2 The world s most modern toll collection system started on schedule in Slovakia Around 240,000 on-board units (OBUs) of the Sitraffic Sensus Unit type are busy collecting toll data for the Slovakian tolling system. Their special advantage: They can also be used in crossborder traffic. Within only 11 months, Siemens implemented a fully operational satellite-based Sitraffic Sensus toll collection system in Slovakia without a single toll gantry or toll booth. Besides 600 kilometers of motorways, the system covers a total of 1,800 kilometers of first-class roads. Its flexibility allows the adaptation of parameters at any time and during ongoing operation, including changes or additions to the tolled road network made easy by over-the-air update functions. The whole network will be expanded for more than kilometers. Cross-border interoperability is also an important criterion because Slovakia has a relatively small geographical surface and is surrounded by five neighboring states: Austria, Poland, the Czech Republic, Ukraine and Hungary. Our solution is perfectly prepared for future cross-border toll collection because our fully EETS-compatible Sitraffic Sensus Unit is suitable for use in many European countries. After all, Siemens can build on more than a decade of experience in developing GNSS OBUs, with the third generation already in daily use on the road. Profitable from the start Special customer benefit: From day one, the system has been fulfilling its role as an important source of income for refinancing the country s complex transport infrastructure. In 2010, the first year of operation, revenues already exceeded 140 million and have risen continually ever since, with motorways and expressways contributing about 65% of the revenues, and the remaining 35% being generated by national (and transit) roads. On December 31, 2010, a total of 188,885 on-board units (OBUs) of the Sitraffic Sensus Unit type were registered for use with the system, more than 66% of which were installed in foreign vehicles. The numbers confirm the validity of the decision to include first-class roads, first and foremost because it helped prevent the shift of heavy transport from motorways to the well developed network of national roads. If the toll system had covered only the motorways, toll evasion traffic would have been inevitable with all negative side effects. Leading-edge technology at an advantageous price As a satellite-based toll collection system, Sitraffic Sensus offers the advantage of fully automated processes of toll data identification for later toll calculation instead of at expensive toll gantries or toll booths. The on-board unit uses GPS satellite signals to continually determine the vehicle s position, and GSM mobile radio technology to pass the data on to the control center. The software checks if the vehicle is driving on a tolled road section and if so, calculates and invoices the applicable toll fee on the basis of the pre-defined tariff. This makes the technology especially cost-effective on extensive and complicated tolled road networks because it requires no roadside infrastructure except toll monitoring devices. For the Slovakian authorities, this was the decisive selling point since, in the case of alternative toll collection technologies, the complicated layout of the existing road network would have required much heavier investments, for instance in toll booths or gantries. What is more, with Sitraffic Sensus, additional roads sections can be included in the toll system within mere weeks. Such an expansion involves only the adaptation of the software, which is then transmitted by Sitraffic Sensus Server to all OBUs as an update during ongoing operation. No roadside construction required! 2
3 Sitraffic Sensus: The key components and how they work together The satellite-based Sitraffic Sensus toll collection system in Slovakia encompasses the following components: the Sitraffic Sensus Unit OBUs, the Sitraffic Sensus Server software system and a microwave module for toll monitoring and enforcement. Installed in every vehicle subject to the toll, the OBU collects the relevant data. An integrated map of all tolled Slovakian roads allows the OBU to determine if the vehicle is driving on a tolled section. The Sitraffic Sensus Server software system provides the link between the OBUs in the vehicles and the IT backend of the system operator SkyToll. Sensus Server collects the data from the OBUs, controls the secure communication with the IT back-end and makes sure that the central system is provided with all data needed for further processing. In addition, it passes software updates on to the OBUs. For toll monitoring purposes, a microwave module is integrated in the OBUs. High-level data security The positioning data of each vehicle and the number of kilometers driven on tolled roads are transmitted to the toll calculation solution in encrypted form and made available for billing purposes. Sophisticated encryption algorithms protect data privacy and prevent tampering with the data that are required for toll calculation. In addition, the transferred data are tagged with an electronic signature that allows their unambiguous allocation to the user. Effective toll enforcement The on-board unit used in Slovakia is equipped with a microwave module for toll monitoring purposes. Permanent and mobile monitoring devices that are connected to the central system check the road users compliance with the toll rules, i.e. if all vehicles subject to paying the toll are actually equipped with an OBU and if the latter is correctly configured. All toll violations are prosecuted in line with national toll laws. In addition, the police are carrying out spot checks on the road. The system handles 70,000 individual monitoring cases per day. During the first half of 2011, 1.1 million vehicles were checked by mobile monitoring units, while fixed monitoring units carried out more than 43.2 million enforcement checks. Particularly user-friendly OBUs The Siemens OBUs (Sitraffic Sensus Unit) for trucks are especially easy to configure. Available at a hundred of distribution points such as gas stations, the OBU is simply installed on the inside of the windshield and plugged into the cigarette lighter for connection with the automotive power supply. As long as the vehicle has a standard-type windshield, no external antenna is required and the OBU is immediately operational. Top: The Siemens on-board units are very easy to install and use. Center: A powerful back-office system provides for secure, effective and profitable toll charging processes. Bottom: The enforcement solution processes more than 70,000 monitoring cases per day to ensure compliance with toll laws. 3

5 One system for all of Europe? Satellite-based systems such as Sitraffic Sensus by Siemens have proven their extreme flexibility in everyday operation. Toll system operators can add new road sections at any time to meet new requirements. The tariff structure, too, can be changed quickly and effortlessly by a simple push of the button the update is distributed to all OBUs and other system components. If desired, satellite-based OBUs can also be supplied with additional telematics applications (for value-added services). All this makes satellite-supported tolling systems much more convenient to use than microwave-based solutions. Because with microwave-based solutions, such changes require several months and substantial additional investment. For adding new road sections, new toll gantries have to be planned, built and connected, and the adaptation of the data bases in the central IT systems requires a great deal of effort. In contrast, the system implemented in Slovakia offers optimum conditions for the development of a pan-european toll system. From the technical perspective, the Siemens on-board unit Sitraffic Sensus is compatible already today with a wide range of tolling systems used in the countries of the European Union.
