8 The grounding of SKARPOE on 27 March 2007 A proper look-out was not maintained under the prevailing circumstances. The mate on watch fell asleep approximately 2 hours before the grounding because he was tired and stressed and possible under the influence of alcohol or medicine. The bridge watch alarm was not used in the proper way. The master did not report the grounding to the Coastal State

9 The grounding of MCL TRADER on 17 May 2008 This is the fourth grounding of freighters at the coast of Bornholm within the last two years. Also in the previous three groundings the OOW forgot to alter course to the north easterly course of the traffic separation scheme. The OOW fell asleep on the bridge or had left the bridge, and in two occasions he was under the influence of alcohol. The ships were not equipped with bridge navigational watch alarm system or the alarm was not operated.

10 The grounding of WANI WILL on 24 February 2008 The 2nd officer was incapacitated due to consumption of alcohol. The 2nd officer left the bridge, leaving the bridge unmanned. The master did not ensure that the 2nd officer was fit for duty when handing over the watch. A proper lookout was not maintained under the prevailing circumstances. The ship was not equipped with a Bridge Navigational Watch Alarm System.

12 New ships, new ideas for operation At the present moment it is anticipated to introduce onto the Baltic Sea at least two new projects concerning the carriage of hazardous cargo by new-generation vessels: The first is to make a B-max vessel of 307 m length, breadth 64 m and 15.3 m draft, with displacement of DWT for the carriage of crude oil first of all from the terminal at Primorsk. The other project concerns the carriage of LNG liquefied gas by gas carriers of Q- flex type for a new terminal in the port of Świnoujście. Such vessels are characterised by length of the row of 315 m, breadth 50 m and draft 12.5 m. The displacement of such a vessel is of the order of DWT, and the capacity of tanks cubic metres.

13 Spatial planning at the Sea (EEZ) Taking account of and plotting of shipping routes planned as alternative for LNG gas carriers calling in future at the Swinoujscie terminal, plotting shipping routes traditionally used by sea ferries plying between Swinoujscie - Ystad, taking account of the shipping route southwards of Bornholm Island with consideration to the planned vessels TSS, independently of the political status, which should be solved on another plane, the approach fairways and anchorages of Swinoujscie port must be marked as areas reserved for shipping.

14 SOLAS June 2009 amendment Entry into force: 1 January 2011 ECDIS and BNWAS to be made mandatory under SOLAS Amendments to SOLAS regulation V/19, to make mandatory the carriage of Electronic Chart Display and Information Systems (ECDIS) and Bridge Navigational Watch Alarm Systems (BNWAS), under SOLAS chapter V, Safety of Navigation. The requirements will be mandatory for new ships and phased-in for existing ships.

16 CONCLUSIONS The traffic of tankers to the south of Bornholm Island and gas carriers LNG terminal at Świnoujście will cause the emergence of a new collision situation in the region of Arkona Cap, The lack of a shipping route to the north of Słupska Bank will bring about additional traffic of vessels with larger overall dimensions in the new traffic separation scheme TSS Słupska Bank, which will aggravate the risk of running aground, The lack of planned D route does not solve particularly the problem of traffic of vessels proceeding from the Gulf of Gdańsk ports, including tankers from the Northern Port to the north of Bornholm Island. Is a BNWAS enough?
