2 ISTSS BEGAN IN SWEDEN IN 2003 as the International Symposium on Catastrophic Tunnel Fires. Interest for the first Symposium clearly identified the need for a conference dealing with safety and security issues related to tunnels. In response to overwhelming interest, the scope of the Symposium was broadened and the event was renamed the International Symposium of Tunnel Safety and Security (ISTSS). The st ISTSS was held in Washington, DC, in 2004 and has continued biennially since then attracting more than 250 delegates to each meeting. At SP, we are proud to have established this prestigious event in collaboration with our event partners. 7th th ISTSS in Montréal, Canada Tunnels are an increasingly important part of the infrastructure network. They create challenges for incident prevention and management, fire protection and security against attacks or sabotage. This Symposium offers an excellent opportunity for experts working with transport, infrastructure security systems, manufacturers and technical organisations to exchange their experience in an international forum. 3 Keynote Speakers Alexandre Debs Ministère des Transports du Québec, Canada Chief of Montreal Traffic Control Center and of Ville-Marie, Viger and Louis-H.-La Fontaine Tunnel Operation Centers Alexandre Debs has a Masters degree in Applied Sciences and a Masters degree in Business Administration. He has over 20 years of experience as a professional engineer in the field of risk and management and Tunnel Operations, Management and Design. Alexandre Debs has been employed by The Ministry of Transports of Québec since 999. One of his special interest is underground road infrastructure. Since 2007, Alexandre Debs has been the chief of the Montreal Traffic Management Center, in charge of operation and control of the two busiest road tunnels in Canada, the Ville-Marie Tunnel and the La Fontaine Tunnel that carries over vehicles per day. Since 203, he took charge of the major Rehabilitation Projects of these major infrastructures and is responsible of the design and execution of these projects. Alexandre Debs is strongly involved in International Affairs. In 202, he was selected among the group of experts responsible to update the NFPA 502 Standard for Road Tunnels, Bridges, and Other Limited Access Highways. Since 2000, he is a member PIARC committee on road tunnel operations. Professor George Hadjisophocleous, Ph.D., P.Eng. FSFPE Professor Hadjisophocleous holds the Industrial Research Chair in Fire Safety Engineering at Carleton University, since 200. His research areas include the performance of building elements such as timber and steel connections in fire, fires in trains and tunnels, fire risk analysis, smoke movement, design fires and fire modelling. He holds a Ph.D. degree in Mechanical Engineering from the University of New Brunswick and he is the author of over 200 publications in the areas of fire research, tunnel fire safety, fire risk assessment, performance-based codes and CFD modelling. Dr. Hadjisophocleous is a Fellow of SFPE, the Coordinator of CIB Commission W4 on Fire, a member of NFPA, IAFSS, and a Registered Professional Engineer in the Province of Ontario. He is also the President of CHM Fire Consultants Ltd, a fire consultancy company based in Ottawa Ontario. Ahmed Kashef, Ph.D., P.Eng., Canada Dr. Kashef is the Research and Development Director of Fire Safety at NRC Construction, the National Research Council of Canada. He holds a Ph.D. in Civil Engineering and has more than 20 years of research and practical experience in applying advanced numerical and experimental techniques in a wide range of engineering applications including fire risk analysis, fire dynamics, tenability, heat transfer and smoke transport in the built environment and transportation systems. He has authored and co-authored more than 200 publications. Dr. Kashef is the chair of the research program of the American Society of Heating and Air-Conditioning Engineers (ASHRAE) Technical Committee (TC) 5.9 Enclosed Vehicular Facilities, chair of ASHRAE TC5.6 Fire and Smoke Control, principal member of World Road Association (WRA) TC 3 Road Tunnel Operations, voting member of the National Fire Protection Association (NFPA) 502 Standard for Road Tunnels, Bridges, and Other Limited Access Highways, and registered Professional Engineer in the Province of Ontario Tony Cash Transport for London, UK Dr Tony Cash is Senior Lead Fire Engineer and Fire Compliance Manager at London Underground on the staff of Transport for London. A Fire, Safety and Emergency Planning Specialist with considerable experience of a broad range of safety regulatory activities gained from over 30 years experience of public transport, chemical, pharmaceutical, military and aviation industries, he has considerable experience in the management, development and maintenance of requirements related to safety management systems, aircraft fire and rescue facilities, contingency planning, research & development, safety analysis and investigations. Tony has been a fire engineer at LU for 0 years, focussing on Stations Engineering and the fire protection of rolling stock. Previously, Tony was employed within the United Kingdom Civil Aviation Authority, working as Rescue & Fire Fighting Policy Officer. He has developed and fostered in others a thorough understanding of Safety Management Systems. Tony is a Chartered Chemist (Fellow of the Royal Society), a European Chemist and a Fellow of Institution of Fire Engineers; the British Standards Institute and International President of the Rail Industry Fire Association. Gary English Seattle Fire Department, USA Deputy Chief English 28 years fire service, Command Staff for Seattle Fire Department, Assistant Fire Marshal regulating construction, Code/ Standard enforcement/ interpretation. Tunnel Sprinkler expert. Transportation Infrastructure review: design, plans, construction, and reconstruction including fire protection systems, fire and life safety committee, code compliance. Seattle projects include: LINK light rail, conversion of bus to combination bus/rail with underground stations, LINK extensions, Alaska Way Viaduct Replacement Tunnel, Mt Baker, Mercer Island freeway tunnel retrofits. Levitt, Port Authority of New York and New Jersey (PANYNJ), USA Harold Levitt has over 40 years of Engineering/ Architectural experience in the fields of petro-chemical, school construction, refinery design and construction, and, since 984 an employee of the Port Authority of New York and New Jersey (PANYNJ). Since 985 Harold has been a member of the PATH (Port Authority Trans-Hudson Corporation) Department. Harold is the responsible for the day-to-day construction of the new World Trade Center Station in NY on behalf of PATH. Harold is a 977 Graduate of the New York Institute of Technology with a Degree in Architecture. Harold has written and presented Technical Papers to APTA, BHRGroup and ISTSS. Harold Levitt serves as the Chairperson for NFPA 30 Standard for Fixed Guideway Transit and Passenger Rail Systems and has been a voting member representing the Port Authority and PATH since During his time on the Technical Committee, Harold has been a part of the production of the 2003, 2007 and 200 editions. As Chairperson, he has already produced the 204 Edition and presently in the process of developing the 207 Edition. Harold is also a member of APTA s ventilation committee and has been since 992. 16 The 8th International Symposium on Tunnel Safety and Security (ISTSS) will be held in Borås, Sweden, March 208 Call for papers The language of the symposium is English. Authors are invited to submit a manuscript or poster for presentation. Manuscripts and posters will be reviewed on the basis of an extended abstract of at least one full page, but not more than 2 pages. Acceptance for presentation and publication will be based on scientifi c quality and signifi cance. The manuscripts accepted for presentation at the symposium will be published as Proceedings of the Symposium. Manuscript abstracts should be submitted to the Secretariat by (istss@sp.se) by st May 207, poster abstracts by the st September 207. All submissions should be in Microsoft Word (.doc) format, typed single-spaced on A4 white paper with 25 mm margins. Please use one-column format and 2 pt text.
