1 JOB ANNOUNCEMENT NETWORK ADMINISTRATOR The Position: Central Oregon Intergovernmental Council (COIC) is seeking a skilled, talented candidate interested in joining our IT Department. Ideal candidate must be a self-motivated, security-focused, results oriented individual who will apply their technical expertise, good judgment, tact, and innovation to solve often complex issues, and propose new solutions in an effort to maintain the reliability, productivity, and efficiency of COIC s network. The Network Administrator will work closely with the IT Manager to accommodate the IT needs and requirements of all COIC programs and share a critical role in the IT Department team, which is responsible for the administration of the multi-building, multi-city COIC integrated network, and other computer and electronic systems within the organization, and will provide technical support to staff across COIC, acting as COIC s first technical support channel and escalating where necessary. The Network Administrator will also be responsible for performing deployments of new workstations and software, updates, and customizing workstations to meet program specific requirements; be responsible for proper disposal of obsolete or non-functioning equipment; assist in support of Active Directory services, file services, network security, and play a key role in COIC network oversight, and may also participate as a member of leadership and operations teams in an advisory role, and serving on other designated teams which may or may not be related to IT. Summary of Major Duties and Responsibilities (See complete job description on the COIC website: Desktop / Host Deployment: Setup, install, maintain, and support computer workstation hardware, software, and accessories. Network Administration: Work with the IT Manager when deploying new technologies, performing network administration tasks, and deploying new software and hardware technologies; act as the IT Manager s primary backup when managing COIC s network, and provide redundancy in the event the IT Manager is not available; may often work on complex solutions over the phone, or with direction; will perform all preliminary employee setup, and tear down tasks for and domain services Desktop Support: Act as COIC s first and primary support channel, and escalate to the IT Manager if necessary. Diagnoses and resolves hardware and software issues as necessary. Performs remote desktops screen sharing and remote support. Task Management: Researches solutions, services, vendors, products, and other material at the request of the IT Manager. Conducts certain special tasks, such as special installs or other processes at the IT Manager s request This position reports to the IT Manager.
2 The Candidate: High School Diploma or GED and any one of the following credential sets: At least 5 years of combined education and applicable professional experience with coursework in computer support, networking, repair, software fundamentals, technical writing, research, business communication, and at least 1 or more industry certification such as A+ or Network+, or satisfactory completion of the A+, Network+, CCNP, or other certification prep courses and will obtain at least one certification within 6 months of being hired. Associates or related Technical Degree in Computer Information Technology or Information Systems, Computer Support, Networking, or related field and at least 3 years professional experience in computer repair, technical support, or related consumer or commercial technology field. This position also requires the following Essential Knowledge, Skills and Abilities: Ability to identify, troubleshoot and resolve complex issues and development long term solutions Experience with current workstation operating systems including Windows 7 Intermediate MS Office experience Advanced MS Windows experience with fundamental understanding of Domain Host/Server Relationships Knowledge of routers, firewalls, and network hardware Knowledge of desktop workstation components Knowledge of diagnostic theories that lead to isolation of issues and resolution Knowledge of workstation deployment Disciplines of computer repair, including proper installation of components and understanding of ESD Ability to speak professionally, and translate technical jargon into simple, generally understandable language Ability to research, search, and discover solutions via internet resources such as Google, MSDN, TechNet, and Stack Exchange, and construct search terms and phrases that achieve desired results Ability to perform long, often repetitive tasks, while staying focused on the objective and meeting productivity requirements Ability to manage stress Willingness to work extended hours where necessary and approved, or be on call during special situations or circumstances such as new technology deployments, or occasionally adjust shift to ensure availability after such deployments Ability to work on an IT team, and understand the duties and priorities of each member of that team Ability to learn, adapt, and evolve with the IT needs of COIC Ability to add subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability in communication and interpersonal relation as applied to interaction with coworkers, supervisor, other providers and agencies, sufficient to exchange or convey information. 3 Compensation: The salary range for this position is a Grade 8. The wages are $4,053 per month to start. Be responsible for performing deployments of new workstations and software, updates, and customizing workstations to meet program specific requirements. ESSENTIAL JOB FUNCTIONS (general % of work time) 35% Desktop / Host Deployment: Setup, install, maintain, and support computer workstation hardware, software, and accessories. Maintain and support telecommunications equipment, printers, copiers, or other electronic resources or coordinate with vendors to provide these services where applicable. Assist in preparation of conference room equipment, projectors, and computers for administrative and staff events. Troubleshoot and resolve complex issues with deployed technologies. Perform host configuration and end-point setup to ensure all devices function properly on COIC s network infrastructure. Install and manage security and threat detection software. 30% Network Administration: Works with the IT Manager when deploying new technologies, performing network administration tasks, and deploying new software and hardware technologies; will act as the IT Manager s primary backup when managing COIC s network, and provide redundancy in the event the IT Manager is not available; may often work on complex solutions over the phone, or with direction; will perform all preliminary employee setup, and tear down tasks for and domain services; will consult with the IT Manager regarding security levels and access restrictions; should be ready and willing to execute complex IT assignments; will act as a member of the HIPAA Security and Privacy Team; will participate in a rotating oncall responsibility, and will assist in after-hours or non-production deployments, upgrades, and technology roll-outs. IT and Network Administration tasks may vary in COIC s ever-changing, growing, dynamic, and evolving IT infrastructure. Responsibilities are more likely to increase than decrease over time. May participate in certain operations, administrative, or management meetings, or be assigned non-typical tasks that fit the Network Administrator s technical expertise, such as training or assistance/participation in events or other special tasks by administrative or managerial staff. Some tasks may not be related to IT, but fit qualities or character of the employee. Must have the ability to communicate effectively both in writing and verbally. Ability to write professional, courteous and/or empathetic s Must have the ability to work independently and effectively as well as within a team environment Utilize effective time management and organizational skills. Valid driver s license and access to private vehicle or equivalent means of transportation Physical Requirements: Mobility to work in a typical office setting; frequent walking, standing, and stooping. Ability to lift and move computers and peripherals (up to 25 pounds) on a regular basis. Manual dexterity sufficient to manipulate a variety of small hand tools used to install, test and diagnose computers, wiring and equipment.
