1 Fact Sheet The social effects of global warming Arkansas The impacts of climate change are real and affecting communities throughout the US every day. But some Americans because of physical or social factors such as race, age, education, income, and housing are especially vulnerable. Fayetteville This new Vulnerability Index combines social and physical factors with climate impacts to determine an area s overall social to climate change. This new tool identifies where communities are most vulnerable and can help determine what we can do to help prepare and respond to disaster when it strikes. Multiple hazards Several regions in Arkansas rank high on the Vulnerability Index compared with other states, with the state s most vulnerable counties lying along the Mississippi River. Not only are these counties vulnerable by state standards, but by regional measures as well. Critical factors that determine social, such as poverty (approximately 29%) and the percentage of femaleheaded households (22%), are particularly evident here. When combined with the risks associated with climate change, in particular flooding and drought, these regions rank particularly high on the Vulnerability Index. Nearly one quarter (22%) of the state s land area is located within a FEMA designated. In 2008, Arkansas saw some of its worst flooding in a quarter-century, with 35 counties declared disaster areas, many of which weren t prepared to respond. Additionally, Arkansans will feel the impacts of rising temperatures and parched soils from global warming on its $4 billion annual agricultural industry. Arkansas ranks particularly high on the Vulnerability Index because of a high level of social. Though it faces only moderate climate-related risks, much of the state still s high on the Index because of higher than average social s. Measuring Oxfam has produced a series of layered maps that incorporate social and climate. These maps visually identify counties in the US Southeast that are hotspots in terms of high social and high to the multiple hazards of drought, floods, hurricane force winds, and. This analysis marks the first time that to climate-related hazards has been overlaid with social information, painting a stark picture of how climate change might disproportionately impact communities in the US. 2 Arkansas hotspots > Of the four climate-related hazards, Arkansas is most vulnerable to flooding. Nearly 22% of the state lies within a 100-year, a significant fact given that 100- year floods are likely to become more frequent due to global warming. The elevated flood hazard is most pronounced in counties adjacent to the Mississippi and its tributaries. > Thirty percent of the counties in Arkansas are socially vulnerable, but social is highest along the Mississippi River corridor, the area most at risk to flooding. In counties such as Phillips, Desha, and Crittenden, poverty hovers around 29%. People in these counties are most at risk from flood damage as they often lack insurance and other key safety nets. > Because Arkansas has only moderate exposure to hurricanes, drought, and sea level rise, in the state is largely a function of social factors that make communities without resources less able to prepare for, respond to, and recover from climate change impacts. What you can do Your local, state, and national elected officials need to hear from you. Tell them that vulnerable communities here in the US and abroad are already suffering disproportionately from the impacts of global warming. Ask that your elected officials provide leadership in the following ways: > Pass legislation and implement programs that reduce greenhouse gas emissions and decrease the impacts of global warming on vulnerable communities. > Provide vulnerable communities with adequate financial support and services to cope with the stress of sea-level rise, more severe storms, and floods. Such programs include: coastal restoration programs that help put people to work, community preparedness, and information systems that provide warnings before disaster strikes, educational programs that build awareness, and more resilient homes that can withstand floods and wind. > Strengthen and provide resources for local, state, and regional disaster preparedness and response plans so that communities are able to cope when disaster strikes. > Learn more at Fayetteville to multiple hazards Overall is determined when social is combined with risks associated with climate change hazards: drought, flooding, hurricane winds, and.
