2 1. Background Agriculture in West Africa is characterised by low productivity and environmental constraints, such as drought, soil erosion, desertification and deforestation. The sector suffers from low public investments and dependence on official development assistance (ODA). Increased investment in agriculture can contribute towards improving food security, eradicating poverty and hunger, generating employment and promoting broader economic development. Foreign investment is needed to complement both public and domestic private sector investments. With the global rise in interest in farmland, West Africa has seen almost 130 new agricultural projects in the past decade, covering almost 5 million hectares of land, with another 5 million hectares planned for further investment (Land Matrix Project, June 2015). But, not all these projects are leading to expected benefits for West Africa and its people. As a result, there is interest from parliamentarians and governments to improve legal and policy frameworks to promote sustainable and responsible investment in agriculture. In response to the land rush, the Pan African Parliament (PAP) together with regional parliaments launched a global initiative, Making Agricultural Investment Work for Africa: a parliamentarian s response to the land rush. The first phase of the campaign 1 concluded with a series of declarations and plans of action to be implemented in the second phase. In West Africa, the declaration and plan of action was adopted by the UEMOA parliament (available here.) Another important process is the development of regional agricultural policies. ECOWAS has developed its agricultural policies (ECOWAP) as part of the implementation plan for CAADP. It has also drafted a Directive on Land Policies for the region which is currently with Member States for consultation. ECOWAS and LPI have developed a project on mainstreaming land issues in the activities and programmes of ECOWAS. It is necessary that the capacity of Parliamentarians within the region is built on all these initiatives to enable it to be part of the champions of implementation. Phase two of the project is focused on the importance of strengthening and enhancing the capacity of parliamentarians to be part of the negotiating process for investment and to be the champions for the implementation of the new Directives on Land Policies. To achieve this end, the Pan African Parliament, the Inter-Parliamentary Committee of WAEMU, the ECOWAS Parliament and the ECOWAS Commission, together with its partners, are organising a three-day workshop in Abidjan, Ivory Coast, from December Concept note for Phase 1 :

Meeting objectives The main goal of this meeting is to improve the capacity of parliamentarians to understand the legal and policy options for foreign investment in agriculture and the new policies, directives and project on land. The training seeks to enable parliamentarians to: 1. Understand how the CFS Principles for Responsible Investment in Agriculture and Food Systems (CFS-RAI) and the LPI Guiding Principles for Large-scale Land-based Investments (LSLBI) can be used as a framework for promoting investment; 2. Explore different business models for investing in agriculture, including contract farming, out-grower schemes, joint ventures and long-term land leases; 3. Learn how to screen and evaluate investment projects for the agriculture sector; 4. Study the design of an investment contract from a sustainable development perspective. 5. Understand the ECOWAS agricultural policies (ECOWAP), the Draft Directives on Land Policies in West Africa and the ECOWAS/LPI project on Mainstreaming land in the programs of ECOWAS 3.
