2 ARGUMENTS (for SUMPs enhancement role into the spacial planning process) Mobility is considered under the spacial organic development concept and practice. the expression of territorial and urban development vitality reflecting the city/territorial "health, SUMP planning concept and its specific methodology can be extended from urban areas to regional development level for enhancement of territorial coheasion policies balancing spacial and social-economic sustainable development under the EU transport and mobility policy EU Transport White Paper (2011), Horizon 2020, SUMP process and mobility indicators are useful relevant tools for technicall analysis monitoring - control procedures of urban sprawl and its social-economic and environmental effects, if they are considered and applied in an integrated planning process of territorial sustainable development and management, Need of standard SUMPs mobility indicators applicable for all EU Member States as a comparative tool of sustainable development procedures, practices and statistics - EU standard methodology for defining the characteristic city/territory mobility indicator applied for SUMPs procedures Note: This presentation is based on principles developed by the author under the title Modeling, Evaluation, Management and Control Methods and Tools for Sustainable Urban and Territorial Development Based On Integrated Transport Systems (M. 7 Bucharest City Experience Bucharest's Historic Centre covers a surface area of approximately 50he and is characterized by an irregular street pattern connecting various commercial and financial locations In 2000 a major regeneration project was approved, and in 2006 improvement works began. under a mainly funding coming from EBRD Bucharest Municipality have created a Mobility Working Group to prepare the future SUMP process of Bucharest and its metropolitan area under EU funding support. The plan will be developed considering a high level of public transport usage by service quality improvements, public transport prioritization, intermodal coordination, operational safety and congestion management measures: Parking restrictions and private car access taxation policy in Bucharest s Central Area Implementation of the automatic vehicle location (AVL) system Integration of surface and underground public transport networks Implementation of real time passenger information system Ticketing and payment by contact less smart cards Introduction of other payment services Clean & silent public transport fleet

8 Brasov City Initiative It s the first city Romanian city interested to run electric buses for passenger spublic transport. Starting 2014 Brasov will benefit as one of the Romanian growth poles from EU funding support under Regional Operational Program s Technical Assistance procedures for development of its SUMP s process for the city urban and metropolitan area. The project was also included into the Sustainable Energy Action Plan , approved by the City Council in August 2010 assumed as a consequence of accession to the European Covenant of Mayors supported by the European Commission. The Covenant's aims are to reduce by 2020 at least 20% of energy consumption promoting at least 20% of the total use of renewable energy sources for at least 20% reduction of carbon dioxide emissions. In transport, the Brasov s Action Plan contains several measures to be implemented during using ITS top technologies and energy renewable sources. One proposed solution to be carry out early this year is the new traffic management system which includes also online live traffic survey webcams in major points of the city.

9 Recommendations for National and Regional Development Policies Ensuring coherence between national, regional, and local urban transport systems development policies (horizontal & vertical) e.g.: integrated projet funding urban/regional development energy mobility and transport environmental protection policies Set up of central and regional responsible institutions for mobility, urban transport policy, implementation of EU Transport and Mobility Action Plans and programs focused on innovative solutions including ITS systems and applications; Defining priorities and ways to best reach objectives for EU and national policy action strategic plans implementation; Creating framework and providing knowledge for encouraging integrated urban and regional sustainable development projects based on intermodality developed under the SUMP process methodology; Promoting urban and regional planning regulations for enforced multilevel sustainable integrated mobility plans; Introducing priority exclusive public transport and bicycles lanes for regional passengers travels and urban high motorized areas

10 CENTER FOR EUROPEAN STUDIES ON TECHNOLOGY AND SUSTAINABLE TRANSPORT SYSTEM Role of NGOs in SUMP Process to support SUMPs process development for sustainable urban and regional mobility and transport networks development, especially for integrated, multimodal public transport systems using non-polluting and energy-efficient technologies; to create access to national and international public and private funding for transport and mobility projects development, including mobility management (MM) tools, intelligent transport systems (ITS) and software applications based on the latest IT&C technologies; to promote best practices and know-how exchange of information and technologies among countries and field professionals in order to support energy efficiency increase and saving for reducing transport-generated pollution. to promote integrated transport networks by best practices, planning and mobility management solutions for intermodal passenger and fright transport chains; to disseminate to the largest extent possible the national and international updated information in the field of sustainable mobility and top available transport technologies Association for Metropolitan Mobility (AMM) is a recently created Romanian NGO (April 2013) member of UITP and part of the Club Metropolitan. It plays the role of a national and international public debate forum on sustainable urban mobility, logistics and rail public transport organizing regular thematic events in collaboration with cities, UITP, other public transport authorities and operators and by kipping informed the interested public through its specialized website -
