3 CALL FOR PAPERS AND PARTICIPATION - P. 3 > About the European Summer School Since the registration of the Val de Loire on the UNESCO World Heritage List in November 2000, the Universities of the Val de Loire have been considering how best to publicise, protect, develop and manage this heritage by capitalising on the good practice which has grown out of local, national and international experience. These deliberations, which have taken place during the last three sessions of the European Val de Loire World Heritage Summer School, brought about the creation of an International rivers and heritage institute, an institution which is a source of expertise and interchange. It is supported on a local level by the associated universities and communities of the Val de Loire and on an international level by UNESCO will see the launch of this new structure for education and learning, which has been created to bring together the skills which have been developed in the Val de Loire in terms of the management of the heritage of river corridors and to make this learning and know-how available to all on both a national and an international scale. These Summer School sessions have successively addressed the different thematics which will become the de facto areas of expertise of the future institute, such as training in national heritage management (2001), integration of risk culture in our way of life (2002), living in a heritage environment (2003) and the relationship between heritage and the economy (2004). The theme chosen for this year is the identification, protection and promotion of our river heritage. > Issues Because of the size and linear nature of the areas concerned, rivers, taken in the context of the corridors in which they exist, offer an exceptionally rich and diverse range of situations both in terms of their natural and cultural aspects, as well as on a broader societal level. Interactions between society and the environment are therefore particularly complex: river corridors are spaces where nature (the river and the species of flora and fauna which depend on it) and man and his activities (the valleys having served as a vector for human occupation over a long period) are constantly competing with each other. Are these places necessarily richer in terms of heritage than others? What specific types of heritage do they support? Is this heritage natural (e.g. biological or geological), archaeological, built, tangible or landscape, or also intangible or imaginary? Are these types of heritage more vulnerable than others, and if so, in what way? More generally, is it possible to identify characteristics specific to the heritage associated with rivers? Furthermore, the river has its own natural geography which is rarely in step with the institutional geography built up over the course of time. The gap between the two is a source of difficulties in terms of managing and maintaining the quality of heritage in these areas. Which institutions make it possible to protect the heritage specific to river corridors? Which forms of legal protection, partnerships, land-use measures or incentive schemes appear to be most effective? Finally, the notion of heritage associated with rivers leads us to rethink the ways in which this heritage is promoted. Starting from the basis of promotion in terms of sites (limited, sporadic promotion), should there be a move towards promotion on a larger, linear scale? Which specific tools, processes, and key players would be mobilised in so doing? More generally, what can we learn from experiments in large-scale heritage management (whether associated with river corridors or not) and their analysis about how to carry out effective heritage management? These are the questions to be examined at the fifth Val de Loire World Heritage site Summer School. The event will, naturally, treat the question of heritage in its widest sense: tangible (including buildings and monuments) and natural but also intangible heritage.
4 CALL FOR PAPERS AND PARTICIPATION - P. 4 > Proposed topics Two areas for study have been identified: firstly the natural and landscape heritage associated with the river, and secondly the urban and industrial heritage associated with the river. These will be analysed in the light of three main perspectives chosen for this summer school: identification, protection and promotion. Based on these two areas, six main themes have been identified and these will form the basis of the summer school s lectures and publications. > Theme A: River heritage: identity and specific characteristics This theme will highlight the specific characteristics of the river corridors approach in terms of both existing heritage and what is produced, but also with regard to the methods by which this heritage is identified and assessed. What is river heritage? How is it defined? How can it be assessed in qualitative terms? This will include accounts of experiences and analyses from different disciplines (geography, biology, history, art history, sociology, economics, etc.). - Theme A1: Identity and specific characteristics of the natural, environmental and landscape heritage of rivers - Theme A2: Identity and specific characteristics of the cultural, urban and industrial heritage of rivers > Theme B: River heritage: protection and vulnerability Rivers are restricted spaces where natural (water, sediments, fauna, flora) and anthropic elements (buildings, social and cultural activities) are in close contact and constant competition: it is a jealously fought-over space. Does this rivalry engender vulnerability in the natural environment, animal or plant populations, human activities or natural resources? How can this vulnerability be assessed in quantitative and qualitative terms? What protection systems have been or need to be put in place? How can different levels of protection be implemented on the scale of a vast area? Views from a wide range of disciplines, including a legal perspective, are expected, along with analyses of experiences, particularly at the international level. - Theme B1: Vulnerability and protection of natural, environmental and landscape heritage - Theme B2: Vulnerability and protection of cultural, urban and industrial heritage > Theme C: River heritage: promotion Throughout the world, policies implemented on a national or regional scale are today highlighting ways of promoting and developing heritage in economic terms; this applies principally to policies for developing tourist and/or cultural activities based on attempts to use heritage to mediate. In terms of these diverse aspects, river corridors constitute specific experimental spaces by virtue of their linearity and extent, and these can lead to a tangle of public policies implemented on many institutional levels. What types of partnership and what methods of coordination between key players and instruments can this type of space support? Against this background, how can heritage be both protected and promoted in a coherent manner and on a wide spatial scale? These questions will be approached from a European and more broadly international perspective, in order to allow an understanding not only of the issues facing developed countries, but also those facing developing countries. - Theme C1: Promotion of natural, environmental and landscape heritage - Theme C2: Promotion of cultural, urban and industrial heritage
5 CALL FOR PAPERS AND PARTICIPATION - P. 5 In addition, a further theme will tackle questions concerning heritage in estuary areas, contact zones between freshwater and seawater areas, crossing points where inland areas come into contact with the marine environment, transitional zones between the linearity of the river and the breadth of the ocean. > Theme D: Estuaries and their heritage > Organisation of sessions: provisional programme The programme is subject to change depending on the work of the Scientific Committee and the responses to the call for papers. Five themed days are planned. An initial proposal for the Summer School programme is as follows: themes A1, B1 and C1 will probably be covered in the earlier part of the week (Tours), and themes A2, B2 and C2 in the second half of the week (Nantes); theme D will be covered on the final day (Nantes). In addition, the Summer School will offer both some major events, bringing all participants together, alongside the working sessions (workshops and round table discussions). This flexibility is essential to allow periods for more intensive work with researchers, professionals and students, whilst maintaining a common framework for reflection. > Field trips Field trips will be organised to illustrate the thematic session in the conference centre, providing essential back-up for the theoretical work. During the five days of the Summer School, one day is planned for field trips in the Val de Loire > Those concerned The Summer School is aimed at several different groups: - French and foreign research lecturers of different disciplines linked with the theme. - Students from French and foreign universities who are working on the same issues. ECTS credits will be granted to students taking part throughout. - The group of actors and concerned professionals (public decisionmakers, politicians, competent authorities, associations, professionals working in the field of tourism, culture and heritage, including craftsmen and industrials). > Access to information and recognition The activities taking place as part of the Summer School will be featured in special sections on the websites of the University of Tours, partner universities and the Val de Loire Mission. These can be freely consulted by interested parties and will provide information on the programme, participants and organisation. The proceedings of the Summer School will form the subject of a later publication.

The event will be organised jointly by the universities of Tours, Nantes, Angers and Orléans and the Catholic University of the West, and by the Val de Loire Mission, an interregional association bringing together the Centre and Pays de la Loire regions, through the International Institute for Rivers and Cultural Heritage, henceforth an internal department of the association. For 2005, the launch year for the International Institute for Rivers and Cultural Heritage, it has been decided to highlight the linear nature and extent of the river by organising a touring event.
