Section 3 Challenges & Opportunities

Overlapping trade blocks complicate trade Each EAC country is a member of a competing trade block Trade blocks & bilateral trade agreements Source: Ecobank Research. 13

The costs of trade are high All African regions rank among most costly in world Cross-border trade indicators, 2011 Time to export (days) Time to import (days) Documents to Cost to export Documents to Cost to import Country Rank export (no.) 15 East Africa s infrastructure is on a par with its peers Uganda leads the field in customs clearance & shipments Logistics performance index, 2012 Country Score Customs Infrastructure International shipments Logistics competence Tracking & tracing Timeliness Uganda Latin America (ave) East Asia & Pacific (ave) DRC MENA (ave) Tanzania Kenya SSA (ave) Ethiopia Mozambique Zambia Rwanda Source: World Bank Logistics Performance Index Uganda has highest score for EAC, above even its international peers Superior customs clearance results in quickest shipments and timeliness of moving goods In contrast Tanzania and Kenya score marginally above the average for SSA 15

Consumption levels are constrained, but rising Sugar consumption, kg per capita, 2010 Palm oil consumption, kg per capita, 2010 Ethiopia Madagascar Mozambique Tanzania SSA average Uganda Zambia Zimbabwe Malawi India Kenya South Africa EU Swaziland Brazil Ethiopia Rwanda Mozambique Zimbabwe DRC SSA Tanzania India EU South Africa Angola West Africa Kenya Indonesia Malaysia Sources: World Bank, Ecobank Research. Average consumption of sugar and palm oil is relatively low High prices & limited supplies have restrained consumption, but strong population growth and urbanisation is increasing demand An emerging African Middle Class will also boost demand as disposable incomes rise 16

Trade corridors will drive growth in intra-regional trade LAPSSET project, proposed routes Long-standing trade routes exist from Kenya & Tanzania into Uganda, South Sudan, Zambia and into Central Africa The LAPSSET project aims to construct a multi-sectoral trade network linking Kenya with Ethiopia and South Sudan Project will include: 1,720km railway line 1,300 km oil pipeline 800km oil product pipeline new highways and airports oil refinery with 120,000 bpd capacity Source: Black Rhino Group. 17

Further expansion of the EAC is planned Likely expansion of EAC over coming years EAC has existed since the colonial era, with Rwanda & Burundi joining in 2009 SUDAN ERITREA DJIBOUTI The most likely expansion is to the north, taking in South Sudan & Ethiopia Membership for other periphery countries is more problematic SOMALIA Tanzania has proposed inviting Malawi, the DRC and Zambia to join, linking up the East/Central African trade corridor But all further integration efforts will be secondary to greater goal of creating African Free Trade Area (AFTA), including SADC, COMESA & EAC Source: Ecobank Research. 18
