4 RCGA RULES EDUCATION PROGRAM The RCGA Rules Education Program consists of a multilevel program of Rules of Golf education plus a Tournament Administration seminar designed to provide instruction on how to conduct competitions. The first two levels of the program are available via online programs offered through the RCGA website. Level 3 is a two-day seminar that leads to provincial certification as a rules official and is conducted by your provincial golf association. Level 4 is an RCGA seminar leading to national rules certification. The objectives of the Rules Education Program are: 5 Create a program that encourages people to learn the Rules of Golf; Standardize Rules of Golf education in Canada for amateurs and professionals; Provide an opportunity to learn to be a rules official; Certify officials to work at all levels of competitions; Create a pool of qualified rules officials in Canada; Provide an opportunity for tournament organizers to increase their knowledge and skills. As the governing body of golf in Canada, the RCGA provides these educational programs on the Rules of Golf. Each level has an optional exam at the end which the student may take in order to qualify to progress to the next level of education. After Level 1, practical experience is required to be certified at each Level. Upon completion of the Level 2 course, students will receive a certificate from the RCGA and a log book to record practical time spent officiating at competitions. Level 1 of the program is a beginner program that introduces the basic concepts and language of the Rules of Golf. Examples, videos, animations and exercises are used to intro-

5 6 duce the student to the principles of the Rules and how to use the Rules book. The program is ideal for juniors, beginners and golfers who have had no previous experience with the Rules. Level 2 of the program builds on the experience of Level 1 and introduces the key reference manual for officials: the Decisions on the Rules of Golf. This complex publication is the key to understanding how the Rules of Golf are applied on the course. In addition to introducing some of the fundamental rules through examples, videos and exercises, Level 2 teaches the student how to use the Decisions book effectively when the Rules book alone does not provide the answer. To be certified at Level 2 an official must successfully pass the online exam and meet the minimum practical requirements. Level 3 of the program is comprised of a three-day seminar conducted by the provincial golf associations. The seminar covers the most common Rules of Golf and includes practical sessions that demonstrate how the Rules apply on the golf course. To be certified at Level 3 an official must successfully pass the exam and meet the minimum practical requirements. The Level 3 program leads to provincial certification as a tournament official. Once Level 3 certified, an official is qualified to attend the Level 4 national certification seminar. Level 4 of the program leads to national rules certification. This is a necessary, but not sufficient qualification to work as a rules official at an RCGA national championship. The Level 4 program is intended for experienced rules officials who wish to improve both their technical and practical knowledge as a rules official. Considerable time is spent on the golf course discussing complex issues of the Rules of Golf. The optional 3 ½ hour exam is a rigorous test of the Rules of Golf intended to identify those candidates with the highest level of knowledge.

6 PROGRAM OUTLINE Level 1 Introduction to the Rules of Golf Complete the Level 1 Introduction to the Rules of Golf Seminar Achieve 80% on the Level 1 Exam May attend Level 2 Rules of Golf Seminar 7 Level 2 Regional Tournament Official Pre-requisite: Level 1 Certified Certification: Complete Level 2 Rules of Golf Seminar Achieve 80% on Level 2 Exam Complete 20 hours of satisfactory on-course experience as a Starter/Scorer/Official at club, regional or provincial events Level 3 Provincial Rules of Golf Official Pre-requisite: Level 2 Certified Certification: Complete Level 3 Rules of Golf Seminar Achieve 85% on Level 3 Exam 10 hours accompanying a Certified Rules Official as an observer at a regional or provincial event minimum 50 hours of satisfactory on-course experience as a Rules Official at regional or provincial events (L3 and L4 exams must be written in separate calendar years) Level 4 National Rules of Golf Official Pre-requisites: Level 3 Certified Certification: Complete Level 4 RCGA Rules of Golf Seminar Achieve 85% on RCGA Rules Exam 100 hours of satisfactory on-course experience as a L3 Rules Official at regional or provincial events.

7 8 HOW TO USE THIS LOG BOOK This Log Book is to be used for documenting your progress of Rules Education. In order to receive certification at each level, the details of seminars and practical experience must be recorded in this log book. Once a Level is complete, the log book must be submitted to the RCGA for verification. The log book and a certificate of completion will be returned to the you. In order to be eligible to attend the next seminar level, the RCGA must have record of the log book and issuance of the certification certificate. To gain experience as a rules official the best contact is your provincial golf association. A list of all the provincial golf associations along with contact information is contained in the back of this book. The provincial golf associations will be able to provide contact information for local associations or may have volunteer opportunities at their own championships. Each time you work as an official, complete the details on a page of the book and have it certified by the senior tournament or rules official. For Level 2, the signing official should be a certified Level 3 or Level 4 official, however for tournaments that do not have a certified official, the person signing your log book could be the Club or Women s Captain or the Head Professional. The signing official for Level 3 practical experience must be a certified Level 3 or higher official. To meet the on-course requirements for Level 2 you must complete 20 hours of on-course work as a Starter, Scorer or Rules Official. To meet the requirements for Level 3 you must spend 10 hours accompanying a Level 3 or higher certified Rules Official as an observer and 50 hours as an on-course Rules Official. To achieve Level 4 certification you must complete 100 hours of on-course work as a rules official before submitting the log book for certification.

8 When you have completed the required hours for Level 2, 3 or 4, send the log book to the RCGA Rules Administrator at the address indicated on the inside cover of this booklet. The RCGA will track the achievements of all officials and advise the respective provincial golf association of qualified rules official in their area. The log book will be returned with the certification stamp of the appropriate level. Certification at each level is good for four years, including the year attained. In order to be re-certified, an official must pass the written exam of the level they are seeking re-certification. No additional practical experience is required. An official who has been certified at a level, qualifies to write the exam for that level and be certified again without having to complete lower level requirements. For example, an official who has been certified at Level 3 may, at any time, re-certify at Level 3 by passing the Level 3 exam, even if their certification has lapsed. 9
