3 WELCOME TO esbjerg New Energy Esbjerg is at the heart of Denmark s offshore energy sector and has been so ever since the production of oil and subsequently natural gas began in earnest in the 1970s. This position of strength within energy technology currently includes offshore oil, gas and wind power, as well as bio energy systems. Everything is interrelated in Esbjerg: extraction, offshore activities, energy technology the sea, the wind and the gateway to the west. Esbjerg is synonymous with new energy. The town is the site of a large cluster of companies closely linked to a dynamic education and research community. Already today, eight thousand of Denmark s thirteen thousand jobs in the offshore sector are located in Esbjerg Municipality, and this number is rising. The town also has the most well-situated port in Denmark, where international offshore companies and major wind-turbine manufacturers work closely together to exploit the synergies between these two industries. Esbjerg is also home to the Offshore Center Danmark, which has more than 220 member companies dispersed all over Denmark, and in 2008 the Danish Ministry of Science, Technology and Innovation named the organisation to be an Offshore Innovation Network for the entire Danish offshore industry. 4 Offshore Center Danmark Offshore Center Danmark works to embed, coordinate and further develop the knowledge and competencies found in Denmark s offshore industry. Our areas of focus are offshore oil, gas and wind power, the offshore maritime area and wave energy. Past and future are interrelated in Denmark s offshore industry: we base our competencies on the lessons learned ever since the production of oil and subsequently natural gas began in earnest in the 1970s, which today includes renewable sources of energy like wind power and wave energy. From 1963 to 2008, DKK 245 billion has been invested in developing and investing in new fields. In 2008 alone, the Danish treasury earned DKK 35.9 billion in revenue from the extraction of oil and gas in the North Sea more than the total expenditure for municipal elderly services in Denmark. And this does not include the revenue generated by the wind power industry. NETWORKING, DISSEMINATING KNOWLEDGE AND PROFILING The centre bases its work on initiatives and activities which develop knowledge and promote collaboration among all the players in Denmark s offshore industry: manufacturing industries, knowledge institutions and public authorities. The services provided by Offshore Center Danmark include: networking events among various industry players; disseminating and generating knowledge via websites, periodicals, knowledge databases, videoconferencing and seminars; sharing of know-how between the oil and gas industry and the offshore windpower industry; profiling the offshore industry; and internationalising Denmark s offshore industry. A survey from November 2009, conducted by the University of Southern Denmark, singled out Offshore Center Danmark as the highest performing cluster out of six selected. Offshore Center Danmark is assessed as having given an enormous boost to its members competencies and being instrumental in securing huge sales on new markets and as an initiator of new activities and projects which can lead all the way to commercialisation. Four thousand new jobs have been created in the offshore industry since Offshore Center Danmark was founded in

5 ENERGY AT SEA Offshore Center Danmark is the project coordinator and secretariat for Energy at Sea, a three-year development project with a budget of DKK 36 million. Forty companies, stakeholders, sector organisations, authorities and educational institutions join forces to bolster the offshore industry. Five subprojects are intended to create better conditions for external suppliers; to secure the best conditions for local and regional educational institutions so they can attract more students; and to introduce new, eco-friendly and resource-efficient materials. One of the aims is to increase employment in the offshore industry from the current level of 13,000 jobs to 20,000 by FaCTS Offshore Center Danmark was founded in 2003, and in 2010 it has more than 220 member companies dispersed throughout Denmark. In 2008, the Danish Ministry of Science, Technology and Innovation designated the centre as an Offshore Innovation Network for Denmark s entire offshore industry. Offshore Center Danmark is a member-based organisation which aims to bolster and support Denmark s offshore industry s efforts to remain competitive at all times. 8 THE PORT OF ESBJERG Ever since the extraction of oil and gas began in the North Sea more than forty years ago, the Port of Esbjerg has been the cornerstone for the development of Denmark s offshore industry. This is still true today where new industries and sources of energy benefit from the competencies built up over the years. The Port of Esbjerg has also become a natural focal point for the wind turbine industry and in recent years, it has invested sizeable sums in establishing optimal facilities for the wind turbine industry. At the Port of Esbjerg, multinational offshore companies work closely together with major wind-turbine manufacturers directly sharing know-how and technology between the two industries. THE PORT OF ESBJERG IS THE GATEWAY TO THE WEST Over recent decades, the Port has been used for shipping large offshore structures, many of which weigh up to 2,500 tonnes. Today, the Port of Esbjerg has the most comprehensive range of cranes for handling project cargo at its command. The manufacture and shipping of large structures is a central activity along the waterfront and an important industry for the Port s companies. It is estimated that 65% of all wind turbines manufactured in Denmark are shipped from Esbjerg. In 2008, the Port managed the shipping of components to the offshore wind farms Horns Rev II, Lynn and Inner Dowsing. In 2009, the Port handled the shipping to Horns Reef II, Gunfleet Sands and Greater Gabbard. The Port is the largest in Denmark for roll-on/roll-off cargo (i.e. ships whose cargo is driven directly on and off board), and the Port handles more than 250,000 trailers/containers a year. 8

11 FUTURE INVESTMENTS The master plan for the enlargement of the Port of Esbjerg includes investments for around DKK 800 million and among other things considers the need for handling bigger and increasing volumes of project cargo, not least for the wind turbine industry. The enlargement of the harbour area by 1 million m² is expected to commence in late 2010 and is expected to be completed in From 2005 to 2009, DKK 500 million were invested in the Port of Esbjerg. Within the next two or three years, the infrastructure will be developed by extending the motorway and railway all the way down to the waterfront for a total investment of DKK 400 million. FACTS The Port of Esbjerg was founded in 1868 and is now an autonomous municipal port authority. Some 270 businesses are located along the waterfront, employing more than 8,000 people. 13 ESBJERG BUSINESS DEVELOPMENT CeNTRE Esbjerg is at the heart of Denmark s offshore industry and is determined to become Denmark s centre for energy technology. The underlying basis is a large cluster of companies closely linked to a dynamic education and research community. Already today, there are eight thousand jobs within the offshore industry in Esbjerg Municipality, and several hundred million kroner will be invested in the years ahead in R&D and infrastructure. OUR COMPANIES SPECIALISE IN OFFSHORE ENERGY Esbjerg Municipality is home to a powerful cluster of companies in the offshore industry, comprising more than 6,000 jobs within the oil and gas sectors, and more than 2,000 jobs in the offshore wind power industry, both inclusive of external suppliers. In addition, Esbjerg has a strong, dynamic consultancy environment with more than 500 consulting engineers working in the local area. The companies specialise in the following areas: conceptualisation, design and production of offshore energy systems; energy efficiency of offshore energy systems; offshore supply bases; innovation and optimisation of products and processes; transport and logistics; service and maintenance; rig maintenance and rig upgrades. 13

14 Together, Esbjerg s offshore energy companies have all the know-how required to work and compete in the offshore energy sector. In addition, a wide range of companies support the offshore industry through their expertise in offshore safety, quality assurance and monitoring. The companies specialise in areas such as: safety, risk and reliability analysis; environmental protection and emergency environmental response; accident prevention and safety and emergency training; quality assurance, documentation and certification; inspection, tests and trials. ENERGY TECHNOLOGY STRATEGY The growth strategy drawn up by Esbjerg Municipality in 2008 includes a vision of establishing Esbjerg Municipality as Denmark s centre for energy technology by 2015, with a powerful cluster of companies and a strong education and research community. By taking the natural areas of expertise in the field of energy technology already present in Esbjerg Municipality as the point of departure, we strategically focus on strengthening Esbjerg s position within offshore oil, gas, wind power and wave energy and within bio energy systems. Over the next many years, the oil and gas industry will be an important player in Denmark s energy sector. Increased R&D will continually contribute to increasing the degree of extraction, and focus is continuously brought to bear on energy efficiency of manufacturing processes. FaCTS Esbjerg Business Development Centre is a member-based organisation with more than 850 member companies. Esbjerg Business Development Centre develops and mediates partnerships within the business community, tourism, the public sector, knowledge institutions and other key stakeholders focusing on innovation and growth. In addition, we market Esbjerg Municipality as an attractive place to live, study, work, establish a business, run a company or conduct course and meeting activities, as well as for tourism. 16 ESBJERG MUNICIPALITY Esbjerg Municipality literally paves the way for green energy. We have set aside a large industrial zone (3.6 million m²) near the motorway for green companies. At the same time, we are investing more than DKK 400 million to help bring the motorway and railway all the way down to the waterfront. 17 Since the founding of the Port of Esbjerg in 1868, Esbjerg Municipality has grown by leaps and bounds. Today Esbjerg is the fifth largest municipality in Denmark. Esbjerg s history is about a young, dynamic town, which grew with its harbour from shipping and fishery to becoming a focal point for the offshore oil and gas industry and today developing into a centre for offshore wind-power activities. WEST DENMARK S POWERHOUSE Esbjerg is Denmark s prime town for energy and offshore activities, and this factor is a main element of the growth strategy drawn up by Esbjerg Municipality in For the private sector, this includes a vision of making Esbjerg Municipality Denmark s centre for energy technology by 2015, with a powerful cluster of companies and a strong education and research community. This commitment should be seen in the light of the following factors, among others: The Port of Esbjerg Gateway to the West has invested DKK 500 million from 2005 to 2009, and will implement a master plan involving enlargement and development costing DKK 800 million up until Eight thousand of Denmark s thirteen thousand jobs in the offshore industry are located in Esbjerg. Esbjerg Municipality has laid out 3.6 million m² for an industrial zone targeting companies working with green energy, and, in the course of two or three years, Esbjerg will bolster the infrastructure with investments totalling DKK 400 million. GROWTH VIA EDUCATION AND KNOW-HOW An important aspect of the growth strategy is establishing a knowledge strategy which ensures an overall focus on education and development from kindergarten to university level. This vision is unique in Denmark, because it focuses on the natural sciences and practice-oriented working methods with special knowledge within energy and the environment. This knowledge strategy is based on the following: Two universities and three other institutions of higher learning offer more than sixty tertiary study programmes, several of which target the offshore industry and energy technology sector. With a business community specialised in these areas, there is a high level of knowledge-sharing among the educational institutions and local companies. Education and research are bolstered with an investment of DKK 250 million from the educational institutions, local companies and Esbjerg Municipality over the next five years. Offshore Center Danmark will receive DKK 36 million over the next three years to support the Energy at Sea research project, which aims to develop and generate additional growth in the offshore industry. A unique range of professionals, including 500 consulting engineers, etc., specialise in energy-related and offshore tasks in Esbjerg. Longstanding experience within oil and gas contributes indispensable knowledge for sustainable offshore energy and continued innovation. 17

18 TOURISM AND EXPERIENCES Authentic experiences based on Esbjerg Municipality s cultural, historical and scenic attractions provide the setting for a growing tourism sector. The focal towns of Ribe and Esbjerg serve as the cornerstones in the inter-municipal destination developments relating to the forthcoming Wadden Sea National Park. The Wadden Sea area and Ribe s historical and cultural value as the oldest city in Scandinavia are Esbjerg Municipality s two biggest tourist attractions. The close proximity and interrelated experiences make the area unique for visitors and attract an estimated two million tourists every year from the region s vast holiday cottage areas. About 40% of the tourists residing in holiday cottages along the West Coast of Denmark visit the urban areas of Ribe and Esbjerg during the course of their holiday. FaCTS The population of Esbjerg Municipality is app. 115,000, and the municipality covers an area of km². Esbjerg Municipality is brimming with contrasts, from the Wadden Sea to the North Sea, from Ribe the oldest city in Scandinavia with a 1,300 year history to the young town of Esbjerg, only 140 years old.
