2 This document explains the background to plans by Leicestershire Partnership NHS Trust to move a number of learning disability services from their current base at Mansion House, on the Glenfield Hospital site in Leicester. We set out the reasons for the move and our plans for providing alternative clinic sites for people who visit Mansion House for appointments with their psychiatrist or psychologist. Service users, their carers, advocacy groups, stakeholders and members of the public are invited to share your comments on our plans. The engagement period runs from 2-24 May 2016 A feedback form can be found at the end of this document, along with details of other ways you can share your views. You can pick up an Easy Read version of this document from Mansion House, or you can ask your learning disability healthcare professional for a copy. It has been a base for learning disability and mental health services for a century. The building was originally built as a private home in 1870 and was used during World War One as a home for neurasthenics, people with chronic physical and mental fatigue. When the NHS was created, in 1948, it became part of Glenfrith Hospital. The building has been used for learning disability services for more than a century. Services at Mansion House Our learning disability psychiatry and psychology services hold clinics at Mansion House, with around 50 appointments taking place each week for adults from across Leicester, Leicestershire and Rutland. In total some 135 staff are based at Mansion House, which is the main team base for a number of other learning disability services: Charnwood community learning disability team Dietetics Speech and language therapy LD management team and clinical leads Administrative and support staff The Mental Health Act Office Why are you moving? At the moment our Trust rents Mansion House and the land surrounding it from University Hospitals of Leicester, who provide the services at Glenfield Hospital. Our lease agreement with them, which covers a number of other buildings on the site, runs out on 1 July The land and all the buildings will go back to UHL for their use. There are no other suitable facilities available on the Glenfield site that could be used for our learning disability services. And so for the last year we have been looking for other accommodation. At the same time we have been looking at all of the buildings we own to help us make sure that we have buildings that are fit for purpose now and in the future. This is to help us provide the best care and the best value for money for the people we provide care for.
3 Our proposal We plan to move our clinics to Gwendolen House, on the Leicester General Hospital site and to The Agnes Unit on the Glenfrith site and offer a choice of site to service users. The facilities at both Gwendolen House and the Agnes Unit are much more modern and were designed and built with the needs of service users in mind. About the Agnes Unit Address: 400 Anstey Lane, Leicester, LE7 7GL The Agnes Unit provides an inpatient service for individuals whose mental health, behaviour and risk cannot be supported in the community. It is made up of pods of four bedrooms with en-suite bedrooms The unit has a therapy suite, two bathrooms, lounge, dining room, kitchen and office as well as a courtyard and access to a very large garden. Each pod offers maximum opportunities for single sex areas. Parking facilities are available on the site. The unit is a short walk from Glenfield Hospital, which is served by Hospital Hopper service. About Gwendolen House Address: Gwendolen House, Leicester General Hospital site, Gwendolen Road, Leicester le5 4QF Gwendolen House is a modern, two-storey facility on the Leicester General Hospital site. It is the headquarters of Leicestershire Health Informatics Service and also the administrative and clinical base for LPT s psychological therapy services. Parking facilities are available on the Gwendolen House site. The hospital is served by the Hospital Hopper service and the No 16 Green Line service. Links to the timetables can be downloaded from our website at (under the Involving You>Engagement tabs) Timetable for the move Relocation of staff from Mansion House will take place over three days, from 1 3 June What will the move mean to service users and carers? We understand that moving might leave you with questions and even concerns if you are not familiar with the new sites our clinics are moving to. We want to make sure you have all the information you need about our plans. We 3
4 want you to feel involved in the move and we want you to have choice. We cannot stay at Mansion House because our lease on the building is due to expire. Mansion House is almost 150 years old and the building and its facilities do not come up to the standard we want to provide to make sure our services and the working environment we provide for our staff meet the needs of people today. The facilities at both Gwendolen House and the Agnes Unit are much more modern and were designed and built with the needs of service users in mind. We are writing to everyone who will be affected by the move. If you are seen at home by someone from our learning disability service this will not change. You do not have to do anything. How will this change impact on equalities? The proposal is undergoing a Due Regard assessment to ensure it takes into account the needs of people covered by the nine protected characteristics defined by Due Regard. Is this a cut to services? No, we are continuing to provide the same outpatient appointments with the same healthcare professionals you see now. We will work hard to try to make sure your care is not disrupted. The only change is to the place your appointment will take place in the future. What will happen to Mansion House after the move? The building is owned by the University Hospitals of Leicester (UHL) who will reclaim possession of Mansion House when the current leasehold contract expires on 1 July. How are people being involved? In addition to our statutory duties for involvement and engagement, we are committed to the principle that ongoing involvement with staff, patients and service users, carers, and other stakeholders, should be an integral part of decision-making process. Everyone has the opportunity, during the engagement period (18 April 16 May 2016) to feed back their views and comments.
