Record of Actions 7:00 pm Tuesday, June 2, Call to Order/Roll Call/Pledge of Allegiance Council members E. Garcia, Hudson, Garcia, Mason, Tremaine, and Zumwalt present. Council members Lopez-Garcia and Stevenson absent. Others present: Mr. Ed Diokno of Supervisor Glover s office, Lt. Paul O Mary and Deputy Matthew Buckley of the Sheriff s Dept., Mr. Joe Losado and Mr. Larry Tollson of Code Enforcement, Mr. Paul Schubert and Ms. Tina Gonzalez of Golden State Water Company, Mr. Alfredo Perez of Habitat for Humanity, and Mr. Jose Saavedra of the Bay Point Clinic. Pledge of Allegiance 2. Approval of June 2, 2015 Agenda Councilwoman Zumwalt requested addition of Consent item, 3d, Approval of Monthly Recording Secretary invoice for June 2015, for fiscal year-end accounting. Motion made by Councilwoman Mason to approve the amended June 2, 2015 Agenda. Secon ded by Councilwoman Hudson. Motion carried 5 0; Council Members E. Garcia, Hudson, Mason, Tremaine, and Zumwalt voting yes ; Council members Lopez-Garcia and Stevenson absent. 3. Consent items a. Approval of monthly Recording Secretary invoice for May 2015 of $ b. Approval of Record of Actions of April 7, 2015 meeting. c. Approval of Record of Actions of May 5, 2015 d. Approval of monthly Recording Secretary invoice for June 2015 of $

2 Motion made by Councilwoman Mason to approve Consent Items. Seconded by Councilwoman Hudson. Motion carried 5 0; Council Members E. Garcia, Hudson, Mason, Tremaine, and Zumwalt voting yes ; Council members Lopez-Garcia and Stevenson absent. 4. Public Comments: Ms. Colleen Camerlo reported on continuing noise problems in her neighborhood. Mr. Alfredo Perez from Habitat for Humanity East Bay/Silicon Valley distributed flyers and invited everyone to participate at this weekend s Bel Air Trail Cleanup. 5. Agency Reports. The MAC received the following reports: a. California State Highway Patrol Officer Donnie Thomas Officer Donnie Thomas shared stats for May including 15 DUI arrests, 2 arrest s, and 27 citations given out. Upcoming 4 th of July holiday was also discussed. b. Contra Costa County Sheriff s Department Lt. Paul O Mary Lt. O Mary distributed and reviewed stats for May stat ing we are doing about average; also last month s homicide has been deemed Vehicular Manslaughter instead. Lt. O Mary also reported on the successful Bike Rodeo having 241 bikes raffled, 260+ helmets given out, and 70+ bicycles repaired. Deputy Matthew Buckley was also introduced as our soon to be Resident Deputy. c. Supervisor Federal Glover s General Report Mr. Ed Diokno Mr. Ed Diokno reported on Supervisor Glover s continuing recovery at UCSF. Mr. Diokno stated this year s Youth Summit was a great success with about 700 participants; though attendance from Bay Point youth was disappointing. Mr. Diokno reported Mr. Alex Dongallo, a Bay Point resident and former MAC member has volunteered to paint over graffiti on sound-wall on Canal; Public works is donating paint and rollers. Mr. Diokno shared press release and reported the state had been alerted and acted on illegal contractors, with 14 illegal contractors arrested in Bay Point and ordered to appear before the court on July 9, Mr. Diokno stated Supervisor s staff members had represented him, attending Memorial Day ceremonies in Antioch, Mart inez, Bay Point, and Pittsburg; they will also be participating at the Bel Air Tra il cleanup this Saturday and host ing a table at the Unity in Community celebration June 27,

Code Enforcement Mr. Joe Losado Mr. Jo Losado, Principle Inspector Code Enforcement Office Manager, shared report on Code Enforcement for May including opening 2 1 cases making a total of 75 active cases. He also reported that his recommendation to have Mr. Larry Tollson made Senior Code Enforcement Officer had been granted and work had begun on flyer in Spanish for more outreach. e. Golden State Water Company Mrs. Tina Gonzalez Mr. Paul Schubert shared some water conservation tips and Mrs. Tina Gonzalez shared May s operations including; changing out 76 aged meters, 1 service repair and 1 service replacement. Mrs. Gonzalez also shared about Golden State Water Co. s participation in the Bay Point Memorial Day festivities and the Sheriff s Bike Rodeo. 6. Presentations Presentation were made by: a. Citizen of the Month Awards Councilwomen Hudson & Mason Councilwoman Mason reported this month s award is given to Ms. Millicent Price, a great community volunteer. b. Bay Point Clinic Services Mr. Jose Saavedra Mr. Jose Saavedre, Health Center Manager of the Bay Point Family Health Center, a part of Contra Costa County Health Services, shared brief history and presentation of Health Center s services including Family Medicine, Children s Dental, and Women s Health. 7. Items for Discussion and/or Action a. Year End - MAC Councilwoman Zumwalt shared requests for payments including: Chairman Tremaine - $ for Plaques (and engraving) for Supervisor Glover and Deputy Briggs. Motion made by Councilwoman Mason to approve reimbursing Councilman Tremaine for the Plaques. Seconded by Councilwoman Hudson. Motion carried 5 0; Council Members E. Garcia, Hudson, Mason, Tremaine, and Zumwalt voting yes ; Council members Lopez-Garcia and Stevenson absent. Councilwoman Mason - $73.79 for Citizen of the Month Award frames. Motion made by Councilwoman Hudson to approve reimbursing Councilwoman Mason for Award frames. Seconded by Councilwoman E. Garcia. Motion carried 5 0; Council Members 3

4 E. Garcia, Hudson, Mason, Tremaine, and Zumwalt voting yes ; Council members Lopez- Garcia and Stevenson absent. Councilwoman E. Garcia for Councilwoman Lopez-Garcia - $ for National Night Out expenses Motion made by Councilwoman Zumwalt to approve payment for the various National Night Out expenses. Seconded by C ouncilman Tremaine. Motion carried 5 0; Council Members E. Garcia, Hudson, Mason, Tremaine, and Zumwalt voting yes ; Council members Lopez-Garcia and Stevenson absent. Councilwoman Zumwalt stated there remains a balance of about $ remaining in last year s funds. She stated she will have a final report for this year s budget and a draft budget for next fiscal year at next month s meeting. b. Record of Actions Conforming to County Guidelines Chairman Tremaine Chairman Tremaine shared example of how MAC Record of Actions is to be done; Bay Point MAC Recording Secretary to follow the same template and reduce content according to County guidelines. Mr. Ed Diokno stated he had heard from County Council that it is in the Better Government Ordinance, Section ; less is better. It was agreed Record of Actions would be shorter; less content, and be reviewed. 8. Committee Reports a. CAP (Community Advisory Panel) Councilwoman Lopez-Garcia Table to next month. b. Ambrose Recreation & Park Councilwoman Hudson Councilwoman Hudson shared the Community Center s new Auditorium floor is completed, and that last year s budget come out in the black. c. Code Enforcement Chairman Tremaine Chairman Tremaine stated Code focus will be on trucks parked on Nichols. d. Adopt-a-Road Councilman Stevenson None e. Schools Councilwoman Mason 4

5 Councilwoman Mason shared in Spring 2016 they will start a Middle College where 30 kids from MDUSC can attend High School on DVC campus and be earning college credits as well as completing High School requirements to graduate. f. Financial Report Councilwoman Zumwalt Councilwoman Zumwalt reported there were a couple of expenses needing receipts for payment. g. Keller Report Councilwoman Zumwalt Councilwoman Zumwalt reported there were many applications and interviews will be June 22 nd through June 26 th to present their need for Keller Canyon Grant monies. She also stated Ms. Debra Mason will be on the selection committee representing the MDUSD Board. 7. Members Reports Councilwoman Hudson shared need for Meals on Wheels Drivers. Councilwoman E. Garcia shared need for a Recording Secretary for the Los Medanos Community Healthcare District Board. 8. Correspondence. None 11. Future Agenda Items. a. Discussion with Cal Trans about metering lights Chairwoman Zumwalt (previously listed) b. East Bay Regional Park District presentation Councilwoman Hudson (previously listed) c. Arrange MAC members visit to Riverview Middle School, as per Principle s request, to share ideas regarding upcoming April renovations Councilwoman Zumwalt (previously requested) 12. Adjourn to meeting scheduled for Tuesday, July 7, :00pm, at Ambrose Community Center s Board Room.
