Summary of the broad purpose of the position, in relation to organisation goals: The Senior Project Manager is accountable to the Manager, Capital Projects for: providing management in the professional delivery of capital projects including development of specifications and contractual documentation and contract management of various Public Transport Services projects providing procurement activities and contractor management, stakeholder consultation and delivery of site works in line with agreed financial budget and timelines promoting and undertaking safety and risk assessments in compliance with legislative requirements and engineering standards providing advice in relation to planning, investigation, research and development of Public Transport Services infrastructure which results in the achievement of the Department s corporate goals of delivering an efficient, on-time and safe transport system. 2. Reporting/Working relationships The Senior Project Manager: reports to the Manager, Capital Projects has indirect safety responsibility for a variety of staff employed on project site works collaborates with all members throughout Public Transport Services, and is required to co-ordinate multi disciplinary groups of staff, consultants/contractors and/or stakeholders relating to capital projects liaises and forms collaborative relationships with internal customers, external service providers such as contractors, unions, Government Departments and external Agencies. 3. Special Conditions The position is located at Mile End Depot. Some out of hours work and intrastate travel involving overnight absences may be required. A current Driver s Licence is essential. 1
2 4. Statement of Key outcomes and associated activities 1. Manage the delivery of various Public Transport Services capital projects up to a value of $10 million in accordance with project specifications and timelines by: a) delivering projects to specified time, cost and quality requirements by undertaking all aspects of the project including concept, design, implementation and completion phases b) establishing and implementing appropriate Safety Management systems for all projects c) overseeing all site activities in compliance with Public Transport Services requirements and contractors safety plans d) overseeing the quality management of all site works and managing contractors on site e) clarifying technical aims to establish project scope and managing variations to project scopes to enable project deliverables to be achieved f) monitoring and reporting project progress, foreseeing problems and implementing corrective action to maintain objectives g) contributing to the completion of the Projects Group annual project program, including the provision of project progress reports and forward estimates h) managing the development and implementation of project plans, including programs, budgets and cash-flow monitoring, communications planning and risk management planning i) developing project specifications, managing procurement activities and contractors j) preparing statutory approvals, including all associated preparatory activities and consultation k) evaluating tenders and preparing submission recommendations for awarding contracts to successful tenders l) coordinating the ongoing integrated delivery of project elements which contribute to the overall successful implementation of the project m) representing Pubic Transport Services on various issues relating to designated projects by: - participating in related meetings, committees forums - participating in negotiations where matters pertaining to the project requirements are identified - managing all stakeholder requirements n) managing the appraisal of any changed engineering requirements, negotiating claims, variations, extensions of time, and coordinating any disputes 2. Manage the provision and maintenance of a safe working environment within the Projects Group by: a) exercising responsibility required in accordance with the Work Health & Safety Act 2012 (SA) and Regulations - accident reporting, debriefs and follow-up investigations - establishment and continued maintenance of safe work procedures and work instructions - regular scheduled safety audits and inspections - recognising, recording and using hazardous materials and chemicals with due care - identifying, and recommending remedial actions as appropriate b) exercising responsibility required in accordance with the Rail Safety National Law (SA) 2012, policies, procedures and systems in the design and management of rail assets projects c) supporting the investigation of Hazard Logs raised by Projects Group staff or other Public Transport Services staff d) promoting and maintaining a safety culture leading to zero incidents and injuries for contractors employed at site works. 3. Promoting and contributing to safe systems of work, assessments of risks, and the development of a quality management system in compliance with legislative requirements and engineering standards by: a) mitigating and managing all the risks for designated projects, focusing on safety, security and environmental risks in accordance with plans and timelines b) actively participating in the identification and implementation of strategies to control all relevant risks including holding risk workshops as necessary 2
3 c) overseeing work practices to enable compliance with relevant rail safety, WH&S, EEO and environmental legislation, regulations and relevant Australian Standards and adherence to Public Transport Services policies, procedures and practices d) reporting of notifiable occurrences and environmental incidents e) conducting and auditing safety processes and procedures of contractors f) fostering the continuous improvement of all work practices in accordance with quality principles. 4. Manage the financial control and achievement of capital projects budget outcomes by: a) compiling and quantifying project task breakdowns to establish draft project budget estimates and reporting and analysing expenditure b) managing change within the budgets of assigned projects that arise from evolving engineering, material and labour requirements c) implementing corrective action to ensure that the delivery of assigned projects remains within project budget d) exercising financial management accountability for the funds allocated to specific capital projects and conformance to Public Transport Services policies for delegations, authorisations and capital expenditure e) justifying particular project methodologies by undertaking economic evaluation and cost-benefit analysis. 5. Providing leadership and specialist advice in the successful management of projects that aid in the development of Public Transport Services infrastructure by: a) providing leadership and direction to contractors and internal staff that enable projects to be effectively undertaken including the prompt addressing of changing priorities and situations b) contributing to the development and implementation of new and innovative practices, procedures, processes, technologies and strategies c) managing resources to maximise business outcomes and achievement of successful project outcomes d) providing advice in relation to planning, investigation, research and development of Public Transport Services infrastructure e) supporting the implementation of Public Transport Services Performance Management and Development system f) coaching and mentoring other team members as requested by the Manager, Capital Projects. 6. Contributing to the development of a customer focussed service and a positive corporate image through the instigation of communication and consultation with stakeholders by: a) implementing communication processes which allow relevant and timely transfer and sharing of relevant information to all stakeholders b) overseeing the information dissemination and communication processes across all levels of Public Transport Services including regular liaison with internal and external stakeholders for the designated projects c) liaising with stakeholders with regard to all aspects of project planning, design and construction d) building and maintaining relationships with contractors e) maintenance of good working relationships with Executive Management, staff, unions and the general public. 7. 4 PERSON SPECIFICATION 1. Essential Minimum Requirements 1. Educational/Vocational Qualifications 2. Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Experience in project management, including the use of project management tools and techniques and financial and schedule management packages with a knowledge of standard project and contract management techniques. b) Relevant demonstrated experience in the successful delivery of technical and/or engineering based projects including experience in the investigation of a range of engineering and project issues and proposing suitable resolutions, utilising analytical skills to logically analyse an array of complex information. c) Strong working knowledge of legal and statutory requirements related to contracts and projects including knowledge of relevant government policies, practices and operations. d) Experience in construction site management. e) Proven highly developed interpersonal and communication skills including the ability to: communicate effectively with a range of stakeholders at all levels work effectively, liaise, and consult with stakeholders internal and external to the Agency proven ability to prepare/present clear and concise progress reports with appropriate recommendations manage conflict and successfully negotiate in a commercial environment problem solve and make decisions with respect to project management issues. f) High level ability to work independently, with a record of strong performance in identifying performance outcomes, planning activities and setting priorities to achieve objectives and meeting deadlines for large projects, often in a context of competing priorities and expectations. g) Demonstrated commitment to the principles and practices of Equal Employment Opportunity and Ethical Conduct, and an understanding of, experience in, and ability to manage to the spirit and principles of the Premier s Safety Commitment and the legislative requirements of the Work Health & Safety Act 2012 (SA), utilising AS/NZS 4360 Risk Management, or to an equivalent set of standards. 4
