9 What is Family Assessment Response (FAR)? FAR is an alterna9ve to the tradi9onal Child Protec9ve Services inves9ga9on There are no subjects named and no findings Risk and safety assessments are completed with a focus on child safety Services are voluntary 9
10 What is FAR? An assessment of the family s strengths and needs is completed in collabora9on with the family Services and concrete supports are iden9fied through the assessment process Ensures safety through family engagement and collabora9on with the community 10

12 Intake Screening All CPS intakes must meet the legal sufficiency screen for child abuse/ neglect to be screened in for inves9ga9on or Family Assessment Response (FAR) Non- CPS intakes & CPS Risk Only intakes will not go to FAR 12
13 Factors Determining Response Statutory limita9ons Severity of allega9on History of past reports Ability to assure safety of child Willingness of parents to par9cipate in services 13
14 Intakes to the Family Assessment Response Pathway Low to moderate allega9ons of physical abuse and neglect 14
15 Intakes to the Inves?ga?ve Pathway The following allega9ons will be assigned to the Inves9ga9ve pathway: Serious physical abuse Sexual abuse or exploita9on Serious, high risk neglect when the child s living situa9on is immediately dangerous or unhealthy or the child s condi9on indicates a need for an immediate response 15
16 Can a FAR Case Move to Inves?ga?ons? If the family refuses the ini9al family assessment, the case will be transferred to the inves9ga9ve pathway If safety concerns are iden9fied while receiving FAR services, the caseworker will: 1. First try to develop a safety plan with the family to keep the child safe 2. Transfer the case to the inves9ga9ve pathway, If a safety plan cannot keep the child safe. 16

19 Community Engagement The success of FAR depends on community involvement Communi9es want their families and children to be safe Families are beher able to care for their children when they have strong connec9ons to their community Offices will develop Community Resource Teams 19
20 What is a Community Resource Team? Community Resource Teams may include: Housers Tribes Educators Medical providers Private, non- profit agencies County and business leaders Non- tradi9onal community partners 20
21 You can be part of the Community Resource Team Communi9es know their families, needs, and resources best Community Resource Teams will help iden9fy concrete resources to assist families with iden9fied needs related to child safety and family stability. Families who have secure housing are safer, more stable, and beher able to focus on mee9ng their children s needs. Children s Administra9on caseworkers need your help and exper9se on Community Resource Teams to partner and connect families to their communi9es. 21
22 Dispropor?onality Families of color are dispropor9onately reported to child welfare systems An9cipate FAR will reduce dispropor9onality by providing beher engagement and increased services to all families Addressing dispropor9onality is part of the Quality Assurance plan 22

28 DSHS Collabora?on with Housers August 2012 Memorandum of Understanding provides addi9onal housing opportuni9es for child welfare clients to: Prevent placement of children into foster care Expedite reunifica9on for families with children in foster care Prevent homelessness for youth exi9ng foster care 28
29 DSHS Collabora?on with Housers DSHS has collaborated with 20 housing en99es across the state to equip child welfare workers with housing resources for DSHS clients. DSHS has agreed to provide suppor9ve services to families or older youths receiving this housing assistance to assist families to maintain stable housing. 29
30 Family Unifica?on Program (FUP) Vouchers The Family Unifica9on Program (FUP) Voucher is administered by HUD for the purpose of: 1. Prevent placement of children into foster care 2. Expedite reunifica9on of families with children in foster care 3. Prevent homelessness Washington State has several Housing Authori9es who work closely with Children s Administra9on to issue FUP vouchers 30
31 The Impact of Family Unifica?on Program DSHS is working with Seahle, King County and Tacoma Housing Authori9es to examine the impacts of the FUP housing vouchers to determine whether FUP vouchers: 1. Reduce rates of placement into foster care 2. Result in shorter stays in foster care 3. Reduce the likelihood of re- entry into foster care 4. Result in cost savings for the child welfare system 31
