Technical Bulletin Product: Topic: Access Control Systems Compliance with the DDA Bulletin Number: B 020 Prepared by: Hugh Lawson File: I:\Technical Bulletins\Technical Bulletin B020 - Access Control Systems Compliance with DDA.doc File Date: Version: 1.1 When designing an Access Control System, you must make a careful judgement about the security required and the legal requirement to allow easy access for people with a disability. Additionally, consideration should be given to any local legislation and fire regulations. It is unlawful to discriminate against employees or job applicants on the ground of disability. Section 21.2 of the Act states: Where a physical feature makes it impossible or unreasonably difficult for a disabled person to make use of a service or building, it is the duty of the provider of that service to take steps that are reasonable to remedy the situation, i.e. remove the feature, alter it so that it no longer has the effect, or provide a reasonable alternative method of making the service in question available to a disabled person. Summary for Engineers Readers to be installed at a height from the floor between 0.90m and 1.00m Push Buttons to be installed at a height from the floor between 0.90m and 1.20m Door Handles to be installed at a height from the floor between 0.90m and 1.10m Minimum door opening width must be 0.80m for interior doors Minimum door opening width must be 0.90m for exterior doors Minimum door opening width must be 0.75m for rest room doors For double leaf doors, at least one leaf should have a minimum clear width of 0.80m

1. Creating a Secure Access Point The most common type of Access Point is a Door, either an Internal or External. Access Points should be designed as to permit operation by one person in a single motion with little effort. Power-operated doors are best for people with disabilities. Power-operated doors should be automatic or the activator is placed within easy reach. An accessible door should have the following features: Secure Side A Sign, A Door Handle, An Extra Pull Handle, Glazing and a Kick Plate. Un-Secure Side A Sign, User Friendly Access Control Reader, Glazing and a Kick Plate. An automatic Door Closer 1.1 Door Types Automatic Doors These can be sliding or Swinging type. Sliding doors are preferable to swinging doors. Automatic doors can be useful when traffic is heavy. They should have an adequate opening interval. Guard rails can be installed near double swinging doors to indicate a door opening area and to prevent people being hit by the door. Revolving Doors Revolving doors are not suitable for use by disabled people or people with prams. Wherever there are revolving doors, an adjacent accessible swinging or sliding door should be provided. Auxiliary gates should be provided next to turnstiles. Pivoted Doors Pivoted doors should swing away from the direction of travel where possible. Pivoted doors in a series are considered as vestibules. Sliding and Folding Doors Manual Sliding and Folding doors are recommended for narrow spaces not heavily used by the public. 1.2 Door Opening For Exterior Doors, the minimum opening is 0.90m when the door is open. For Interior Doors, the minimum opening is 0.80m when the door is open. The minimum door opening can be 0.75m if the access is straight or if the door can stay open by itself. The minimum door width of rest rooms should be 0.75m For doors installed in an opening more than 0.60m in depth, the clear door opening should be at least 0.90m For Double Leaf Doors, at least one leaf should have a minimum clear width of 0.80m.

1.3 Manual Door Hardware Operational devices on doors should be easy to grasp with one hand. Handles - Lever-type handles, push plates or pull handles are recommended for swinging doors because they are easy to open. Round knobs are not recommended. Door Handles should be located at a comfortable height between 0.90m and 1.00m from the floor surface. Access Control Readers - Readers should be easy to operate, hands free readers being recommended. Readers should be located at a comfortable height between 0.90m and 1.00m from the floor surface. Extra Pull Handle To facilitate closing, a door fitted with spring closers should be equipped with an extra pull handle approximately 0.30m in length, located between 0.20m and 0.30m from the hinged side of the door and mounted between 0.90m and 1.10m from the floor. 1.4 Automatic Door Hardware Automatic doors are activated by: Push Buttons located at a comfortable height between 0.90m and 1.20m Activating Mats Access Control Readers. Readers on entrance doors should be mounted at a comfortable height between 0.90m and 1.00m from the floor. Readers should be easy to operate, hands free readers being recommended. Remote Control. Threshold Thresholds should be omitted whenever possible. Weather stripping at the bottom of the door is preferred to thresholds. The threshold should not be more than 13mm higher than the finished floor level. Thresholds higher than 6mm should be bevelled or have sloped edges to facilitate the passage of a wheelchair. Exit Doors Landing The exit landing should not be lower than the finished floor level by more than 13mm. Glazing and Glazed Doors Outward Swinging Doors and doors in public corridors should have low windows to enable users to see oncoming traffic. The bottom edge of the window should not be higher than 1.00m from the finished floor level. Completely glazed doors should be avoided in buildings frequented by people with visual impairments. Glazed doors should be clearly marked with a colour band or mark placed for the benefit of all users at a height between 1.40m and 1.60m Kick Plates Kick Plates are useful in protecting the finish on the lower part of the door. Kick Plates should be between 0.30m and 0.40m in height. Signage In public buildings, the function or room number, incorporating international symbols should be identified at eye level, i.e. between 1.40m and 1.60m. Room numbers placed on door frames and not on doors themselves so that the room number is visible even when the door is open.

Colour The door or the door frame can be painted in a colour that contrasts with the adjoining wall to facilitate its identification by people with visual impairments. Existing Constructions It is recommended that automatic doors replace heavy, hard to open swinging doors. Door openings narrower than 0.75m should be widened. A swing-clear hinged door may be used to slightly enlarge an opening. Turnstiles Turnstiles are often used in the reception areas of a building or its perimeter. They are used to provide a higher level of security than a door. Optical Turnstiles Well managed reception areas where aesthetics and speed of throughput are the key issues. Lane widths can be adjusted to accommodate wheelchairs without the need for a separate pass gate. Therefore all system users utilise the same technology with no discrimination. Most models also feature audible and visual feedback. Half Height Fixed Arm Turnstiles Constantly manned reception areas where appearance is not the highest requirement. A half height turnstile is not compliant with the DDA in its own right. This type of turnstile may be compliant of a reasonable adjustment is made, i.e. separate pass gate is installed. Normally pass gates and half height fixed arm turnstiles do not feature audible and visual feedback. Speedgates Reception areas where aesthetics, speed of throughput and security are key issues. Most manufacturers make DDA compliant versions. However, some units, this can mean that a wider pedestal is needed to accommodate the longer barriers. Most models feature audible and visual feedback. Full Height Turnstiles These are normally used in external perimeters in unguarded areas or higher security sites. They are a good option from commercial and industrial facilities where security and guarding costs are more important than appearance. Full height turnstiles are generally not compliant. They can not accommodate wheelchairs. Alternative measures need to be provided. These turnstiles do not normally feature audible and visual feedback. Tailgate Detection Devices Primarily used on the main entrance for small sites and back doors and key doors within larger sites. Detectors can operate at up to 2.5 metres apart to accommodate wheelchairs. Therefore all system users utilise the same technology within minimal supervision and no discrimination.

2. Authorising Technology to Allow Authorised Users to Enter Contacts Examples are magnetic stripe readers and card insertion readers. Because the user must make a positive contact between their card and the reader it may be necessary to provide a second reader at a lower level to provide ready access to a disabled person. Short Range Examples are proximity readers which power the cards. Because the user must make a positive contact between their card and the reader it may be necessary to provide a second reader at a lower level to provide ready access to a disabled person. Long Range Examples are proximity reader where the cards have a power supply in them. Long range technologies are less sensitive to the way in which the card or tag is presented at the reader so generally a single reader will accommodate all users at an entrance. Biometric Read an aspect of the user s body. These could be finger print, hand or palm print, iris or facial recognition. With biometric technologies, the need for a positive link between the reader and the person varies, depending on the technology. Biometric readers require contact between the person and the reader but as technologies advance they become less sensitive to the position of the user. A second reader should be considered where necessary. Exit Methods The means of exiting through a door must also be considered. If reader exit is required, then the recommendation listed above applies. When using a reader for exit, then also consider the position of the override emergency exit button. This could be installed in accordance with fire egress requirements. Push Button request to exit switches should be positioned to suit both able and disabled users. END
