autorisation to carry and display advertising, if necessary.

5 or, the participation in the Coupe des Deux Phares, mooring fees in Brest from July 13th to 18th and in La Rochelle from July 21st to 28 and participation of all the crew in the prize giving ceremony and drink in Brest and La Rochelle from July 11st to July 22 nd. 4.3 CREW MEALS Additional payment is required for crew meals (1 in Plymouth, 1 in Brest, 1 in La Rochelle) is normally charged in addition to the race entry fee at 23 par meal if reserved and paid before June 15th or 28 if paid later. Reservation or cancellation of meals will not be accepted after July 3rd SCHEDULE OF ENTRY AND RACING All times are local times (UT+2h in France, UT+1h in United Kingdom) July 11st :00 to 17:00 Verification of registrations documents at the club house of the Royal Western Yacht Club in Plymouth. 18:00 Briefing of skippers followed by a welcome drink at the RWYC 19:00 dinner at the RWYC for crew with reservations. July 12th 9:00 to 10:00 exit from Sutton Harbour Marina. 11:00 First signal for the Plymouth Brest race. July 13th and 14th Boats arrive in Camaret Bay July 14th July 18th July 19th July 21st July 22nd 10:00 to 11:00 boats all flags flying enter Brest harbour. 19:00 prize giving ceremony for Plymouth Brest. 20:00 Cocktail for crew members. 17:30 to 19:00 Verification of registration documents at the «Chantier du Guip» for boats entering only the Coupe des Deux Phares race (Brest La Rochelle). 19:30 dinner for crew with reservations. 08:00 to 09:30 Breakfast for crew and skipper's briefing for the Coupe des Deux Phares at the Chantier du Guip. 10:00 Departure for the Brest Douarnenez boat parade. 14:30 First signal for the Coupe des Deux Phares race. Boats arrive in La Rochelle Bay. 09:00 to 10:00 : Breakfast for crew at the YCC club house. 19:00 prize giving ceremony. 20:30 dinner for crew with reservations.

6 6 RACE INSTRUCTIONS 6.1 The general race instructions are available on the YCC web site Annexes to the race instructions will be distributed when registration is confirmed. 7 RACE COURSES Plymouth Brest race : start line in Plymouth Sound, free course to the arrival line in Camaret Bay Coupe des Deux Phares Brest - La Rochelle : start line off Cap de la Chèvre, keeping La Plate light house to port, arrival line in La Rochelle Bay, keeping Ouest Minimes cardinal Buoy to port. 8 SCORING and PRIZES 8.1 To validate the regatta, 1 race must be validated. 8.2 Corrected time will be calculated using the JCH Ftc of each boat based on Time over Distance. 8.3 An overall scoring (all classes merged) will be done for each race. 8.4 In addition to the overall scoring per race, an overall scoring of the regatta Plymouth La Rochelle will be done. 8.5 Each race will count for the CCMA annual result. 8.6 Each race will count for the annual Trophée Jean-Claude Langlois. 8.7 A prize will be handed to all competitors finishing the races.

7 9 SAFETY AND RADIO COMMUNICATIONS 9.1 Boats must be equipped with safety equipment for offshore sailing at more than 60 milles from the coast. (Division 240) 9.2 Boats must comply with ISAF Special Offshore Regulations OSR 3 with a life raft equiped with EPIRB beacon. It is recognised by the organising authority that classic yachts built before the introduction of ISAF OSR have difficulty in complying fully with the structural requirements of these rules. Owners of yachts which do not fully comply with the structural requirements are therefore required to endeavour to comply as fully as possible with the relevant requirements with particular reference to cockpits (reg 3.09), companionways and hatches (reg 3.08), and pulpits, stanchions and guardrails (reg 3.14). 9.3 In the exceptional case of a boat which does not have pulpits, stanchions and guardrails compliant with OSR, it may be allowed to participate only if : (1) the owner has applied for a Special Dispensation ; (2) the owner or skipper signs the following declaration : «The owner/skipper declares that his boat is in good condition and suitable for navigation and that the crew will be fully briefed before each race on MOB drill and the importance and correct use of safety harnesses and lifejackets, that they will be required to wear and use them and be clippe on the clipping points or jackstays at all times while on deck when the vessel is underway before, during and after the race and special attention has been given to the correct use and placing of jackstays and static clipping points». 9.4 To facilitate the preparation of boats, a list of mandatory or highly recommended equipment is available on the race web site. This list is an aid and does not engage the reponsibility of the organising authority as to its full compliance with Division 240 or OSR 3 ; 9.5 Competitors must assist boats and people in peril ; 9.6 Competitors must do everything possible to avoid collision with other boats ; 9.7 All boats must be equipped with a fixed and working 25W marine VHF radio. Competitors must keep VHF watch and respond accordingly to daily security calls at times which will be precised during the briefing. 9.8 All competitors must keep VHF watch on the race VHF channel to receive and respond as necessary to instructions of the race committee ;

8 9.9 Crew are required to wear lifejackets whenever the committee boat displays the «Y» flag or whenever requested to do so by the race committee on the VHF race channel; 9.10 Except in case of emergency, competitors must not transmit or any receive radio signal which cannot be received simultaneously by other competitors while racing. This restriction applies also to mobile phones and other wireless telecommunication means. 10 DECISION to RACE Rule 4, Chapter 1 of the Racing Rules of Sailing states : «the reponsibility for a boat's decision to participate in a race or to continue racing is hers alone». Consequently, by accepting to participate in or stay in the race, the competitor releases the organising authority from all responsibility in case of corporal and/or material damage. 11 OTHER INFORMATION TO COMPETITORS At anytime during the regatta, the official measurer will be authorised to verify the rating or re-rate a boat. 9 ANNEXE AUX PRESCRIPTIONS FEDERALES FFVoile Prescriptions to RRS Applying to foreign competitors RRS 64.3 The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. RRS 67 Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and will not be dealt by the jury. RRS In such circumstances, the written approval of the Fédération Française de Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the event. RRS 78 The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat comply with the equipment and security rules required by the laws, by-laws and regulations of the Administration. RRS 86.3 An organizing authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. RRS 88 Prescriptions of the FFVoile shall be neither changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)). RRS 91 The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such notice of approval shall be posted on the official notice board during the event.
