1 Commonwealth Youth Games Samoa 2015 Athlete Selection Policy Introduction 1. This selection policy has been agreed by Boxing Scotland Limited (BSL) and Commonwealth Games Scotland (CGS). It provides detail on the process by which BSL will arrive at its nominations for selection of boxers within the Scottish Team in Samoa 2015 which will be submitted to CGS for consideration. 2. In all cases, selection by BSL represents a nomination to CGS for ratification. The final decision in selection to the 2015 Youth Games lies with CGS. Achievement of the selection criteria therefore represents eligibility for nomination, not selection or even nomination. 3. BSL will nominate only those boxers that have qualified under the selection criteria stated in this policy. Selection Policy Aim 4. To select a team of athletes capable of competing with distinction for Scotland at the 2015 Youth Commonwealth Games and who have the potential to win medals for Scotland at future Commonwealth Games. Scottish Commonwealth Youth Games Boxer Eligibility 5. To be eligible to compete for Scotland in the Commonwealth Youth Games in Samoa, the eligibility criteria of the Commonwealth Games Federation (CGF), Article 24, must be met by all nominees, see Appendix Where prospective team members do not comply with the above they will only be nominated for final selection if they receive prior dispensation from the Commonwealth Games Federation (CGF). 7. The eligible age category for Boxing for Samoa Youth Games is Men years of age (born in 1997 & 1998). At the time of writing, there is no provision for female boxing in the 2015 Commonwealth Youth Games Programme. Games Competition Format 8. The Commonwealth Youth Games 2015 will include events in the following disciplines: 46 to 49kg Light Flyweight Up to 52kg Flyweight Up to 56kg Bantamweight Up to 60kg Lightweight Up to 64kg Light Welterweight Up to 69kg Welterweight Up to 75kg Middleweight Up to 81kg Light Heavyweight Each country can only enter one boxer in each weight category. Sport Specific Selection Criteria

2 9. CGS has allocated four (4) places to BSL Youth Team Scotland. The final number of places available may be increased by the organisers as some CGAs may not take up their full allocation of places. Therefore, one boxer in each weight category can be considered for nomination by BSL to CGS. Selection period: 1 January 2015 until 17 May Boxers will be selected for nomination to CGS using the selection criteria listed below: Results at the 2015 Youth Scottish Championships Test match sparring/assessment results International tournaments within the selection period (these will be confirmed as soon as the tournament calendar is determined) Boxers aiming to gain selection for the 2015 Youth Games team must compete in the 2015 Scottish Youth Championships. Results from this event will be considered when selecting the final team, however, winning the 2015 Scottish Championships will not guarantee selection for the 2015 Commonwealth Youth Games team. Unavailability for the 2015 Scottish Youth Championships due to injury, or, attending a qualifying tournament that clashes with the event, must be advised and agreed with the Head coach in advance. In such circumstances, the Selection Committee will take into account the whole profile of the boxer(s) when selection takes place. A copy of the boxers Record Card should be available along with a summary of bouts at all times if required. Other Factors for Consideration 10. In making the final nominations, the BSL selection panel will also take into account: The overall attitude and commitment of boxers to preparing and competing for Scotland. The performance record of boxers in major events and in pressure situations in international tournaments. All tournament results. (The onus is upon the boxer to provide appropriate information to the BSL National Coach in a timely fashion). Illness or injury. Disciplinary history. The BSL National Coach will have the right to require any boxer who is in contention to undergo a medical examination by a medical practitioner nominated by the National Coach. Based on the outcome of such an examination, the BSL National Coach may deem a boxer unfit for nomination. A boxer failing to submit to such an examination in a timely fashion shall be deemed unfit for nomination. Injury, Illness and other exceptional circumstances 11. Failure to meet any of the selection criteria for reasons of injury, illness, or any other exceptional circumstances by a boxer under consideration, must be backed by medical evidence, or any such additional evidence as may be reasonably requested by the BSL National Coach. 12. Any unavailability for competition or training, for any of the reasons above, must be advised and agreed with the BSL National Coach in advance. Selection process 13. At the close of the selection period, the BSL selection panel will consider all relevant information for eligible boxers against the selection criteria.

BSL will communicate the nominations to eligible boxers and send their final nominations, in priority order, to CGS by no later than 22 May Final selection to the Games team is dependent on receipt of relevant information required by CGS such as the Team Member Agreement. CGS will confirm the final team selections by 25 May De-selection 16. Boxers may be deemed ineligible for selection or deselected for the following reasons: Anti-doping: Boxers suspended by BSL as a result of ongoing or concluded anti-doping violation allegations will not be considered for selection, and if previously selected, will be de-selected from Youth Team Scotland. Form and Fitness - Injury Management: Where form and fitness issues are identified at or after selection, a fitness test may be used to determine that the boxer is capable of performing to the level that they were selected for the Youth Games. The format will be determined by CGS after discussion with the Boxing Team Management. This will be specific to Boxing and the boxer s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. CGS Policies: Boxers in breach of CGS policies, code of conduct and Youth Team Agreement may be de-selected. Appeals Process 17. An appeal against CGS non-selection on behalf of a boxer may only be submitted by BSL and not by any individual boxer. If an appeal is submitted to CGS by BSL, a CGS Appeal Panel will consider the case along with any additional information provided. The appeal must be made in writing within one week of notification of selection outcomes to BSL by CGS. Any appeal against non-nomination to CGS by BSL is entirely a matter for the boxer and BSL. Following the BSL announcement of nominated boxers by 22 May 2015, appeals will be heard in accordance with BSL s internal appeals process: All appeals must be received, in writing, including the grounds upon which the appeal is made, to the BSL Chief Operating Officer within seven days of the announcement of nominations. In all instances, BSL will respond in writing to the boxer within three days, notifying them of the outcome of the Appeal Process. Appointment of Team Staff 18. Two sport specific members of staff will be appointed by CGS in consultation with BSL by the end March The final complement of Boxing Team staff attending the Games will ultimately depend upon team composition and will be determined by the CGS in consultation with BSL.

4 Appendix 1 Eligibility and Conditions for Representation Competitor eligibility and conditions for representing Scotland shall be as outlined in the Commonwealth Games Federation (CGF) Constitution and Regulations. This is as follows: ARTICLE 24 Eligibility 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all competitors must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated CGA or IF or under the World Anti-Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti-Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where a competitor was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the competitor may initially represent either the competitor's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, a competitor may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the Affiliated CGAs of the two Commonwealth Countries concerned. 4. It is the responsibility of all Affiliated CGAs to ensure that their competitors are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board shall have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive at its meeting in August 2004 gave the following guidelines. If a boxer has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Boxers wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Boxer Eligibility- Boxer Dispensation Criteria

5 The General Assembly noted the Executive Boards decision that in accordance with Article 25 (5) dispensations would be granted to boxers where common passports exist in that an boxer may represent the new country subject to having fulfilled all the requirements of the relevant International Federation. 6. All nominations for selection must fulfil the requirements as outlined above, and in addition, be members of, or affiliated to, the Scottish governing body of the sport by which they are nominated either directly, or indirectly through their club or other such organisation. 7. Commitment by competitors to future availability for competition for Scotland as a member of either constituent governing body or for CGS Teams will be taken into account by both the Scottish governing body of the sport and CGS when applying selection guidelines.
